In this year’s edition of To Walk the Earth in Safety, we highlight the many ways that U.S. conventional weapons destruction assistance promotes post-conflict recovery. For example, our humanitarian demining funding enhances food security by helping to revitalize agricultural fields in countries like Sri Lanka and Vietnam. This funding is especially critical in Sri Lanka where more than 6 million people—nearly 30 percent of the population—are currently food-insecure. In Vietnam, our commitment to promoting agricultural security is a key component to successful post-conflict recovery, even decades after war ended.

Social protection programs have been used in several developing countries in order to aid in their development efforts. In Egypt, “Hayah Karima”, an initiative which represents a developmental initiative endorsed by Egypt’s President Al-Sisi, aims to minimize the developmental gaps among citizens in terms of standards of living. “Hayah Karima” is based on governmental finance in partnership with the private sector. Nepal now enjoys a unique opportunity to positively transform the country’s economy and society. The economic activities fueled by remittance, supported by foreign aid, and aided by domestic economic activities such as tourism, trade, and services, including start-ups, are helping increase individual incomes. However, the earnings from remittances, which measure to about 25% of Nepal’s GDP, are spent on consumer goods and not on investments that can generate employment and raise the standards of living. The 17 Sustainable Development Goals (SDGs) were created for all countries by the United Nations in 2015 with the aim of transforming the world for the better. Each country is responsible for working towards achieving these SDGs. Within Canada, fifteen research universities known as the U-15 make up the majority of private-sector research and innovation. About 65% of these U-15 institutions have developed their own SDG report/plan, illustrating a high level of initiative and involvement when it comes to the SDGs. The United States is committed to reducing these threats worldwide and is the leading financial supporter of CWD, providing more than $4.2 billion in assistance to more than 100 countries since 1993. This makes the United States the world’s single largest financial supporter of CWD. The Department of State, Department of Defense, and the U.S. Agency for International Development (USAID) work together with foreign governments, private companies, international organizations, and nongovernmental organizations (NGOs) to reduce excess SA/LW and conventional munitions stockpiles (including MANPADS), implement best practices for PSSM at conventional weapons storage sites, and carry out HMA programs.

This first-of-its-kind study proves that the 2030 Agenda, which is comprehensive by design and covers the full spectrum of the humanitarian, development, and peace nexus, can help the sector in this regard. It relies on a globally agreed framework that enables practitioners and the international community to assess whether a mine action intervention leads to progress on this triple nexus.
The present study identifies the critical role played by mine action in Jordan to address the immediate humanitarian risks originated by the presence of explosive ordnance contamination, while establishing some of the foundations for sustainable development.

Veterans are more susceptible to homelessness as well as to physical and psychological problems than other groups because of their high exposure to combat-related trauma and geographic dislocation due to military deployment. This administrative study addressed struggles that the Falling Angels nonprofit organization faced with implementing its mission to serve all homeless veterans in a midwestern American state while preparing to expand housing services to accommodate homeless women veterans. Limited access to electricity remains a primary constraint to economic growth and the improvement of livelihoods throughout sub-Saharan Africa. In rural areas, electricity access is especially sparse. The reasons for the scarcity of electricity supply in the region are well documented, with low population density, limited household incomes, and poor regulatory institutions compounding to often make the investment of expanding electricity access result in poor or risky economic returns. The galvanizing public murder of George Floyd and the disproportionate impact of COVID-19 on Black and Hispanic people have put structural racism and its influence on wealth inequality in the U.S. into stark relief. As multiracial groups express outrage at these visible disparities, we risk missing the other side of the coin: that wealth inequality in turn fans structural racism. Moreover, as they reinforce each other, these two factors erode the social, economic, and political viability of our democracy. Understanding and then breaking this vicious cycle are essential to realizing our renewed commitment to a country that works everyone.

This document lays out standard definitions and guidelines for measuring recording and reporting beneficiary numbers for EORE, land release, victim assistance and explosive ordnance disposal (EOD) spot tasks. The guidelines do not include beneficiary definitions for the two remaining mine action pillars: advocacy and stockpile destruction.
It is hoped that this document can be used as a guide for other mine action operators donors and national authorities, to share best practice and contribute to international standards for the sector in beneficiary reporting.

What are assessment centers? Assessment centers measure knowledge, skills, abilities, and other characteristics by assessing participants’ responses to job-related simulations. Assessment centers can be used for hiring, placement, and career and skill development (Gaugler, Rosenthal, Thornton, and Bentson, 1987). Typically, participants complete a combination of in-basket, leaderless group discussion, role play, case analysis, and oral presentation exercises (Hoffman, Kennedy, LoPilato, Monahan, and Lance, 2015). Within each exercise, participants review job-relevant information and complete tasks. The Rebel Crusher is a commercial mobile soil sifter and rock crushing plant modified for demining operations. It is designed to operate in areas where a significant fraction of the soil is composed of mine-sized objects (rocks) which make sifting difficult, or where dense metallic clutter makes mines undetectable. Modifications to the system include hardening the crushing chamber to withstand anti-personnel mine blasts, and increasing the capacity of the sifting mechanism. The light/sandy soil sifting project is evaluating the feasibility and operational suitability of using commercial beach-cleaning technologies to remove mines and clutter from sandy and mechanically prepared soils. Traxx is an extremely compact, remote controlled vehicle capable of working in and around slopes of up to 60 degrees. It is equipped with a variety of commercial vegetation cutting implements and custom designed mine clearing tools. At less than 1.3 tons Traxx is easily transported to remote sites and capable of climbing and working on the most challenging hillsides. The Target Reacquisition Positioning System (TRPS) is a dual-purpose, target reacquisition and survey tool. TRPS is a lightweight, low-cost and highly accurate system that simplifies the use of Differential Global Positioning System (DGPS) for reacquiring ground target positions previously identified UXO detection systems. TRPS is also a surveying tool that provides the ability to quickly survey boundaries, locations of items found, or mark other points of interest with centimeter level accuracy. In this thesis, I seek to provide a framework for developing nations making policy-decisions about legal rights, as in the realm of Rawlsian ideal theory, prescriptions for governments not living in conditions of moderate scarcity is lacking. I first springboard off Stephen Holmes and Cass R. Sunstein’s conclusion that “all legal rights are positive,” from their book, The Cost of Rights, to argue for the value of considering the economic implications of rights protections. Since 1995, sage-grouse (Centrocercus spp.) conservation planning in the western United States has largely been based upon local working groups comprised of federal, state and local governments, environmental groups, landowners, interested citizens. In this article, we review the history and process of these local working groups in western Colorado. These groups are generally convened by one or more government agencies, operate on the general principle of consensus, and have little or no administrative or financial support. There has been heated debate over transgenic or genetically modified (GM) crops in agriculture. Advocates and critics argue over possible economic, environmental, public health implications of this technology. This study examines varying policy approaches to regulating GM crop cultivation in four developing countries where the technology has large potential application. Why have some countries banned GM crop cultivation in their territory while others encouraged it? The Bocas del Toro archipelago of Panama has seen a rapid growth in its tourism industry since the 1990s. From a neoliberal perspective, tourism development is beneficial for all. Alternatively, I analyze the recent, rapid tourism development in Bocas from a critical development theoretical perspective, identifying its positive and negative implications, as well as who they accrue to. While there are economic benefits to tourism in Bocas, only foreign investors, the Panamanian government and English-speaking residents appear to earn them.
