A Note On The Saddlepoint Approximation In The First Order Non-Circular Autoregression, Peter C.B. Phillips

In approximating the small sample distribution of the least squares estimator of the coefficient in a non-circular autoregression the saddlepoint method is complicated by the presence of a branch point of the integrand within the natural contour of integration. Some new approximations are given based on a contour looping around the branch point; and a uniform approximation which is valid as the saddlepoint crosses branch point is also developed.

In [6], Guha gave a complete characterization of path independent social decision functions which satisfy the independence of irrelevant alternatives condition, the strong Pareto principle, and UII, i.e., unanimous indifference implies social indifference. These conditions necessarily imply that a path independent social decision function is neutral and monotonic. In this paper, we extend Guha’s characterization to the class of neutral monotonic social functions. We show that neutral monotonic social functions and their specializations to social decision functions, path independent social decision functions, and social welfare functions can be uniquely represented as a collection of overlapping simple games, each of which …

This report evaluates the implementation phase of a feasibility study aimed at establishing a handcrafted wood furniture enterprise across north-central New Mexico. Jointly conducted by the University of New Mexico's Bureau of Business and Economic Research (BBER) and the USDA Forest Service, the project outlines a decentralized organizational model designed to utilize localized artisan talent, secure regional financial backing, and tap into growing national markets for premium furniture.

This testimony presents four major points regarding H.R. 7739 "Small Business Impact Statement Act of 1977" and H.R. 10632 "Small Business Regulatory Relief Act." First, there is concern that regulation hits smaller business disproportionately hard. Second, requiring a regulatory impact statement is a good one, as it helps government understand the effects of its actions. Third, the amount of paperwork required by specific impact statements is concerning. Finally, public policy would be better served by requiring a single comprehensive impact statement prior to the issuance of each new regulation.

Government regulation of business continues to be one of the fastest growing areas of the American economy. The bulk of the growing regulatory budget is devoted to newer areas of social regulation, such as job safety, energy and the environment, and consumer safety and health. Unlike the traditional regulating commissions, the agencies engaging in this type of regulation often have jurisdiction over virtually all companies, including many sectors of the economy which are generally not thought of as being regulated.

This paper first reviews some data relating to agricultural land use nationally and then discusses the huge increases in land prices that have occurred in recent years and some of the implications for agriculture. The final section evaluates the need for public policy to preserve prime lands for agricultural use.

The efficiency of machinery and labour during seeding operations was studied in 1977 by the Kondinin and Districts Farm Improvement Group and the Department of Agriculture. The aim was to find what influenced efficiency during cropping.
Time spent on activities during the working day was measured, and it was found that repairs, maintenance, meals and other incidental jobs considerably reduced the time spent driving the tractor.
Each farmer participating in the study was given the results of his own farm compared to the group, indicating tasks most needing improvement.

Hopefully, the discussions of the past two days will stimulate and enhance world agricultural trade over the next two decades or more.
