However, a capability gap has been identified between the range and endurance of RPAs powered by internal combustion engines (ICE) and the reduced acoustic signature and smaller logistical footprint associated with electric-powered RPAs. With the advancing capabilities of Intelligence, Surveillance, and Reconnaissance (ISR) assets and sensors, effective utilization of these resources continues to pose a challenge to military decision makers. The methodology developed explores allocation of ISR assets while balancing detection of new targets versus surveillance of already detected targets using entropy as a Measure of Effectiveness (MOE). Scenarios with an unknown number of static and moving targets in a bounded geographical region are considered. The United States Agency for International Development (USAID) is the federal government agency primarily responsible for administering civilian foreign aid. In fiscal year 2011, USAID spent approximately $15 billion in an effort to assist countries recovering from disaster, trying to escape poverty, and engaging in democratic reforms. Using Value-Focused Thinking, regression, and optimization techniques, this thesis utilizes overarching USAID objectives and underlying policy to develop a prototype overview model that is used to provide insight to a Decision Maker regarding how changes in funding allocation can lead to improved impact.

Decisions in which multiple objectives must be optimized simultaneously occur frequently in government, military, and industrial settings. One method a decision maker may use to assist in such decisions is the application of a desirability function. An informed specification of the desirability function's parameters is essential to accurately describe the decision maker's value trade-offs and risk preference. This thesis uses utility transversality to analyze the implicit trade-off and risk attitude assumptions attendant to the desirability function. Automatic target detection and recognition in hyperspectral imagery offer passive means to detect and identify anomalies based on their material composition. In many combat identification approaches through pattern recognition, a minimum level of confidence is expected with costs associated with labeling anomalies as targets, non-targets or out-of-library. This research approaches the problem by developing a baseline, autonomous four step automatic target recognition (ATR) process: 1) anomaly detection, 2) spectral matching, 3) out-of-library decision, and 4) non-declaration decision. Au over Ni on Cu is a widely used printed circuit board (PCB) surface finish, under bump metallization (UBM), and component lead metallization. It is generally accepted that less than 3 wt.% Au in Sn-Pb solder joints inhibits formation of detrimental intermetallic compounds (IMC). However, the critical limit for Au content in Pb-free solder joints is not well established. Three surface-mount package platforms, one with a matte Sn surface finish and the others with Ni/Au finish, were soldered to Ni/Au-finished PCB using Sn-3.0Ag- 0.5Cu (SAC305) solder, in a realistic manufacturing setting. The research within presents the use of Hidden Markov Models (HMM) for the detection of wireless devices in highly noisy environments using their unintended electromagnetic emissions (UEE). All electromagnetic devices emit such radiation that is unique to the electronics, housing, and other device attributes. This pattern recognition system can provide continuous detection analysis and can provide ideal information regarding the distance to an unknown device. An experiment was performed where UEE of a device was detected by a spectrum analyzer. Experimental result shows that our model can accurately detect if there is a device nearby emitting UEE or not.

In this paper, we report on a comprehensive study regarding the morphology evolution and voiding of SnAgCu solder joints on the central pad of two different packages – QFN and an Agilent package called TOPS – on PCBs with a Ni/Au surface finish. Samples were isothermally aged at the equivalent of 0, 2, 7 and 14 years service life. Representative solder joints were cross-sectioned and analyzed using scanning electron microscopy (SEM) and energy dispersive X-ray spectroscopy (EDX) in order to investigate the evolution of the solder joint morphology as a function of Au content and isothermal aging. A dataset of 854 small unmanned aerial system (SUAS) flight experiments from 2005-2009 is analyzed to determine significant factors that contribute to mishaps. The data from 29 airframes of different designs and technology readiness levels were aggregated. 20 measured parameters from each flight experiment are investigated, including wind speed, pilot experience, number of prior flights, pilot currency, etc. Outcomes of failures (loss of flight data) and damage (injury to airframe) are classified by logistic regression modeling and artificial neural network analysis. One of the ultimate targets of lean manufacturing paradigm is to balance production and produce at takt time in production cells. This paper investigates the performance of a lean cell that implements the previous lean goals under uncertainty. The investigation is based on a system dynamics approach to model a dynamic lean cell. Backlog is used as a performance metric that reflects the cell’s responsiveness. The cell performance is compared under certain and uncertain external (demand) and internal (machine availability) conditions. This study presents a software application that applies the Analytic Hierarchy Process (AHP) to objectively select the best temperature sensors. Three industrial applications and seven sensor alternatives are considered. The developed application performs the selection process in a computerised, easy–to–use graphical user interface. The underlying decision method ranks temperature sensors with scores resulting from the synthesis of relative preferences of each alternative at different levels considering independent evaluation criteria. Pair–wise relative comparison matrices collected from experts are embedded and are retrieved according to user specifications. Many real-world optimization problems have parameter uncertainty. For instances where the uncertainties can be estimated to a certain degree, stochastic programming (SP) methodologies are used to identify robust plans. Despite advances in SP, it is still a challenge to solve real world stochastic programming problems, in part due to the exponentially increasing number of scenarios. For two-stage and multi-stage problems, the number of scenarios increases exponentially with the number of uncertain parameters, and for multi-stage problems also with the number of decision stages.
