The Importance Of Employer Accommodation On The Job Duration Of Workers With Disabilities: A Hazard Model Approach, Richard V. Burkhauser, J.S. Butler, Yang Woo Kim
Center for Policy Research
In line with policies long in place in Western Europe, United States disability policy is now attempting to intervene directly in the labor market to increase the employment of people with disabilities. Beginning in July, 1992, the Americans with Disabilities Act of 1990 required employers to provide reasonable accommodation to workers with disabilities. Here we use a continuous time hazard model on retrospective data from the 1978 Social Security Survey of Disability and Work to estimate the effect of employer accommodation on the subsequent job tenure of workers who suffer a work limiting health impairment. We show that the risk …

The Older Population In Massachusetts, 1980-1990, Gerontology Institute, University Of Massachusetts Boston
Gerontology Institute Publications
Massachusetts and the nation are aging! People 65 and older are growing in numbers more rapidly than other younger segments of the population, and the unprecedented growth of this group has created new demands on and new opportunities for every major sector of American life. But if we are to make constructive plans for an aging society, we must have sound information on the major changes in the make-up of the population.
This report shows how the older populations in Massachusetts and in the United States have changed in the decade between 1980 and 1990. It is designed to serve …

New England Journal of Public Policy
Four years ago, in the 1988 Summer/Fall issue of the New England Journal of Public Policy, we wrote,
"[The two] presidential candidates, Michael Dukakis and George Bush, [proved] themselves extraordinarily adept time and again at not addressing any of the excruciatingly difficult choices a new administration will have to make. But the realities the new president will face cannot be indefinitely obscured. The prosperity we enjoy, the unparalleled splurge in consumption during the 1980s, has been fueled by borrowing against the future. Although this observation is not especially new — and repetition has robbed it of urgency — what …
The Legacies Of Deindustrialization And The Blackstone River Valley National Heritage Corridor, Douglas M. Reynolds
The Legacies Of Deindustrialization And The Blackstone River Valley National Heritage Corridor, Douglas M. Reynolds
New England Journal of Public Policy
Creation of the Blackstone River Valley National Heritage Corridor and release of a master plan for cultural and physical resource development is creating a new standard for private, local, state, and federal partnerships. Actions by the Corridor's partners are shaped by both past and contemporary economic development issues. Using tools of humanistic inquiry — history, economics, preservation, sociology, political science — for social and economic purposes signifies far-reaching shifts and possibilities for public planning and policy philosophies in both public and private agencies.
Latinos In Massachusetts: Growth And Geographical Distribution, Ralph Rivera
Latinos In Massachusetts: Growth And Geographical Distribution, Ralph Rivera
New England Journal of Public Policy
Massachusetts has undergone radical changes in its racial/ethnic composition in the last ten years. The Latino population, owing to its extraordinary growth rate during the last two decades, is the largest racial/ethnic minority group in the state. Yet relatively little is known about this population because of the "information gap." Based on 1990 census data, this article focuses on the growth and geographical distribution of Latinos in Massachusetts. It considers the undercount of Latinos, the growth of Latinos in the commonwealth from a national perspective, and assesses the increase of Latinos in the New England states. It explores the growth …
The Cost Of Home Ownership In Vermont, 1975-1990, Arthur G. Woolf
The Cost Of Home Ownership In Vermont, 1975-1990, Arthur G. Woolf
New England Journal of Public Policy
Housing prices in Vermont, like those in the other New England states, shot up dramatically during the economic boom of the 1980s. This article investigates the causes of that price increase and focuses on the cost of home ownership in Vermont in the years 1975 to 1990. Cost of home ownership is defined as the percentage of family income needed to finance an average-price home. Although prices skyrocketed during the 1980s, the actual cost of home ownership as a percentage of income was about 15 percent greater in 1990 than it was during the mid-1970s. Housing price increases are expected …

