Optical Measurements On A Budget: A 3d-Printed Ellipsometer, Matthew Mantia, Teresa J. Bixby

Ellipsometry is an optical analysis technique that is useful for characterizing the physical properties of a thin-film system. Light reflected from a sample surface undergoes a change in polarization due to phase delay and anisotropic reflection. This enables one to perform non-destructive measurements of film thickness, surface roughness, refractive index, and other optical constants. Ellipsometric techniques are particularly convenient for characterizing coatings or films in the semiconductor and optics industries. However, these techniques may be inaccessible to undergraduate students and educators due to the prohibitive cost of ellipsometers and similar instrumentation. Professor Tom Ginsburg has produced yet another classic of transnational law, political science, and international relations. Democracies and International Law yields important insights into the democratic nature of international law but cautions that authoritarian states can apply these very legal technologies for repressive or antidemocratic purposes. Building on Ginsburg’s theories of mimicry and repurposing, this contribution highlights the role of both techniques in the creation of China’s economic sanctions program. Democratization’S Discontents: Rediscovering The Virtues Of The Non-Intervention Norm, Brad R. Roth

Chicago Journal of International Law

Post-Cold War triumphalism prompted efforts to transform international law into a tool of democratization, forsaking the international legal order’s former neutrality with respect to the foundations of political legitimacy within states. Yet after three decades, the sources of political legitimacy remain “incorrigibly plural,” and efforts to ascertain “the will of the people” remain beset by indeterminacy. It is time to rediscover international law’s role as a framework of accommodation among bearers of conflicting interests and values, with consequent limits on pro-democratic intervention in the internal affairs of states.

A Mimicry Of International Law Compliance: How The Abusive Interpretation Of International Norms Serves Poland’S Illiberal Regime, Aleksandra Dzięgielewska

In recent years, the instrumental use of international norms to entrench abusive rule has been a strategy increasingly utilized by democratically regressing European states. This pattern is evident in Poland in particular, where captured democratic institutions have attempted to legitimize unconstitutional reforms of the justice system by asserting their consistency with international law. To provide an insight into this illiberal strategy, this Essay uses the concept of mimicry as a framework to study recent judgments by the Polish Constitutional Tribunal. The United States has had a dual court system since its founding. One might expect such a pronouncement to refer to the division between state and federal courts, but in the early republic the equally obvious referent would have been to the division between courts of common law and the court of chancery—the distinction, that is, between law and equity. This Essay sketches a history of how the distinction between law and equity was gradually transformed into a doctrine of federalism by the Supreme Court. Dye aggregates are of interest for excitonic applications, including biomedical imaging, organic photovoltaics, and quantum information systems. Dyes with large transition dipole moments (μ) are necessary to optimize coupling within dye aggregates. Extinction coefficients (ε) can be used to determine the μ of dyes, and so dyes with a large ε (>150,000 M−1) should be engineered or identified. However, dye properties leading to a large ε are not fully understood, and low-throughput methods of dye screening, such as experimental measurements or density functional theory (DFT) calculations, can be time-consuming. Antimicrobial resistance, which decreases the efficacy of antibiotics and other antimicrobials, has led to concerns about the use of antibiotics in livestock production. Consumers play an important role in influencing producers’ decisions about the use of antimicrobials through their choices in the marketplace, which are driven by attitudes toward these practices. This study examines consumers’ levels of concern about (and acceptance of) the use of antibiotics in livestock production for four objectives: to treat, control, and prevent infections, and to promote growth. The latest weight of evidence stock assessment for Australian herring indicates that management arrangements introduced in 2015, combined with suitable environmental conditions, have led to the recovery of the resource.

The Department of Primary Industries and Regional Development (DPIRD) tracks our aquatic resources by undertaking weight of evidence stock assessments every three to five years.

DPIRD has undertaken four contemporary weight of evidence stock assessments of Australian herring since 2000.

The 2000 assessment (22 years ago) indicated the catch was sustainable. However, by 2013 the Australian herring stock status had become high risk and ‘unacceptable’, and new measures were introduced. …

Objectives:

OxyContin was reformulated with a polyethylene oxide matrix in August 2010 to reduce the potential for intravenous abuse and for abuse by insufflation. The objective of this study was to evaluate the impact of OxyContin's reformulation on overdose (OD) risk for individuals dispensed OxyContin in comparison to those dispensed other opioids under regular care.

Materials and Methods:

Three national insurance databases with National Death Index linkage identified OD in individuals with any dispensing of OxyContin or a primary comparator opioid (extended release morphine, transdermal fentanyl, or methadone) between July 2008 through September 2015.
