Promoting Safe And Orderly Flow Of Cross-Border Data To Lead Development Of Globalization Of Digital Economy, Yongmiao Hong, Ming Zhang, Ying Liu
Bulletin of Chinese Academy of Sciences (Chinese Version)
While cross-border data flow considerably improves the effectiveness of cross-border collaborations, it also faces issues of data sovereignty, national security, conflict of interest, privacy protection and data regulation. It has become a link to the global economy and the center of the game of the new order. First of all, this study analyzes the role of cross-border data flow in economic globalization from the perspective of the economic impact of data elements. It then analyzes the constraints of cross-border data flow in the global context and lists the benefits and drawbacks of China’s data element market construction. In the end, …

Realistic Logic And Realization Path Of Popularizing Science And Technology Resources From Perspective Of Innovation Chain, Xian Song, Wenwen Zhu
Bulletin of Chinese Academy of Sciences (Chinese Version)
The essence of popularizing scientific and technological resources is to make knowledge flow from within the academic community to the whole society through integration and re-development of scientific and technological resources, so as to improve the innovation efficiency of the whole society. It is a key path to break through the chain of "science research-science popularization" and to realize the "two wings" of innovation development. In recent years, China has issued a series of policies to promote the transformation of scientific research and popular science, but there are still many complicated problems in practice. From the perspective of innovation chain, …

Dilemmas And Suggestions On Market-Based Data Allocation, Jinzhao Liu, Shouyang Wang
Bulletin of Chinese Academy of Sciences (Chinese Version)
Big data is the primary engine for advancing the development of the digital economy, and market-based data allocation is a crucial method for promoting the development of China's digital economy. However, the current issues of "unclear ownership", "difficult pricing", and "imperfect transaction mechanisms" have severely constrained the market-based allocation of data. The study begins with a discussion of the dilemma of data rights delimitation, pricing, and trading. Then review the strategic initiative of international data market construction and the development of China's data trading market. Finally, based on the practice of China's big data market construction, the study proposes some …

The Effect Of Lockdown Repeal On Socialization: Bayesian Multilevel Difference-In-Differences Approach, Hyunwoo Jung, Yiling Li, Jeonghye Choi
Asia Marketing Journal
The COVID-19 lockdown has had an unprecedented impact on people in various ways. This study evaluates the effect of lockdown repeal from both marketing and public-policy perspectives. Combining the Bayesian multilevel model with the difference-in-differences design, we find that a lockdown repeal has had a negative impact on socialization. Furthermore, the results show that those who have a low level of risk perception are less affected by lockdown repeal. Also, the negative effect of lockdown repeal varies depending on past socialization behaviors; that is, the lockdown-repeal effect is attenuated for those who socialized more than others in the past. Our …

Inadequate consumption of healthy food is an ongoing public health issue in the United States. Food availability measures of supply versus consumption of healthy foods are disconnected in many studies. There is a need for an objective assessment of the food environment in order to assess how the food supply aligns with the Healthy Eating Index (HEI). Data were collected as part of the Healthy Community Stores Case Study Project, including a refined Nutrition Environment Measures Survey for Healthy Community Stores (NEMS-HCS) and an updated Healthy Food Availability Index that aligns with the Healthy Eating Index (HFAHEI). This paper will …

Cities In A Pandemic: Evidence From China, Badi H. Baltagi, Ying Deng, Jing Li, Zhenlin Yang
Center for Policy Research
This paper studies the impact of urban density, city government efficiency, and medical resources on COVID-19 infection and death outcomes in China. We adopt a simultaneous spatial dynamic panel data model to account for (i) the simultaneity of infection and death outcomes, (ii) the spatial pattern of the transmission, (iii) the inter-temporal dynamics of the disease, and (iv) the unobserved city- and time-specific effects. We find that, while population density increases the level of infections, government efficiency significantly mitigates the negative impact of urban density. We also find that the availability of medical resources improves public health outcomes conditional on …

The Role Of Village Savings And Loan Associations In Poverty Graduation Programs: A Process Analysis, Noha Abdel Hamid
Theses and Dissertations
Ten percent of the global population live in extreme poverty under $1.90 a day. To combat chronic multidimensional poverty, the Bangladesh Rural Advancement Committee (BRAC)created the Graduation Approach, which consists of a Big Push effect implemented through a series of interventions including asset transfer, mentoring, saving groups and a series of service provisions, to push ultra-poor households to exit poverty sustainably. Implemented so far in over 50 countries, the model has shown positive results even after ten years of the first interventions. Sawiris Foundation for Social Development partnered with BRAC and the Abdul Latif Jameel Poverty Action Laboratory (J-PAL) to …

