The Aga Khan University (AKU) is serving through eleven campuses spread across eight countries in three continents. It has a network of eleven libraries, although small in size, in five developing courtiers in three regions (South Asia, East Africa, and Europe). The university has recently implemented an Institutional Repository (IR) system to show-case the intellectual and scholarly output of the university. The selection of this system was done after a thorough study of available platforms, and in line with AKU vision and mission. The stakeholders were involved in decision making. Over time, publishing technologies have not only influenced how people read, but also how knowledge is evaluated and authority is established. Social and mobile technologies represent relatively recent developments that have transformed the trade publishing world, but the extent to which they have affected academic publishing remains an open question. This article examines the rapid and disruptive transformations in the trade and digital publishing world, discusses how these developments have already intersected with the work of academics and considers how these changes might continue to transform the dissemination of academic research in the future.

Philosophers of technology are not playing the public role which our own theoretical perspectives motivate us to take. A great variety of theories and perspectives within philosophy of technology, including those of Marcuse, Feenberg, Borgmann, Ihde, Michelfelder, Bush, Winner, Latour, and Verbeek, either support or directly call for various sorts of intervention—a call that we have failed to adequately heed. Barriers to such intervention are discussed, and three proposals for reform are advanced: (1) post-publication peer-reviewed reprinting of public philosophy, (2) increased emphasis on true open access publication, and (3) increased efforts to publicize and adapt traditional academic research.

The Biodiversity Heritage Library (BHL), created in 2006, is the result of a collaboration of ten natural history museum and botanical garden libraries seeking to digitize core taxonomic literature and to make it free and openly available throughout the world. Today, the BHL includes fifteen member institutions whose efforts have shaped a collection of over 60,000 titles. It is supported through a combination of membership dues, in-kind support from member institutions, contributions from the user community, and direct support from the Smithsonian Institution Libraries, and it reaches tens of thousands of users each year. The Purdue University Research Repository (PURR, http://research.hub.purdue.edu) uses HUBzero to provide a research collaboration and data management solution for campus researchers. The National Science Foundation, the National Institutes of Health, and other funding agencies have begun requiring that researchers describe in their grant proposals how they will manage and share the data that will be produced in their research. This paper examines the textbook reserve collection at Queensborough Community College. Although the collection is heavily used in its current configuration, the library is looking for less labor intensive and less costly alternatives.

The cost of textbooks is skyrocketting. Textbooks are a major, unexpected bill for many students beginning college. Students and their family, used to having their textbooks provided or loaned free of charge at the start of the school year, face often large and unexpected bills when the first term begins. The complete collection of articles resulting from publicly funded research should be made freely accessible, so that the public can fully use them – (i.e. text mine, data mine, compute on them, create derivative works) without commercial restriction.

Public access policies can be successfully implemented by respecting and working within the current copyright framework.

The federal government is the appropriate entity to provide permanent stewardship of these articles, and is in a unique position to ensure that publicly funded articles are permanently preserved, made accessible, and useable.
