Details of this accident have been withheld by the demining NGO that employed the Victim. A spreadsheet including the Victim’s name and very brief details of the accident was made available in 2007. The University of Nebraska Public Policy Center recently surveyed hospitals across Nebraska to evaluate behavioral health readiness in the event of a disaster, act of terrorism (including bioterrorism) or other mass-casualty incident. The survey also asked about hospitals’ ability to effectively coordinate with other emergency service providers, such as law enforcement, in the event of a critical incident.
Behavioral health readiness refers to a hospital’s capacity to effectively manage and respond to the psychological needs of patients, staff, and their families resulting from a large scale event or emergency. In many hospitals in Nebraska this capacity is not maintained internally …

According to a recent report on the status of women in Massachusetts, the Commonwealth has an “extraordinarily high” incidence of women of color with HIV/AIDS. Over 4,200 women are infected and women of color account for a disproportionately high number of these cases.

This case study describes the mine detection dog (MDD) training programme used by Norwegian People's Aid (NPA) in its Global Training Centre (GTC) in Bosnia and Herzegovina. It is not a training manual, its aim is to promote the dissemination of information about successful programmes to the larger MDD community and to encourage evolution of methodologies by providing an example of one particularly successful method among the many MDD training programmes.

Deminer [the Victim] started demining in his lane no. 47. He set off a P4 MK1 antipersonnel mine with his right foot by stepping on it 07:10 am. Explosion occurred 2 meters from the end of the 27 meter long cleared lane in already cleared area. Deminer fell down to his front. He was not injured except for small scratch in his little finger due to falling. His boots did not suffer any damage.

This paper lays out some of the basics of a language-based, person-centered, or agentic model of practice for nonprofit organizations, voluntary action and philanthropy within the emerging domain of commons theory. Six principles are identified for the practice of commons. Two threats to the production of common goods - bureaucratization and colonization of the life world - are discussed and evaluated as limitations of the practice of commons.

It will host a national congress in early January of 2005, exactly 100 years after the first Forest Congress and subsequent to holding a series of regional conferences throughout the country. On November 18-19, 2004, the Andrus Center for Public Policy, the Idaho Statesman, and the Forest Service presented one of those conferences in Boise, Idaho. The topics for this conference were wildland fire and forest health.

College students with disabilities enter with less work experience and have a harder time finding jobs than their nondisabled peers. Experiential education-- mentoring, internships, job shadowing, and so on-- can create a bridge to graduation and employment. However, that requires college professionals to consider access issues for all students. A new Institute Brief provides basic disability awareness information, suggests ways to create welcoming career offices, and offers ideas to increase access to experiential education.

Introduction In the late 1990s, Hungarian politicians, environmentalists, and agricultural lobbyists weighed the pros and cons of allowing genetically modified (GM) food and seeds to enter the Hungarian market. Starting around 1994, a small group of Hungarian environmentalists began researching GM issues. Initially, they feared that as a post-socialist country seeking foreign investment, Hungary would become prey to multinational corporations seeking an ‘emerging market’ with a lax regulatory environment. The terms of the debate were reframed over time, notably following 1998, when a number of European Union member states banned the imports of GM foods and when Hungarian expatriate geneticist …

This report summarises the capacity of the landmine clearance sector to respond to mines other than anti-personnel mines (MOTAPM), specifically anti-vehicle mines. It then looks at the humanitarian impact of MOTAPM contamination in a specific environment. A case study illustrates the efforts of humanitarian organisations to address problems faced by rural communities in Angola . These problems persist and are made worse because MOTAPM on roads prevent humanitarian organisations from gaining access to the population. MOTAPM are also seen to increase the cost of humanitarian assistance. The conclusions of the report complement evidence presented by the International Committee of the …

In this paper, I hope to explore Irish reactions to multi-culturalism through the highly controversial citizenship referendum. This referendum, through which the twenty-seventh amendment to the Irish Constitution will be made, is fundamentally changing Ireland’s citizenship policy from one of jus soli and jus sanguinis to one of just jus sanguinis. This change has been made amid current inflows of immigrants, many of whom are racially distinct and come from a variety of cultural backgrounds. The role that employment has played for persons with disabilities over the past several decades has moved from one of no engagement in the workforce to a realization that persons with disabilities can work and are interested in working. The shrinking workforce has increased employers' interest in looking at the full range of potential workers, including those previously considered unemployable. With the current emphasis on universal access to employment services for all members of the community, the workforce development field needs to evaluate service delivery. A "mystery shopper" program is one of many evaluation tools available to ensure continuous quality improvement and customer satisfaction. This technique allows organizations to collect data on the experiences of One-Stop Career Center customers from the customer perspective. The brief includes a sample shopper questionnaire.
