A bomb explosion killed two of three “unlicensed” men who were hired to carry out mine clearance in O’Svay commune, in Oddar Meanchey province’s Trapaing Prasat district.

In post-conflict countries, there will always be some risk from residual ERW threats when construction is undertaken, as witnessed by ongoing efforts to manage risk from UXO in Europe. Investing in Infrastructure (3i)6 is a development project funded by Australia’s Department of Foreign Affairs and Trade (DFAT) and managed by Palladium International, to provide support for the development of small-scale infrastructure in Cambodia. This report includes recommendations that seek to build upon good practice and strengthen systems and processes to ensure mine action efforts not only do no harm, but also bring the maximum possible benefits to beneficiary households and the socio-economic development of Cambodia as a whole. Land conflict, tenure insecurity and an inequitable distribution of land are among the most pressing challenges facing Cambodia today. In a country in which most people depend on agriculture, livestock rearing, fishing and forest products for their livelihoods, secure access to safe and productive land is crucial. Yet, over the past decade land conflict has increased dramatically, with one NGO reporting having recorded disputes involving 700,000 people between 2000 and 2012. Land distribution is highly unequal: In 2010 it was estimated that just one percent of the population owned 30 percent of Cambodia’s land.

Two Cambodian demining experts were killed in Battambang province’s Samlot district on Saturday after detonating an anti-tank mine while carrying out clearance work in the former Khmer Rouge stronghold.

Cambodia's mine and ERW problem is a result of the long period of civil and regional conflicts that affected the country from the late 60s until 1998. Due to these conflicts, Cambodia is now one of the most heavily contaminated countries in the world, with more than 63,000 mine/ERW victims recorded since 1979. The first efforts to address Cambodia’s massive mine/ERW contamination came from the UN Advance Mission for Cambodia (UNAMIC), which contracted the HALO Trust in 1991-1992 to survey 700 km² of land in Battambang province ahead of the probable repatriation of 360,000 Cambodian refugees based in Thailand. Brinkley’s piece draws welcome attention to the virtual farce of hybrid justice now underway in Cambodia, although the emphasis of the piece on the prevalence of corruption de-emphasizes a broader point: human rights protections are not respected in Cambodia, and serious accountability for the abuses by the Khmer Rouge or any subsequent abuses are unlikely, not merely because leaders are corrupt, but because the wide scale culture of impunity makes the protection of human rights and functional rule of law virtually impossible.
