This briefing paper provides a short background to the 2012 elections in Timor-Leste, and explores the UNPOL mandate to support and build the capacity of the Polícia Nacional de Timor-Leste (PNTL – the Timor-Leste National Police), so that Timor-Leste will be able to manage security for its citizens without international assistance. Based on fieldwork conducted during June 2012, including interviews with human rights-focused NGOs, and with international police implementing bilateral and multilateral capacity building, we argue that the 3,200-3,400 strong PNTL is theoretically ready to go it alone when the UN Integrated Mission in Timor-Leste departs, and explore questions as …

"CHOICES" Florida's version of ObamaCare was a unique case voted in by the public in Alachua County Florida. A mixed methods research design was utilized and provided context in which policy entrepreneurs operated, as well as an explanatory model of internal determinants. Social, economic and political factors were examined to determine the predictor variable in the adoption of the "CHOICES" health services program. The results revealed that voters 51 years of age and older had a greater probability of voting for the Alachua Referendum. "CHOICES" legality has not been under contention but its effectiveness has. Over the course of the last two decades, organizations representing the medical marijuana social movement have campaigned for, proposed state level legislation, and supported numerous legal arguments that challenge and attempt to reform U.S. federal illicit substance policies. This set of social regulatory policies, commonly known as the Controlled Substance Act of 1970 (CSA), were drafted, promoted, and implemented by the Nixon Administration then subsequently entrenched by multiple presidents with acquiescent congresses adopting supplemental supply-side resource allocating legislation. Using two distinct health policy issues my research examines the relevance and ramifications of using cost-benefit analysis (CBA) to demonstrate real-world impacts of the policies. My dissertation discusses how these two situations represent particular challenges to cost-benefit analysis. The challenges have specific implications for how scholars, agencies, and government entities should use CBA to evaluate policies. Specifically, my research finds that by separating CBA into four different approaches, a much more complete, and less assumption-laden, CBA can be accomplished.

As a result of Morales' indigenous identity and overt ethnic tensions in this state, there is a perception that this factor plays a decisive role in Bolivia's policymaking. Dating violence rates affect an unacceptably high percentage of youth. This paper tests a model to understand the considerable variation in state dating violence policy comprehensiveness. Independent variables in the model are state political culture, partisan control of political institutions, prevalence of dating violence, and median household income. Bivariate results show partial support for preliminary hypotheses. Regression analysis indicates that strength of Democratic Party control of governmental institutions is the only variable in the model that achieved statistical significance. Implications and recommendations for future research are provided.

This paper begins to describe and explicate the specific mechanisms by which alcohol use and the alcohol use environment contribute to specific types of child maltreatment. These mechanisms relating alcohol outlet densities to child maltreatment described here include effects on social disorganization, parent's drinking behaviors, and parental supervision. By investigating potential mechanisms, new information could be obtained on the importance and role of alcohol and its availability in the etiology of child maltreatment. This knowledge can be used to further tailor interventions to those conditions most likely to prevent and reduce maltreatment.

Opponents of undocumented immigration have argued that undocumented immigrants are a social and financial burden to the U.S. which has led to the passage of drastic and costly policies. Designed to provide security and equity to defined benefit (DB) pension plans, the Employee Retirement Income Security Act (ERISA) became law in 1974. Since that time, the economy has shifted to a more globalized, non-unionized, service-based environment, where defined contribution (DC) plans replaced DB plans as the dominant type of private pension plan. Today workers and retirees bear the burden of managing their pension plans and the associated risks. Although often viewed as a dismal failure, the National Labor Relations Act (NLRA) has been remarkably successful. While the decline in private sector unionization since the 1950s is typically viewed as a symbol of this failure, the NLRA has achieved its most important goal: industrial peace.

Before the NLRA and the 1947 Taft-Hartley Amendments, our industrial relations system gave rise to frequent and violent strikes that threatened the nation’s stability.
