Changes to academic publishing in the form of digital technologies and copyright law over the late 20th century have created increasing roadblocks for scholars to consistently and conveniently access research literature in their pursuit of scholarly work. As a result, academic pirate networks (APNs) such as Sci-Hub and Library Genesis have risen to fulfill the unmet needs of scholars. This study examined the experiences of scholars using APNs with a focus on how scholars make sense of their experiences with participating on APNs. Conceived at the Library Publishing Forum in 2017, the Ethical Framework for Library Publishing was a first-of-its-kind document for the LPC and the library publishing community. But remarkable social upheaval in the ensuing years, along with the continued maturation of our discipline, prompted the LPC to convene a task force to update the Framework for our current environment. What the task force developed, to our surprise, looks very little like the original document. Through Google Scholar and other search engines, the content is accessed worldwide, yet the DC remains a little-known resource on campus. This fact motivated the director of the Forrer Learning Commons to seek input on how to more effectively increase submissions and the number of users.

Modern commentary on Chinese censorship focuses on news media and Internet, but neglects print books, which is part of a broader crackdown on dissent. A broad range of concerns are addressed covering the entire lifecycle of scholarship including discussion dissertations, considering how to determine where to submit works, preparing and submitting manuscripts, and how to ensure that works are made available openly. The emphasis is on scholarly articles prepared for publication in academic journals, but alternate forms of scholarly communication are also discussed, including posters, conference presentations, computer code, and datasets. Includes a list of supplemental resources for further learning.

This short commentary introduces and discusses the “Library Philosophy and Practice (LPP) Phenomenon,” wherein a scholarly journal published in a developed country has an extremely large number of authors from developing countries, relative to the typical journal. Elements of journals that fit the LPP phenomenon are discussed, as well as what this phenomenon says about barriers to scholarly publishing for researchers from developing nations. Implications for journals that lack diverse authorship from developing nations are listed. This phenomenon may be studied in other disciplines to further illuminate divides in the scholarly realm.

Problem that drove the project: Older scientific literature may only occasionally circulate from university library collections or be purchased by readers from remaindered publishers' stock.

A team of four people administers the UNL institutional repository (https://digitalcommons.unl.edu), which is one of the largest (109,000-plus full text items) and most-accessed (over 62,000,000 downloads) in the United States. The team also administers a robust library publishing program with over 80 scholarly monographs and 12 peer-reviewed journals. A recent focus of the program has been open educational resources, partnering with scholars to identify or create free online learning objects.

A global and multidisciplinary community of stakeholders came together in March 2018 to identify, scope, and prioritize a common vision for specific grand research challenges related to the fields of information science and scholarly communications.
