Summary: Grant applications are increasingly scored using equity, justice, or vulnerability indices that rely on national or aggregate data. However, data at the national level may not translate to the needs of a community. There is a need for metrics that can be applied locally and validly capture the local conditions. Scale is a fundamental consideration as national metrics do not translate to the state level as actionable or transferable, nor do state-level metrics apply consistently to local levels. Of primary concern are logical consistency (e.g., the blurring of metrics when an underserved population may be diluted in representation by …

Inclusion In Decision Making Of Under-Served And Invisible Communities, Wie Yusuf

Summary: Under-served and invisible communities have the characteristic of being historically left out of decision-making processes that affect them. They include rural communities, tribal communities, low-wealth communities, and marginalized communities. While engaging these communities, planners, academics, and government officials need to acknowledge and respect their priorities, needs, and capacity to participate. Researchers must acknowledge that some communities have good reasons to be skeptical of researchers, government officials, and outsiders. These communities may have been over-studied, but not on their own terms or in ways that benefited them. Sustained long-term engagement focused on natural and meaningful benefits to the community contributes …

Summary. The discussion of research-practice collaborations to address equity through implementable, on-the-ground projects and programs converged around several interconnected themes that included: (1) prioritizing equity focus in defining and measuring projects’ success, (2) involving local communities in projects early on and through long-term monitoring, using interdisciplinary teams, and (3) incentivizing such projects through proper resourcing. Prioritizing equity in project measurement is only possible with the community’s involvement, and proper resourcing would ensure that community partners are resourced appropriately to support their resilience efforts.

Summary: Equity is increasingly becoming a consideration in resilience-focused policy. There is heightened interest in measuring how resilience policies, projects, and programs may impact equity. Equity may be advanced by a more inclusive policy process, well-developed communication channels, regular reference to the resilience research body of knowledge, and consultation with subject matter experts. There is need for increased clarity in the conceptual and operational definitions of equity, and consideration of the impact of resilience investments on a range of social and economic disparities.

Summary: The discipline and practice of emergency management provide opportunities to promote equity in resilience. This may be accomplished by (1) expanding and deepening emergency management’s responsibilities to more explicitly incorporate mid-to-long-term recovery, and (2) advancing workforce diversity. Further, the prioritization of planning investments may promote more equitable recovery pathways for communities. Tracking of resilience investments and associated benefits across communities may provide opportunities to assess the equity of investments. Advancing resilience literacy and risk assessment among the citizenry may promote equity in resilience.

Summary: Coastal squeeze is impacting communities across the United States. Agricultural lands are affected by groundwater salt intrusion, habitats are lost due to limited space for species to migrate inland, natural capital and flood protection values are impacted by reduction in undeveloped land for natural ecosystems, infrastructure such as transportation are affected by flooding, and insurance companies are withdrawing from covering properties in coastal communities experiencing sea level rise and flooding. Resulting ‘climigration’ is occurring, for example, in Puerto Rico residents moving off the island, and subdivisions in North Carolina and Virginia being turned over to conservation. Few issues are as important to European politics as integration, though research into the actual effect of integration policies on immigrant communities is sparse in Europe and especially in France. This paper examines through the data available to researchers how immigrant communities compare to native populations in terms of cultural, health, and economic characteristics. To this end the paper is organized as follows: the first section introduces the French political context and the cultural attitude towards immigrants. Necessary Trade-Offs Or Two-Faced Hypocrisy: Normative Conflicts In Eu Policies, Florian Bochert

The European Union (EU) often tries to present itself as a normative leader in both human rights protection and climate change prevention. However, since emission reductions sometimes require investments in solar panels that are produced using forced labor, these two norms can conflict with each other. Based on two case studies of EU policies on Israel-Palestine and North Africa, this article shows how conflicts between different norms are nothing new to the EU. In its policies on Israel-Palestine, the EU has had to balance its historical responsibility to Israel with its commitment to international law. In its policies on North …

Community Health Workers In Central-Southern Amazonia: An Ethnographic Account Of The Munduruku People Of Kwatá Laranjal Indigenous Land, Daniel Scopel, Raquel Dias-Scopel, Esther Jean Langdon

This article analyzes the role of Munduruku indigenous community health workers (CHW) with the expansion of biomedical services as part of state presence and territorial control in Brazil. Centuries of interethnic contacts among the Munduruku have resulted in a plurality of health practices. Since 1999, Primary services have increased significantly, when the Indigenous Health System (SASI) was created. CHWs were incorporated as part of the health teams serving the indigenous lands. Munduruku CHWs have not only assumed an important role in the delivery of biomedical services, but also are key in the articulation between different traditions of care. Although there …

This paper examines the sanitary and sociopolitical impact of the work of a Yanomami Health Agent in the Upper Ocamo area of the Venezuelan Amazonas State, and its relationship with the national health system, and argues that these build up into an interface of transformations. This is an interactional milieu composed by a dynamic mesh of incorporations and transformations working at different scales and in different directions: the State sanitary device incorporating a hinterland cluster of villages, a village at the center of this cluster incorporating the resources of the outside world, a young adult incorporating the potencies of outsiders …

Gendered Geographies Of Care: Women As Health Workers In An Indigenous Health Project In The Peruvian Amazon, Daniela Peluso

This article examines how women as primary gatekeepers for well being became involved as health promoters in a local indigenous health care project in the Amazonian region of Madre de Dios, Peru. Here, I provide a case study of the processes and transitions that the project underwent from its inception to its eventual inclusion of indigenous women health promoters into its programs among indigenous communities from the mid 1980’s through the early 1990’s, at a time when western primary health care was even less accessible then it is today. Under the background of increasingly fierce competition in the field of digital governance around the world, it is very urgent and important to make scientific research and judgment on the pattern of digital governance. The article first explains how to understand the concept of digital governance and the pattern of digital governance. After reviewing the existing two perspectives of studies on the pattern of digital governance, this article provides a digital ecological perspective for studying the pattern of digital governance. It is found that the ecological perspective pays more attention to relevance, stratification, holism, aggregation, and dynamics. Thus, it extends …
