The digital revolution has made it easier for Political Scientists to share and access high-quality research online. However, many of these articles are stored in proprietary databases that some institutions cannot afford. High-quality, peer reviewed, top-tier journal articles that have been made open access (freely available online) should theoretically be more easily accessed and cited than articles of similar quality that are only available to paying customers. Research into the efficacy of Open Access (OA) publishing has thus far focused mainly on the natural sciences, and the results have been mixed. Because OA has not been as widely adopted in …

Copyright law in the United States has gained a certain notoriety for its complexity and ambiguity, which has only been compounded by the evolution (or, some would say, revolution) of print resources to electronic resources. The purpose of this literature review is to review the current understanding of copyright law within the context of academic libraries in universities and colleges. Additionally, this review will describe what issues academic librarians face in complying with copyright law in this new digital age while continuing to perform duties such as processing course reserve materials, developing an institutional repository, and maintaining a digital collection. …

Website Blocked: Filtering Technology In Schools And School Libraries, Jennifer M. Overaa

This paper investigates the impact of filtering software in K-12 schools and school libraries. The Children's Internet Protection Act, or CIPA, requires that public schools and school libraries use filtering technology in order to receive discounted rates on technology. As a result, nearly all public elementary and secondary schools today use filtering technology. While the provisions of CIPA narrowly define the content to be blocked, filters are often set to block much more than is required. Filtering technology is often ineffective, and many unobjectionable sites end up being blocked, including Web 2.0 sites and tools needed to educate students in …

This study examines the primers collected in the de Grummond Children’s Literature Collection at the University of Southern Mississippi. “The de Grummond Children’s Literature Collection is one of North America’s leading research centers in the field of children’s literature,” with a main focus on American and British literature both historical and contemporary (lib.usm.edu). Specific characteristics of the primers examined in this study include publication year, publisher, and stories and illustrations used in the content. These data provide a general view of the development of the primer both for educative and socio-political purposes over time.

The International Tracing Service is the largest repository for World War II records, including Holocaust records. However, it was not until recently that the ITS opened its records to researchers and institutions outside of Germany. Previously, survivors and others could write to the ITS and request information about themselves or others, but the response time was long, difficult, and often lacking in tangible results. With the opening of the ITS, people around the world have better access to the records for seemingly endless research. Includes a case study.

Graham Stone and Jill Emery have been working to try to develop an outline of some of the best practices for managing open access workflow management in academic libraries. In March 2014, we went live with OAWAL (pronounced owl): a crowdsourced blog/wiki to develop some of these practices and learn what innovators and experts in the field of scholarly communications and open access management have been doing. The Hathitrust Catalog provides researchers at member institutions with exponentially expanded access to historical U.S. Government information resources. This presentation describes how researchers can use this resource to conduct substantive research using government information resources on public policy issues such as Internal Revenue Service program problems, infectious diseases such as Ebola, and U.S. foreign relations with the former Soviet Union/Russian Federation.

Traditional publishing is based on ownership, commerce, paid exchanges, and scholarship as a commodity, while library activities are based on a service model of sharing resources and free exchange. I believe library publishing should be based on those values and should not duplicate or emulate traditional publishing. University presses have mixed views of library publishing, and libraries should not adopt those attitudes. Library publishers are not gatekeepers; their mission is dissemination. Libraries need to publish because traditional publishing suffers from high rejection rates, required surrender of intellectual property, long production schedules, high cost of products, and limited dissemination. The authors argue that grey literature (i.e. materials produced and published by organisations without recourse to the commercial or scholarly publishing industry) is a key part of the evidence produced and used for public policy and practice. Data narratives or data stories have emerged as a new form of the scholarly communication focused on data. In this paper, we explore the potential value of data narratives and the requirements for data stories to enhance scholarly communication. We examine three types of data stories that form a continuum from the less to the more structured: the DataONE data stories, the Data Curation Profiles, and the Data Descriptors from the journal Scientific Data. Linking publications to published datasets in repositories is an important part of the research lifecycle. However, merely linking them does not ensure reusability. It is important for repositories to develop and provide policies for preservation that support the reusability, including lifecycle, ownership, versioning, and attribution aspects of the scholarly process (Bechhofer et al., 2013). In 2103, the Purdue University Libraries developed and implemented a workflow between its institutional repository, its e-Pubs system and its research data repository, Purdue University Research Repository or PURR (Zilinski et al., forthcoming), as well as journal articles linked to published datasets in PURR. Assuming that students no longer read printed handouts, many librarians have stopped producing printed handouts after observing the piles of paper that remain after library sessions. Libraries have transitioned comfortably to providing online access to handout information via subject and course guides, and now need to make a more complete transition to making them mobile. Although only four in ten college students own a tablet, 75% own a smart phone, and over a third of students intend to purchase either a tablet or a smart phone in the next six months. This article outlines the collaboration between librarians at the Graduate Center Library of the City University of New York (CUNY) and JustPublics@365 (http://justpublics365.commons.gc.cuny.edu/about/), an initiative designed to open scholarly communication in ways that connect to social justice activism, part of which involved producing an open, online interdisciplinary course with a geographical focus on East Harlem. The Inter Inter-university Consortium for Political and Social Research (ICPSR), a domain repository with a 50 50-year track record of archiving social and behavioural science data, applied for for—and acquired acquired—the Data Seal of Approval (DSA) in 2010. DSA is a non non-intrusive, straightforward approach to assessing organizational, technical, and operational infrastructure infrastructure, and signifies a basic level of accreditation . The legacy of the International Polar Year 2007 2007–2008 (IPY) includes advances in open data and meaningful progress toward towards interoperability of data, systems, and standards. Enabled by metadata brokering technologies and by the growing adoption of international metadata standards, federated data search welcomes diversity in Arctic data and recognizes the value of expertise in community data repositories repositories. Federated search enables specialized data holdings to be discovered by broader audiences and complements the role of metadata registries such as the Global Change Master Directory, providing interoperability across the Arctic web-of -repositories.