Looking Through Their Lenses: An Analysis Of Virginia Environmental Nonprofits' Roles And Challenges In Shoreline Management For Coastal Resilience, Taiwo C. Olanrewaju Lasisi
School of Public Service Theses & Dissertations
Environmental nonprofit organizations have emerged to attend to the environmental needs of individuals and communities. Some of these needs are usually those that have been neglected, given insufficient attention, or cannot be singularly handled by the government. In advocating for coastal resilience, environmental nonprofits have been identified as actors who address coastal issues like sea-level rise, flooding, and shoreline management.
Shoreline management involves building setbacks and formulating short and long-term defense strategies such as building living shorelines, ripraps, bulkheads, and tree plantings. These strategies formed the basis of coastal defense in coastal zones. Shoreline management is a significant area of …

Work-Family Conflict, Sarah Stepanek, Megan Paul
Work-Family Conflict, Sarah Stepanek, Megan Paul
Umbrella Summaries
What is work-family conflict?
Work-family conflict is defined as “a form of interrole conflict in which the role pressures from the work and family domains are mutually incompatible in some respect” (Greenhaus & Beutell, 1985, p. 77). Work-family conflict is often contrasted with work-family enrichment, which represents the positive spillover that can occur between the work and family domains. The idea of work-family conflict is grounded in resource drain theory, which suggests that individuals have limited physical, psychological, and social resources to draw on while performing in different roles. When individuals devote large quantities of their resources to one domain …
Work-Family Enrichment, Sarah Stepanek, Megan Paul
Work-Family Enrichment, Sarah Stepanek, Megan Paul
Umbrella Summaries
What is work-family enrichment?
Work-family enrichment is used to describe the positive benefits derived from spillover between work and family. Specifically, work-family enrichment is formally defined as “the extent to which experiences in one role improve the quality of life in the other role” (Greenhaus & Powell, 2006, p. 73). This is often contrasted with the concept of work-family conflict, which represents the negative spillover between the work and family domains. Work-family enrichment is often distinguished by the direction of its effect; benefits from work that are applied to the family domain are termed work-to-family enrichment (WFE), and benefits from …

Public-private partnerships (PPP) may increase healthcare quality but lack longitudinal evidence for success. The Queen ‘Mamohato Memorial Hospital (QMMH) in Lesotho is one of Africa’s first healthcare PPPs. We compare data from 2012 and 2018 on capacity, utilization, quality, and outcomes to understand if early documented successes have been sustained using the same measures over time. In this observational study using administrative and clinical data, we assessed beds, admissions, average length of stay (ALOS), outpatient visits, and patient outcomes. We measured triage time and crash cart stock through direct observation in 2013 and 2020. Operational hospital beds increased from 390 …
An Alternate Route: How Ronald Reagan Defied Expectations With His Approach To The Crosswinds Of The Patco Strike, Brock Bellinger
An Alternate Route: How Ronald Reagan Defied Expectations With His Approach To The Crosswinds Of The Patco Strike, Brock Bellinger
Bound Away: The Liberty Journal of History
One challenge which reveals an executive’s leadership ability involves making the decision to fire an employee. President Ronald Reagan did not enjoy firing employees, due in part to his own father struggling to maintain employment. When the 1981 PATCO strike occurred, several obstacles arose which tested Reagan’s ability to act. The Professional Air Traffic Controller’s Organization (PATCO) had publicly supported Reagan during his 1980 presidential campaign when other unions did not. Additionally, Reagan was sympathetic to unions, even serving as President of the Screen Actor’s Guild. These potential obstacles proved challenging from a political and personal perspective. However, when the …

Democratizing The Economy Or Introducing Economic Risk? Gig Work During The Covid-19 Pandemic, Daniel Auguste, Stephen Roll, Mathieu Despard
Social Policy Institute Research
Though the growth of the gig economy has coincided with increased economic precarity in the new economy, we know less about the extent to which gig work (compared with other self-employment arrangements and non-gig work) may fuel economic insecurity among American households. We fill this gap in the literature drawing on a sample of 4,756 workers from a unique national survey capturing economic hardships among non-standard workers like app-and platform-based gig and other self-employed workers during the COVID-19 pandemic. Results from generalized boosted regression modeling, utilizing machine learning to account for potential endogeneity, demonstrated that gig workers experienced significantly greater …
