The National Flood Insurance Program provides an incentive-based program, the Community Rating System (“CRS”), to encourage communities to improve their hazard mitigation protocols to better protect against and prevent flood-related hazards. This dissertation analyzes factors that influence participation and points scored within the CRS to gain an understanding of the conditions under which communities are willing and able to take advantage of an incentive-based flood hazard mitigation program. It also includes an analysis of survey responses from 41 coastal county floodplain and CRS managers to gauge their opinions on the CRS and how it can be improved to better serve …

An institutional dilemma exists between the Clean Water Act (CWA) and the Safe Drinking Water Act (SDWA). US surface waters are protected from point-source pollution by the CWA. Community Water Systems (CWSs) that draw from these surface waters for potable purposes are required to treat that water to a level that meets SDWA health standards. Therefore, decreases in CWA regulations could lead to surface water quality declines and, thus, higher SDWA compliance costs for CWSs. Land-use planning for modern societies requires technical competence as well as social competence. We therefore propose an integrative solution enabling better land-use planning and management through better-informed decision-making. We adapt a method developed for cross-disciplinary team building to identify the stakeholders and their various objectives and value systems. We use these results to populate artificial societies embedded into a dynamic data analytics framework as a tool to identify, explore, and visualize the challenges resulting from the different objectives and value systems in land-use planning and management. Cities face intersectional challenges implementing climate adaptation policy. This research contributes to scholarship dedicated to understanding how policy implementation affects socially vulnerable groups, with the overarching goal of promoting justice and equity in climate policy implementation. We apply a novel framework that integrates social justice theory and the advocacy coalition framework to incrementally assess just climate adaptation in Boston, Massachusetts in the United States. Boston made an ambitious commitment to address equity as part of its climate planning and implementation efforts. In St. Louis, MO, we face a nuclear waste dilemma due to the poorly disposed uranium ore materials in the West Lake and Bridgeton landfill areas. The ethical dilemma can be seen as nuclear waste's intergenerational implications and the search for sustainable development options. This research evaluates the most environmentally responsible radioactive waste management strategies and attempts to find an equitable solution to the St. Louis radioactive waste dilemma.

The Middle East and North African region continues to face significant water security challenges. The purpose of this dissertation is to gain a deeper understanding of water elites’ perceptions of water security in the MENA region. It is not meant to generalize the findings. Instead, the intention for the research is to identify, explain, and analyze by national elites' contrasting perceptions in Jordan, Iraq, Egypt, and Tunisia.

However, certain populations have been systematically denied their fair share of these benefits because of unjust practices in the creation and maintenance of urban parks. With a lens of environmental justice, the goal of this research was to assess park quality and accessibility of two Connecticut cities, Hartford and New Haven, by gathering publicly available information as well as using GIS tools.

Soft law governance relies on nongovernmental institutions that establish and implement voluntary standards. Compared with traditional hard law solutions to societal and economic problems, soft law alternatives promise to be more politically feasible to establish and then easier to adapt in the face of changing circumstances. This dissertation examines the ways in which cultural value predispositions impact decision-making associated with hydraulic fracturing (fracking) among both local policy elites and the general public in Arkansas and Oregon. First, I examine the mediating role of (dis)trust in information provided by three groups associated with the fracking debate – the energy industry, environmental groups, and the government – in shaping benefit-risk perceptions associated with fracking, and compare this process between a sample of local policy elites and the general public in Arkansas and Oregon. Marion County is located in northern South Carolina between the Great Pee Dee and Little Pee Dee Rivers. Because Marion County was the location of severe flooding during hurricanes Matthew (2016) and Florence (2018), the South Carolina Floodwater Commission identified Marion County as a location for drainage system improvement by the Infrastructure and Shoreline Armoring Task Force. The use of hydraulic fracturing (HF) technologies to extract oil and gas in the United States has sparked contentious policy debates, producing inconsistent and inefficient policies that have done little to address the impacts of HF in any comprehensive way. Debates are accompanied by competing policy narratives that position HF as either an environmental threat or an economic opportunity, but little is known about how policy narratives around HF are used by individuals. This dissertation systematically examines how individuals cognitively internalize elements of competing HF policy narratives. Current policies leveraging financial incentives and improved irrigation efficiency to mitigate groundwater scarcity have not proven to curtail trends of resource depletion. Groundwater benefits cannot be appropriately valued solely on market forces, and so deeper policy consideration is warranted under a framework that considers the importance of groundwater across all its values to society. Understanding time preferences for groundwater management and preferences for alternative policies is vital to inform efficient policies. Furthermore, climate change remains politically controversial yet has important consequences for critical groundwater resources and their sustainable long-term management. Future Resource Assessment Reports will assess the Statewide Sharks and Rays Resource. The report is focused on the temperate indicator species (whiskery, gummy, dusky and sandbar sharks) used to assess the suites of demersal sharks and rays that comprise this resource.
