With the growing influence of intergovernmental organizations such as the European Union and the Association of Southeast Asian Nations (ASEAN), the scope and complexity of human resource development (HRD) activities have expanded. Informed by an institutional theory perspective, we examined the evolution of HRD as well as HRD-related programs in ASEAN to illuminate the mechanisms and conditions shaping HRD in ASEAN. Our primary sources were archival data from ASEAN from 1967–2021 and relevant publications of international development agencies that feature HRD-related activities in the region. Background: Sarcopenic obesity is a highly prevalent disease with poor survival and ineffective medical interventions. Mitochondrial dysfunction is purported to be central in the pathogenesis of sarcopenic obesity by impairing both organelle biogenesis and quality control. We have previously identified that a mitochondrial-targeted furazano[3,4-b]pyrazine named BAM15 is orally available and selectively lowers respiratory coupling efficiency and protects against diet-induced obesity in mice. Here, we tested the hypothesis that mitochondrial uncoupling simultaneously attenuates loss of muscle function and weight gain in a mouse model of sarcopenic obesity. The concept of age acceleration, the difference between biological age and chronological age, is of growing interest, particularly with respect to age-related disorders, such as Alzheimer’s Disease (AD). Whilst studies have reported associations with AD risk and related phenotypes, there remains a lack of consensus on these associations. Here we aimed to comprehensively investigate the relationship between five recognised measures of age acceleration, based on DNA methylation patterns (DNAm age), and cross-sectional and longitudinal cognition and AD-related neuroimaging phenotypes (volumetric MRI and Amyloid-β PET) in the Australian Imaging, Biomarkers and Lifestyle (AIBL) and the Alzheimer’s Disease Neuroimaging Initiative (ADNI). More Than Rocks And Stone: Confederate Monuments, Memory Movements, And Race, Heather A. O'Connell

Iexamine why Confederate monuments were built in public spaces in counties throughout the US South with particular attention to connections to race. I use event history analysis to examine the overall likelihood of erecting the first monument in a county while accounting for dimensions of time. The data include a comprehensive accounting of public Confederate monuments, covariates spanning 150 years, and several unique historical variables. This is the first study to assess competing explanations for the construction of Confederate monuments in a generalizable analysis. Results provide support for understanding Confederate monuments as part of a larger "memory movement."Moreover, this movement …

Listeria monocytogenes is a serious public health hazard responsible for the foodborne illness listeriosis. L. monocytogenes is ubiquitous in nature and can become established in food production facilities, resulting in the contamination of a variety of food products, especially ready-to-eat foods. We present a comparative study of different modeling approaches to the electronic properties of the Hf 0.05Nb 0.05Ta 0.8Ti 0.05Zr 0.05 high-entropy alloy. Common to our modeling is the methodology to compute the one-particle Green’s function in the framework of density functional theory. We demonstrate that the special quasi-random structures modeling and the supercell, i.e., the locally self-consistent multiple-scattering methods, provide very similar results for the ground state properties such as the spectral function (density of states) and the equilibrium lattice parameter. We prove a new robust stabilization theorem for time-varying systems that have sampled measurements and time-varying disturbances, and we provide new observer designs, using novel bounds for fundamental matrices for systems with disturbances. Our main tools use properties of Metzler matrices and positive systems.

The Fock space F(Cn) is the space of holomorphic functions on Cn that are square-integrable with respect to the Gaussian measure on Cn. This space plays an important role in several subfields of analysis and representation theory. In particular, it has for a long time been a model to study Toeplitz operators. Esmeral and Maximenko showed in 2016 that radial Toeplitz operators on F(C) generate a commutative C∗-algebra which is isometrically isomorphic to the C∗-algebra Cb,u(N, ρ1). Background: An assessment done under the auspices of the Organization for Economic Co-operation and Developement Nuclear Energy Agency (OECD-NEA) in 2007 suggested that the ß decays of many abundantly produced fission products in nuclear reactors may be incomplete. In this assessment, the fission product Nb98 was assigned the highest priority for study by total absorption spectroscopy due to its large cumulative fission branching fraction and because the ß-decay data from several experiments are discrepant. Purpose: To obtain the complete ß-decay feeding pattern of Nb98 and determine the impact on the average ? energy per Nb98ß decay and ?¯e emission calculations. …

