A Modeling System For Applied General Equilibrium Analysis, Thomas Rutherford

Numerical modeling in the Arrow-Debreu framework has emerged as a consistent approach for economic analysis. A major disadvantage of the applied general equilibrium (AGE) framework has been the high degree of technical expertise required for formulating and solving these models. This paper describes a micro-computer for AGE modeling. The system, named MPS/GE, combines an efficient solution algorithm with an interactive user-interface. Using MPS/GE, models containing up to 300 prices and activities can be formulated and solved on an IBM PC. This makes AGE modeling accessible to a wider group of policy analysts and educators than was previously the case.

A critical survey of all definitions of economics shows that, logically, a study of economic activities from a physical point of view must be considered an integral part of the discipline. One such study could reveal the nature of value-in-use often overlooked in economic theory.

It is posited that the process of use can be taken as the basic analytical building block of whose variations and combinations all economic activities can be shown to be composed. The growing importance of trade internationally as well as for the United States (U.S.) spawned a body of literature concerning import demand, export supply, and trade balance. Most of the empirical work to date has employed estimates of commodity import demand functions derived from traditional linear and log-linear functional forms. These specifications of import demand impose separability restrictions on the consumer's choice between domestic and foreign goods, in addition to confining import demand elasticities to constant values. The development of oil shale resources will have a significant impact on the Uintah Basin in Utah. To analyze this impact, this study used a regionalized imput-output model. The input-output table for the State of Utah was revised to fit the Uintah Basin, using the RAS technique.

The scarcity of water in the Basin may cause a shift of water use from irrigated agriculture to oil shale. This reduction in agricultural production was estimated, using demand curves for water in agriculture and an intergen programming model which generated minimum water requirements for shale developments from 25,000 barrels per day to …

The determination of the level of student registration fees at colleges and universities in many cases appears to be made without adequate consideration given to probable enrollment responses and to the associated implications for tuition revenues. This study was aimed at reducing this information gap at Utah State University and focused specifically on past sensitivities of students from neighboring western states to changes in the nonresident charges at USU. The analytical framework employed in this investigation specified a causal link between the proportion of the college-attending populations from these states choosing to enroll at USU and comparative tuition levels.

The objective of this thesis is to develop a theory for defining optimal conservation and applying definition to the prevailing rate of domestic petroleum production. Optimal conservation is defined as action designed to achieve or to maintain, from the point of view of society as a whole, the maximum present value of natural resources (or of a natural resource). The proper "action" is defined according to the pure theory of exhaustible resources. The literature survey is a chronological series of articles concerning this theory.

The demand for water is increasing in the western United States. Coupled with growing emphasis on development of the western resources, the scarcity of water will create an expanding competitive market by industrial, municipal and agricultural users. New Mexico is faced with a question of how many more people it can support on its limited future supply of water. A change in water use must develop if New Mexico is to expand in population. This study develops natural resource tax revenue projections to the year 2000 for each of the significant natural resource taxes levied on the major extractive industries in the Four Corners states. Two estimates of revenues, a high and a low projection are preset ted to indicate an upper and lower bound to future natural resource tax revenue levels. The projections are intended for use only as an indication of the relative magnitude of the future revenues.