Review Of Contemporary Federal Policy Toward American Indians By Emma R. Gross, Beth R. Ritter
Review Of Contemporary Federal Policy Toward American Indians By Emma R. Gross, Beth R. Ritter
Sociology and Anthropology Faculty Publications
This book is a public policy study detailing the various factors which culminated in pro-Indian federal policy and legislation during the 1970s. The author's primary thesis is to suggest the 1970s represented a marked departure from previous federal Indian policy and legislation in that Native Americans themselves were well-represented in the democratic process impacting favorable federal decision-making.
The Charter Of Rights And Public Policy In Canada, Patrick J. Monahan, Marie Finkelstein
The Charter Of Rights And Public Policy In Canada, Patrick J. Monahan, Marie Finkelstein
Osgoode Hall Law Journal
Much of the literature on the Charter has focused on the manner in which the courts have interpreted the document. This essay examines the Charter from another perspective-its impact on the policy process within government. Drawing on a series of papers prepared by senior government officials at both the federal and provincial levels, the authors argue that the Charter has permanently changed the way in which governments formulate and implement public policy in Canada. Virtually all policy proposals making their way to the Cabinet table must be examined to ensure that they conform to the requirements of the Charter. This …
Analyzing Performance Skewness In Public Agencies: The Case Of Urban Mass Transit, Herman L. Boschken
Analyzing Performance Skewness In Public Agencies: The Case Of Urban Mass Transit, Herman L. Boschken
Herman L. Boschken
Previous studies of public organizational performance have focused mostly on operating efficiency, without dealing with the complex accountability problems associated with plural public interests. The fact that an agency exhibits multiple and often paradoxical performances has not been of comparable concern. This failure to account for performance in a multiple-constituencies context has led to a narrow view of how well agencies do. To broaden the research on agency performance, a multiple-constituencies model is introduced and tested for statistically significant variances. The findings confirm the model's robustness in structuring a dependent variable for empirical research on why agencies perform toward different …

During loading, it is believed that a 120mm PEPA mortar was dropped and detonated. The resulting explosion spread to similar items already loaded and a massive explosion killed four of the loaders nearest to the truck and the ex-pat supervisor. The supervisor may have been walking away from the truck or been in its cab at the time. He was killed when a small fragment hit him in the back of the head and penetrated his brain. He died at the scene.

The Defense Industrial Base For The 1990s, Murray L. Weidenbaum

Although the bottom is not about to fall out of the military market, a tough period of belt tightening has begun. The severity of these adjustments will vary based on the size and relationship of businesses to the defense industry. Ultimately, the military procurement process must be reformed. First, by streamlining the rules. Second, by upgrading the caliber of the people involved in the process. And finally, by changing the incentive structure facing the people who produce the equipment.

A barrage of news stories, editorials, and even business advertisements is proclaiming that this is our last chance to save the planet. Examining the evidence for global warming, this paper finds a lack of convincing data to allow any conclusive analysis. Regarding the Earth Summit, it outlines six reasons why the conference is unlikely to achieve its stated goals.

The Case For Taxing Consumption, Murray L. Weidenbaum
The Case For Taxing Consumption, Murray L. Weidenbaum
Murray Weidenbaum Publications
The governments of most industrialized nations, especially in the European Community, use consumption taxes far more than the United States. Yet a low-saving, slow-growing economy such as the United States would benefit greatly from shifting the national revenue system from taxing income to taxing consumption. That change would provide a powerful incentive to increase the nation's saving and investment and, therefore, economic growth and living standards. This report examines the pros and cons of consumption taxation and also analyzes the major policy alternatives to structuring a new tax of that type.

Imagine a hypothetical disaster befalling America's cities. A bomb, perhaps; or a ferocious hurricane; or an earthquake. Two to 3 million Americans lose their homes. We know that, daily, the evening news and the major newspapers would feature stories on the number of people victimized by the disaster. Many Americans would volunteer to help their neighbors in need, and many community agencies and local governments would come to the rescue, but the public would rightly expect the federal government to play a leading role in repairing the human and physical damage. The president and Congress would act swiftly to declare …

New England Journal of Public Policy
Today, much of public policy debate takes place in a social vacuum. This is partly because policy issues are often rather arbitrarily assigned to particular and seemingly unconnected disciplines that put a premium on maintaining their separate baronies of intellectual hegemony, and partly because of our own too-pervasive proclivity for compartmentalizing in order to simplify. One of the goals of the New England Journal of Public Policy is to invade, as it were, these baronies, to liberate the policy issues held hostage there and release them into a broader, more human context, one that accentuates the idea of connectedness as …
