Objective: Perceptions of drinking water quality influence public trust, water consumption behaviors, and the willingness to invest in infrastructure improvements. The first article presents a comprehensive scoping review of critical whiteness studies (CWS) in education policy research. The study compared the Outcome Measures (OM) to the traditional Graduation Rates (GR) to ascertain if OM portrayed the performance of higher education institutions differently than GR and to determine which of the two metrics aligned better with accountability policy objectives. GR refers to the percentages of first-time, full-time students who obtain a degree or certificate within 150% of the normal time. OM presents the award status of all degree/certificate-seeking undergraduate students on four cohorts: first-time, full-time (FTFT); first-time, part-time (FTPT); non-first-time, full-time (NFTFT); and non-first-time, part-time (NFTPT). This dissertation, through a public policy lens, examines life after U.S. military service as it relates to reintegration, the ability of state-level veteran-specific mental health programs to address veterans’ mental health challenges, and states’ ability to address veteran homelessness. First, I use 2019 Centers for Disease Control and Prevention (CDC) Behavioral Risk Factors Surveillance Survey data, along with various measures of state-level characteristics, to examine the influence of relevant state-level policies on veterans’ mental health outcomes. This thesis examined the influence of social and structural communication variables on the perceived social connectedness of people experiencing homelessness in the Northwest Arkansas (NWA) and Joplin, Missouri areas. This study employed the ecological perspective of communication infrastructure theory (CIT; Ball-Rokeach et al., 2001) and a communication perspective which envisions communicative interaction as constitutive of social experience. Using survey data from 166 participants, this study examined 11 research questions and hypotheses drawn from extant literature on homelessness, social connectedness, and CIT. The Arkansas National Guard Tuition Assistance (NGTA) program was created to recruit and retain Arkansas National Guardsmen by providing college funding regardless of Armed Services Vocational Aptitude Battery (ASVAB) test scores. The funding provided up to 100% of tuition costs at any Arkansas public college or university and was effective between Fall 2017 to Fall 2019. The approval process included collaboration between the Arkansas National Guard Education Office, the Arkansas Department of Higher Education, and the institution of higher education Guardsmen attended.
