The Fires Next Time, Andrus Center For Public Policy

Research and Reports

Because of the severity of the fires in the summer of 2000 and because of the growing debate over what to do about expected future fires, the Andrus Center convened The Fires Next Time conference on December 7, 2000. The conference had several goals in mind. First, it sought to establish a set of sideboards for the discussion of fire by inviting experts to talk about the history, science, and policy of fire management. The purpose was to articulate what we knew, did not know, and should know about fire in the western United States.

This paper focuses on the serious issues facing our nation during a difficult and perhaps dangerous period. Politically, Bush must work to restore the public's confidence in the presidency and develop a good working relationship with Congress. Bush will also have to deal with a slowing economy in which inflation is still rising. Domestically, fiscal policy and regulation will prove difficult issues to resolve. Finally, president-elect Bush must set a strong foreign policy agenda, as there are problem areas almost everywhere one looks around the globe.

Job Stability And Wage Progression Patterns Among Early Tanf Leavers, Steven G. Anderson, Anthony P. Halter, George Julnes, Richard Schuldt

This article reports on first-year employment experiences of a randomly selected sample of 213 Illinois TANF leavers. Aggregate employment levels were 70 percent at exit, and leavers typically generated earnings from a single full-time job. However, employment often was unstable, so that only about one-fourth of leavers had the same job both at exit and when interviewed 10-11 months later. Employment instability resulted from the marginal or temporary nature of many jobs, as well as employment barriers such as health problems and lack of day care. Patriarchy And Pragmatism: Ideological Contradictions In State Policies, Lily Kong, Jasmine S. Chan

Research Collection School of Social Sciences

Theories concerning the state sometimes treat it as a rational system. This paper raises questions about this assumption by examining the coherence of the ideological frameworks underlying state policies in Singapore. The contradictions are shown most clearly when state policies deal with gender issues, especially where they concern women. Through an examination of such policies, we show that, under some conditions, state patriarchy may be subverted by the state's capitalistic developmental considerations. The victim was a Section Leader who had been conducting his duties for three hours when, at 08:45 a deminer informed the victim “that there was a strange object in his excavation lane”. The Section Leader tried to excavate the object but had some difficulty “seeing it clearly because his visor was dirty and scratched. So he raised his visor halfway to see better, than grasped the object with the thumb and forefingers of his left hand and tried to pull and pry the object from the earth with the trowel”. Few would argue that our community's position is precarious. On the one hand, we are a growing presence in the Commonwealth. In 1995, there were an estimated 344,068 Latinos living in Massachusetts, representing 5.6% of the total state population, a 20% increase since 1990. It is expected that the 2000 census will confirm that Latinos are indeed the largest minority group in the state. Latinos make up an even larger proportion of the total population of a number of key cities, including Lawrence (48%), Chelsea (39%), Holyoke (37%), Springfield (20%), and Boston (12%). In July 1997, the Massachusetts State Legislature, recognizing the challenge presented by the problem of substance abuse for women in the criminal justice system, authorized funds to the Department of Public Health’s Bureau of Substance Abuse Services for a study of substance using female offenders to be conducted by the John W. McCormack Institute at the University of Massachusetts Boston. Since March 1998, a group of researchers at the McCormack Institute and the Criminal Justice Center at UMass Boston has gathered and analyzed a wealth of quantitative and qualitative information on women offenders in Massachusetts.

The aim of this article is to describe the role of health care professionals in the capital punishment process. The relationship between the protocol of capital punishment in the United States and the use of health care professionals to carry out that task has been overlooked in the literature on punishment. Yet for some time, the operation of the medical sciences in prison have been `part of a disciplinary strategy' `intrinsic to the development of power relationships'. Death and disability remain serious problems in the meatpacking industry, which increasingly depends on Latino workers. Here we examine these problems and the dynamics that heighten and minimize the hazards encountered in meatpacking plants. Drawing from published and unpublished sources, we provide statistical profiles and ethnographic accounts to capture the health and safety risks Latino workers face in the meatpacking plants of Iowa, Kansas, and Nebraska. Guided by recent research in labor market segmentation and the politics of social regulation, we trace the increased risk of injury and illness for Latinos to three intersecting dynamics: corporate conduct and misconduct on …

At the time of the accident, the [Demining group] reconnaissance team was conducting a Level 2 Survey without proper communication, medical support and without wearing PPE. This activity was being carried out despite an earlier decision to suspend clearance operations because of poor weather conditions.
