Despite psilocybin still being a Schedule I substance in the Federal Controlled Substance Act (OHA, 2022), Oregon voters passed Measure 109 in 2020, now codified into law as ORS457A, which allowed for the opening of psilocybin clinics for eligible clients. The passing of Measure 109 allowed for an adult-use model to be created, which is different from a therapeutic-use model. Advocates and Measure 109 framers employed the terms "harm reduction" and "mental health support" in order to secure the passing of Measure 109, but there is no specific definition of therapeutic harm reduction within M109 and ORS475A. Community wildfire adaptation is happening at multiple scales across the western United States. A range of collaboratively formed groups have addressed compounding issues related to wildfire risk, forest health and land use. In Southwestern Idaho, place-based collaboratives emerging in the early 2000s have considered trade-offs between localized social and ecological needs as they approach wildfire adaptation from the bottom-up. More recently, regional partnerships have emerged that emphasize cross-boundary wildfire risk reduction to cover larger geographic areas for risk mitigation. Adolescents are a developmentally distinctive population with unique primary health care needs; they comprise about 10% of Oregon's population and more than half are covered by the Oregon Health Plan (OHP). This dissertation investigated significant declines in preventive care utilization (well visits and HPV immunizations) among adolescents enrolled in OHP during the COVID-19 pandemic and the relationship between the decline in utilization and the rise in telehealth availability. The study focused specifically on the role of race/ethnicity, geography, and access to health systems in mitigating or exacerbating decreases in preventive care. This dissertation examines how childhood trauma and family cohesion interact to shape state-level social policy generosity in the United States. The study begins with a multilevel quantitative analysis using data from the National Survey of Children’s Health and the State Safety-Net Generosity Index to assess how individual-level experiences of trauma and family support relate to state-level welfare generosity. Two trauma indices--one focused on adverse childhood experiences and bullying, and the other on food-related hardship--are used to explore how trauma influences attitudes toward public assistance, and whether family cohesion moderates this relationship. Examining Drug Policy In Portugal And Greece, Collin Fernandes

This thesis examines the divergent drug policies implemented in Portugal and Greece, analyzing why Portugal's comprehensive decriminalization model has been more successful than Greece's partial approach. Since 2001, Portugal has pioneered a drug policy that decriminalizes all drugs for personal use while investing in harm reduction services, rehabilitation, and social reintegration. In contrast, Greece maintained criminalization while implementing more limited harm reduction measures, particularly through OKANA (the Organization Against Drugs). The research highlights how economic factors, particularly the 2008 financial crisis and austerity measures, negatively affected both countries' programs but hit Greece's initiatives with greater severity. The COVID-19 pandemic significantly disrupted public transit systems across the US, resulting in substantial declines in ridership and revenue. At the same time, ridership has increased to different levels in cities. This thesis explores the determinants of transit recovery in American cities post-pandemic. It analyzes data from the National Transit Database (NTD) and employs a two-stage least squares (2SLS) regression model first laid out by Taylor et al. (2008) for data from 2000. Similar to the results of that paper, the thesis finds strong correlation between transit ridership and variables for transit supply and urban and demographic characteristics for 2019 …

Faced with unresponsive government institutions and the limitations of representative democracy, participatory and deliberative democrats have created alternative models for robust democratic participation such as civic juries, civic assemblies and participatory budgeting. Advocates claim that these methods create better citizens and better outcomes and they claim these forums act as a school of democracy. The schools of democracy theory describes participation as a virtuous circle--that doing democracy will make people more democratic. Jails across the United States were struck with increased infections and deaths during the COVID-19 pandemic. Studies have shown the structural make up of jails, lack of preparedness plans, and overcrowding contributed to health risks and poor health outcomes both inside jails and local communities. Yet little research has been dedicated to strengthening jail responses to infectious disease outbreaks spanning prevention measures, data collection, and reentry planning. This dissertation presents an analysis of the impact of corruption as related to trust in political institutions in select West African nations. Corruption and some of its implicative hues are highlighted, considering such practice is generally an entrenched part of Africa in its economic, political, social, and cultural fabric and lifeline. The debate over the effectiveness of various methods of financial aid dates to the 1960s with continued uncertainty on the impacts it has on college enrollment (Hansen 1983). This study explores the complicated relationship between security considerations and the European integration process. The research uncovers specific security factors that have shaped the EU integration process. Applying policy alignment and collective efforts for governance, this study offers a methodological improvement to the conventional status quo satisfaction concept within power transition theory.
Findings indicate that external militarized actions targeting European nations only occasionally disrupted integration in the short term. This study explores the interrelationships of urban policy, affect, and power through a critical discourse analysis of New York City's "Universal Access to Legal Services" / "Right to Counsel" ordinance, a 2017 initiative that has persisted amidst the evolving landscape of eviction diversion following the outbreak of Covid-19. Doulas are trained, nonmedical support professionals that provide continuous emotional, informational, physical, and practical support before, during, and after childbirth. Doula care has been shown to reduce the cost of birth-related healthcare, reduce adverse birth outcomes, and increase patient satisfaction and positive birth experience. In 2011 Oregon became the first state to authorize payment expenditures of doula care through Medicaid as a strategy to reduce birth-related health disparities and increase culturally and linguistically appropriate healthcare delivery. Since the 1960s, the frequency and cost of floods have, on average, increased in the United States. Concurrent with this increase in flood losses has been an increase in flood insurance claims paid out by the National Flood Insurance Program (NFIP). The existing literature shows that participation in the NFIP's Community Rating System (CRS) program successfully lowered flood losses and NFIP insurance claims in the participating communities. In spite of these successes, community participation in the CRS is low and the NFIP is currently more than $20 billion in debt. Despite the international consensus that climate change is a problem, few substantive policies are being pushed forward at the national level to meet international greenhouse gas reduction commitments under the Paris Agreement. The most significant climate change policies are emerging at state public utility commissions (PUCs). This research study presents a new model of immigration federalism which integrates existing theories into a framework that emphasizes agency at the local level. Unlike dominant models of federalism that observe the cascading effect of higher-level policy on lower levels of government, this research focuses on empirical evidence at the local level to understand its relation to policy at higher levels. Immigration federalism is receiving substantial interest in scholarly work and in practice, but it lacks a cohesive and comprehensive theory explaining variation at the community level. The relationship between prior criminal history and fare evasion offenders who do not pay their fines and fail to appear in court is also explored. Medical advancements in HIV care should have reduced barriers to employment for PLWH, yet in 2017 only 47.7% of PLWH reported being employed, as compared to 62.9% in the general population. Employment is a significant social determinant of health, it impacts a variety of factors related to health, including earned income, access to healthcare, and social connectedness.
