Despite the many strategies and interventions to improve patient safety that have been employed, patient harm in anesthesia remains a problem. In this dissertation, we present three applications of integer programming to analyze non-cooperative games. In a non-cooperative game, players of the game act selfishly and choose the best response given every other player's decision. The game reaches a Nash equilibrium when no player can benefit by changing its decisions. Our goal is to create an integer program that can identify these Nash equilibriums by modeling the best response of the game's players in the constraints. We prove a one-to-one correspondence between the game's Nash equilibrium and the feasible solution of a corresponding integer program. The one-to-one correspondence allows us to …

The company upon which this paper is based engages in flexible packaging production, especially pharmaceutical products with guaranteed quality, trusted by consumers. Its production process includes printing, laminating, and assembling processes. Production activities are done manually and automatically using machines, so various types of waste are often found in these processes, making the level of plant efficiency nonoptimal. Cloud Manufacturing(CMfg) is an advanced manufacturing model that caters to fast-paced agile requirements (Putnik, 2012). For manufacturing complex products that require extensive resources, manufacturers explore advanced manufacturing techniques like CMfg as it becomes infeasible to achieve high standards through complete ownership of manufacturing artifacts (Kuan et al., 2011). Fused deposition modeling (FDM) is one of the most popular additive manufacturing (AM) technologies for reasons including its low cost and versatility. However, like many AM technologies, the FDM process is sensitive to changes in the feedstock material. Utilizing a new feedstock requires a time-consuming trial-and-error process to identify optimal settings for a large number of process parameters. In the armed forces, successful digitalization is crucial to ensure effective operations. Much of the existing literature on project factors during the planning and execution phases of public IT projects do not focus specifically on military sector projects. Therefore, the paper aims to provide empirical insights into the characteristics of successful military IT projects. Data from such projects in NATO countries and agencies were collected through interviews and project documents. The findings relating to the main variable of interest, “delivery of client benefit,” supported previous findings on IT project performance. Since the early part of the twenty-first century, US adversaries have expanded their military capabilities within and their access to new warfighting domains. When faced with the growth of adversaries’ asymmetric capabilities, the means, tactics, and strategies previously used by the US military lose their proportional effectiveness. Automation inherently removes a certain amount of user control. If perceived as a loss of freedom, users may experience psychological reactance, which is a motivational state that can lead a person to engage in behaviors to reassert their freedom. In an online experiment, participants set up and communicated with a hypothetical smart thermostat. Participants read notifications about a change in the thermostat's setting. Phrasing of notifications was altered across three dimensions: strength of authoritative language, deviation of temperature change from preferences, and whether or not the reason for the change was transparent. Although cyberspace is considered the newest warfighting domain, military analysts and scholars have opined the United States remains woefully behind its peers in cyberspace and have called for the creation of a separate cyber service component. We propose a heuristic to reduce total flowtime in a six-job, four-machine permutation flowshop scheduling problem. This work contributes to the prolific research efforts reported in the permutation flowshop scheduling problem (PFSP).
The heuristic was applied to 102 randomly structured flowshop scheduling problems, with job processing times generated using an integer uniform distribution in the interval [1,100]. The results of computational experiments were deemed satisfactory after being evaluated by using the ordinal and percentile ranks of the resulting total flowtime for the six jobs.

The authors use both descriptive and inferential techniques to investigate average and standard deviation trends in cost estimates for major defense acquisition programs (MDAPs) grouped into decades from the 1970s to 2010s. For total program-cost-growth factors (CGFs), the 2010s exhibited lower CGFs compared to the 1990s. For the program-acquisition-unit cost (PAUC) CGFs, the 2010s appear lower than the 1990s and borderline lower than the 1970s. A statistically significant decreasing trend in the standard deviations of total program CGFs throughout the decades was identified. This lowering variability trend also appeared for PAUC CGFs from the 1980s onward. This finding appears to …

We consider a dynamic pickup and delivery problem (DPDP) where loading and unloading operations must follow a last in first out (LIFO) sequence. A fleet of vehicles will pick up orders in pickup points and deliver them to destinations. The objective is to minimize the total over-time (that is the amount of time that exceeds the committed delivery time) and total travel distance. Teams of low-cost Unmanned Aerial Vehicles (UAVs) have gained acceptance as an alternative for cooperatively searching and surveilling terrains. These UAVs are assembled with low-reliability components, so unit failures are possible. Losing UAVs to failures decreases the team's coverage efficiency and impacts communication, given that UAVs are also communication nodes. Problem definition: In the blood-donor-management problem, the blood bank incentivizes donors to donate, given blood inventory levels. We propose a model to optimize such incentivization schemes under the context of random demand, blood perishability, observation period between donations, and variability in donor arrivals and dropouts. Methodology/results: We propose an optimization model that simultaneously accounts for the dynamics in the blood inventory and the donor’s donation process, as a coupled queueing network. California aims to achieve five million zero-emission vehicles (ZEVs) on the road by 2030 and 250,000 electrical vehicle (EV) charging stations by 2025. Recent works using deep reinforcement learning (RL) to solve routing problems such as the capacitated vehicle routing problem (CVRP) have focused on improvement learning-based methods, which involve improving a given solution until it becomes near-optimal. Although adequate solutions can be achieved for small problem instances, their efficiency degrades for large-scale ones. This work concerns the estimation of recursive route choice models in the situation that the trip observations are incomplete, i.e., there are unconnected links (or nodes) in the observations. A direct approach to handle this issue could be intractable because enumerating all paths between unconnected links (or nodes) in a real network is typically not possible. We exploit an expectation–maximization (EM) method that allows dealing with the missing-data issue by alternatively performing two steps of sampling the missing segments in the observations and solving maximum likelihood estimation problems.