The Fermi Gamma-ray Burst Monitor (GBM) triggers on-board in response to ∼40 short gamma-ray bursts (SGRBs) per year; however, their large localization regions have made the search for optical counterparts a challenging endeavour. We have developed and executed an extensive program with the wide field of view of the Zwicky Transient Facility (ZTF) camera, mounted on the Palomar 48 inch Oschin telescope (P48), to perform target-of-opportunity (ToO) observations on 10 Fermi-GBM SGRBs during 2018 and 2020-2021. HEALPix - the Hierarchical Equal Area isoLatitude Pixelization - has become a standard in high-energy and gravitational wave astronomy. Originally developed to improve the efficiency of all-sky Fourier analyses, it is now also utilized to share sky localization information. When used for this purpose the need for a homogeneous all-sky grid represents a limitation that hinders a broader community adoption. This work presents mhealpy, a Python library able to create, handle and analyze multiresolution maps, a solution to this problem. Metrology experiments can be limited by the noise produced by the laser involved via small fluctuations in the laser’s power or frequency. Typically, active power stabilization schemes consisting of an in-loop sensor and a feedback control loop are employed. Those schemes are fundamentally limited by shot noise coupling at the in-loop sensor. In this Letter, we propose to use the optical spring effect to passively stabilize the classical power fluctuations of a laser beam. The observation of gravitational waves from compact objects has now become an active part of observational astronomy. For a sound interpretation, one needs to compare such observations against detailed Numerical Relativity simulations, which are essential tools to explore the dynamics and physics of compact binary mergers. To date, essentially all simulation codes that solve the full set of Einstein’s equations are performed in the framework of Eulerian hydrodynamics. The exception is our recently developed Numerical Relativity code SPHINCS_BSSN which solves the commonly used BSSN formulation of the Einstein equations on a structured mesh and the matter equations via Lagrangian particles. …

The macroevolutionary consequences of evolving in the deep-sea remain poorly understood and are compounded by the fact that convergent adaptations for living in this environment makes elucidating phylogenetic relationships difficult. Lophiiform anglerfishes exhibit extreme habitat and predatory specializations, including the use of a fin-spine system as a luring device and unique reproductive strategies where parasitic males attach and fuse to females. Despite their notoriety for these odd characteristics, evolutionary relationships among these fishes remain unclear. Salinity is a major environmental constraint affecting rice production in both irrigated and non-irrigated areas and threatening global food security. Development of salt-tolerant rice varieties with desirable agronomic traits is a logical approach to maintain high yield in saline areas. Here, we report development of two multi-parent advanced generation introgression line (MAGIL) rice populations in two US cultivar backgrounds and their physiological and morphological evaluation under salinity stress at germination and seedling stages. From the initial screening of 180 MAGILs in sand culture, 36 tolerant-to-moderately salt-tolerant lines were selected and further confirmed in hydroponics experiment. Implicit Requirements (IMR) identification is part of the Requirements Engineering (RE) phase in Software Engineering during which data is gathered to create SRS (Software Requirements Specifications) documents. As opposed to explicit requirements clearly stated, IMRs constitute subtle data and need to be inferred. Research has shown that IMRs are crucial to the success of software development. Many software systems can encounter failures due to lack of IMR data management. Sexual Exploration Of The Pastoral: Analyzing Queer Desire In “Goblin Market” And In Memoriam, Amanda Rajnauth

The term “queer pastoral” was coined by Vin Nardizzi to refer to the use of the pastoral setting to normalize homosexuality. While the queer pastoral has primarily remained within Renaissance studies, I seek to expand the reach of this concept by applying it to Victorian literature. This thesis argues that Christina Rossetti’s “Goblin Market” and Alfred Tennyson’s In Memoriam both use the pastoral as a space to explore queer desire.

The net-zero global carbon target for 2050 needs both expansion of renewable energy and substantive energy consumption reduction. Many of the solutions needed are expensive. Controlling HVAC systems in buildings based upon thermal comfort, not just temperature, uniquely offers a means for deep savings at virtually no cost. In this study, a more accurate means to quantify the savings potential in any building in which smart WiFi thermostats are present is developed. The paper begins by reviewing the literature on oncology healthcare professionals’ (HCP) mental health. We summarize and present the current data on HCP mental health in order to understand the baseline state of oncology HCPs’ mental health status prior to the COVID-19 pandemic. At each juncture, we will discuss the implications of these mental health variables on the personal lives of HCPs, the healthcare system, and patient care. Disasters create opportunities for philanthropy to rebuild equitably by prioritizing the most vulnerable community members in disaster response and addressing existing disparities and structural inequities in the recovery phase. As intermediaries between donors and local communities, community foundations are well-positioned to lead transformational disaster response.

The testimony presented during these meetings is a large factor in the outcome of the proposed bill. This research uses Natural Language Processing and Machine Learning techniques to analyze testimonies from California Legislative committee meetings from 2015-2016 in order to identify what aspects of a testimony makes it successful. In previous research on the nonlinear dynamics of cable-stayed bridges, boundary conditions were not properly modeled in the modeling. In order to obtain the nonlinear dynamics of cable-stayed bridges more accurately, a double-cable-stayed shallow-arch model with elastic supports at both ends and the initial configuration of bridge deck included in the modeling is developed in this study. The in-plane eigenvalue problems of the model are solved by dividing the shallow arch (SA) into three partitions according to the number of cables and the piecewise functions are taken as trial functions of the SA.
