Emergency demands for aircraft parts, MICAPs (Mission Impaired Capability Awaiting Parts) are one of the leading issues affecting mission capability supply rates for fighter aircraft. Cause code H MICAPS, those with a known demand level, but no supply available, are particularly troublesome and difficult to resolve. These MICAPS are due to failures by the supply chain to replenish stock levels within acceptable time limits. Within visual range air combat requires rapid, sequential decision-making to survive and defeat the adversary. Fighter pilots spend years perfecting maneuvers for these types of engagements, yet the emergence of unmanned, autonomous vehicle technologies elicits a natural question - can an autonomous unmanned combat aerial vehicle (AUCAV) be imbued with the necessary artificial intelligence to perform air combat maneuvering tasks independently? We formulate and solve the air combat maneuvering problem to examine this question, developing a Markov decision process model to control an AUCAV seeking to destroy a maneuvering adversarial vehicle. This research examines and quantifies the degree to which both information communication modality and the situational complexity affect individuals' ability to process the provided information and determine an effective strategy. Human subject testing herein consists of benign benevolent intervention involving the presentation of a series of strategic situations. For each situation, a participant attempts to identify their best response for a two-player, normal-form game with complete information. In each such game, players seek to maximize their own utility while considering their own actions, their opponent's actions, and each player's respective preferences over outcomes resulting from the possible combinations of actions. …

Their decisions will not only affect the patients coming to the hospital for treatment, but also the Military Treatment Facility's personnel responsible. The decisionmaker must decide how to allocate these resources to achieve multiple, conflicting objectives under multiple constraints. AFIMSC completed an MDI modernization to support better risk-based decision-making by utilizing tactical mission-owner knowledge to quantify the relationship between facilities and the missions they enable. While complexity management traditionally focuses on a product’s components and their interconnectedness, organizational representation in complexity analysis is just as essential. This thesis addresses this organizational aspect of complexity through an Organizational Complexity Metric (OCM) to aid complexity management. The Armed Forces frequently deploy their personnel to expeditionary locations around the world. For example, the Air Force tasks its personnel to deploy based on a six-month rotational cycle. In the current tasking process, the deployment makes its way down from combatant commanders to squadron commanders through the chain of command. The commander then has a few days to select an individual from their unit to fill the tasking. A shortage of resources and system failures have put a strain on Military Personnel Flights (MPFs) being able to service their customers in a timely manner. Military air battle managers face many challenges when directing operations in quickly evolving combat scenarios. These scenarios require rapid decisions to engage moving and unpredictable targets. In defensive operations, the success of a sequence of air battle management decisions is reflected by the friendly force's ability to maintain air superiority by defending friendly assets. We develop a Markov decision process (MDP) model of the air battle management (ABM)problem, wherein a set of unmanned combat aerial vehicles (UCAV) is tasked to defend a central asset from cruise missiles that arrive stochastically over time.

The Air Force Sustainment Center assisted by the Data Analytics Resource Team and the Defense Logistics Agency collected four million contracts onto one of the Air Force Research Laboratory’s high power computers. This thesis focuses on the effort to determine if parts are available through those contracts. Some information is extracted using machine learning in combination with natural language processing. Where machine learning methods are unsuccessful or inappropriate, text mining techniques, such as pattern recognition and rules, are used. Air bases in key locations provide a strategic advantage to the countries that access them, and are at constant threat from adversaries. This research seeks to determine the optimal maneuvering of a fixed number of fighter aircraft in a combat air patrol for defensive counterair to maximally and effectively attrit the inbound cruise missile threat to a stationary high value asset such as an air base. The USAFRICOM is studying methods to increase the resiliency of its West African Logistic Network, a hub-and-spoke network design responsible for sustaining long term humanitarian and security missions in the West Africa region. This paper employs a two-stage stochastic programming network design modeled on the WALN that builds a flexible supply chain capable of responding to periodic disruptions while maintaining peak resiliency. Elements such as cost, probability, and event-based disruption are integrated into the model to mirror challenges the WALN faces. Alternative regression techniques or further modifications to Y=aXb may address discrepancies in modeling observed data with learning curves. Subject Matter Expert (SME) Elicitation is commonly used as a cost-estimation method when no historical data exists. The elicitation process assumes Subject Matter Experts are the resident experts in their individual fields of study. In addition, the process assumes SMEs provide reasonably trustworthy cost estimates that follow the tenets of probability theory. This last assumption is the subject of this study. A Navy sponsored e-learning course was created to help train SMEs in understanding probability distributions (O'Hagan, 2019). We conducted a study hypothesizing that taking the e-learning course would improve study participant accuracy in estimating confidence intervals for probability distributions.

Facility and built infrastructure asset management are necessary functions of any organization that utilizes buildings to operate their businesses. However, most organizations require facility managers to ensure the successful operation of their assets without providing sufficient resources to accomplish this task. Therefore, in resource-scarce environments, facility managers require data-driven solutions to manage their assets and make the best decisions. Facility managers need novel solutions to help make asset life-cycle decisions. This research provides such a solution. The Air Force Materiel Command is undergoing a digital transformation to increase the speed of delivering new warfighter capabilities. This Digital Campaign consists of six Lines of Effort (LOEs) formed with diverse goals to transform the enterprise. This research investigated using the Zachman Framework and Systems Modeling Language to analyze this transformation. Extensive modeling captured the as-is Preliminary Design Review (PDR) process, and mapped LOE goals as primary impacts to Zachman cells. This led to an identification of a to-be digital PDR process. This research studies cost and schedule stability in programs that utilize Software Resource Data Report (SRDR) reporting standards. We find software programs at the Computer Software Configuration Item (CSCI) level show much lower levels of stability than previously published DoD stability research that focused on aircraft. A comparison of software development methods found little to no difference between Agile and Plan Driven methodologies. Critical Success Factors (CSF) were identified from prior literature and used to examine CSCIs from the SRDR dataset. Focusing on schedule or cost resulted in different variables showing significance. A CSCI is more likely to remain on …
