Eviction Crisis Not Averted: Challenging Disparate Impact In The Search For Housing Stability During The Virginia Rent Relief Program's Epilogue, Olivia Seksinsky, Madelyn Bellew Mar 2023

Eviction Crisis Not Averted: Challenging Disparate Impact In The Search For Housing Stability During The Virginia Rent Relief Program's Epilogue, Olivia Seksinsky, Madelyn Bellew

Richmond Public Interest Law Review

Historically, the Commonwealth of Virginia has experienced some of the highest eviction rates in the county, containing five of the top ten U.S. cities with the highest eviction rates. After experiencing scrutiny in the national news due to these rates, the Commonwealth enacted legislation which provided increased tenant protections and distributed the highest percentage of rental assistance funds in the country. It was once thought that the Virginia Rent Relief Program (“RRP”) could be the solution to the eviction crisis, but now that the Program has ended, Virginia is once again experiencing an eviction crisis. Though thousands of households received …

Using Physics-Informed Neural Networks For Multigrid In Time Coarse Grid Equations, Jonathan P. Gutierrez Mar 2023

Using Physics-Informed Neural Networks For Multigrid In Time Coarse Grid Equations, Jonathan P. Gutierrez

Mathematics & Statistics ETDs

For parallel-in-time integration methods, the multigrid-reduction-in-time (MGRIT) method has shown promising results in both improved convergence and increased computational speeds when solving evolution problems. However, one problem the MGRIT algorithm currently faces is it struggles solving hyperbolic problems efficiently. In particular, hyperbolic problems are generally solved using explicit methods and this causes issues on the coarser multigrid levels, where larger (coarser) time step sizes can violate the stability condition. In this thesis, physics-informed neural networks (PINNs) are used to evaluate the coarse grid equations in the MGRIT algorithm with the goal to improve convergence for problems with hyperbolic behavior, as …

Effectiveness Of A Nurse Leader Mentorship And Support In The Acute Care Setting: A Program Evaluation, Kymberlee Shutts Mar 2023

Effectiveness Of A Nurse Leader Mentorship And Support In The Acute Care Setting: A Program Evaluation, Kymberlee Shutts

Dissertations

A solution to rising nurse leader attrition may include focused mentorship into the role. A health system in Northeast Florida developed a nurse leader mentorship program for nurses who were new to the leader role or new to the organization during the coronavirus disease of 2019 pandemic. This nurse leader mentor program was designed to help new nurse leaders feel more comfortable in the role and create a relationship with a mentor. In the program, a full-time Nurse Mentor was assigned to meet with new nurse leaders periodically over the first year in their role. The nurse mentor program aimed …

Open Your Eyes: Teaching And Learning About Anti-Asian Racism And The Law In Canada, Angela Lee Mar 2023

Open Your Eyes: Teaching And Learning About Anti-Asian Racism And The Law In Canada, Angela Lee

Dalhousie Law Journal

Recently, policymakers, institutional actors, and the public have made greater efforts towards being attentive to issues relating to anti-racism and discrimination, as well as equity, diversity, and inclusion more broadly, prompted in part by growing calls for reconciliation with Indigenous peoples and the increasing visibility of the Black Lives Matter movement. Yet, there has been a relative dearth of attention paid to the specific ways in which anti-Asian racism manifests and is maintained, particularly in the Canadian context. More than just being a relic of the past, antiAsian racism is an ongoing phenomenon both within and beyond Canada’s borders, as …

The rapid spread of the coronavirus disease 2019 (COVID-19) resulted in serious health, social, and economic consequences. While the development of effective vaccines substantially reduced the severity of symptoms and the associated deaths, we still urgently need effective drugs to further reduce the number of casualties associated with SARS-CoV-2 infections. Machine learning methods both improved and sped up all the different stages of the drug discovery processes by performing complex analyses with enormous datasets. Natural products (NPs) have been used for treating diseases and infections for thousands of years and represent a valuable resource for drug discovery when combined with …

Background: Squamous cell carcinoma of the anus (SCCA) is a rare gastrointestinal cancer. Factors associated with progression of HPV infection to anal dysplasia and cancer are unclear and screening guidelines and approaches for anal dysplasia are less clear than for cervical dysplasia. One potential contributing factor is the anorectal microbiome. In this study, we aimed to identify differences in anal microbiome composition in the settings of HPV infection, anal dysplasia, and anal cancer in this rare disease. Methods: Patients were enrolled in two prospective studies. Patients with anal dysplasia were part of a cross-sectional cohort that enrolled women with high-grade …

𝛽-oxidation of fatty acids plays a significant role in the energy metabolism of the cell. This paper presents a 𝛽-oxidation model of fatty acids based on queueing theory. It uses Michaelis–Menten enzyme kinetics, and literature data on metabolites’ concentration and enzymatic constants. A genetic algorithm was used to optimize the parameters for the pathway reactions. The model enables real-time tracking of changes in the concentrations of metabolites with different carbon chain lengths. Another application of the presented model is to predict the changes caused by system disturbance, such as altered enzyme activity or abnormal fatty acid concentration. The model has …

Redefining Youth: The Case For Applying The Principles Of Miller V. Alabama To Criminal Cases Involving Adults In Late Adolescence, Salua Kamerow Mar 2023

Redefining Youth: The Case For Applying The Principles Of Miller V. Alabama To Criminal Cases Involving Adults In Late Adolescence, Salua Kamerow

Richmond Public Interest Law Review

In 2012, in Miller v. Alabama, the United States Supreme Court held it unconstitutional to impose a mandatory sentence of life without parole on children because such a sentence fails to adequately account for a child’s developmental stage or ability to weigh long-term consequences. Children are fundamentally different from adults, making them more susceptible to lack of self-regulation, poor decision making, and peer pressure. In Miller, the Court found that these aspects of children’s behavior made children less culpable than adults.

Psychological studies have demonstrated that adolescence is more protracted than previously recognized. Profound malleability of the brain characterizes the …

The Proper Role Of Judicial Opportunism In Constitutional Rights Scrutiny, R. George Wright Mar 2023

The Proper Role Of Judicial Opportunism In Constitutional Rights Scrutiny, R. George Wright

Richmond Public Interest Law Review

To one degree or another, judges in constitutional rights cases may exploit their available range of discretion in a narrowly political, ideologically rigid, or partisan way. But there are also important contexts in which a court’s ample discretion under tiered scrutiny and related tests can be turned toward some more nearly consensual or reasonably well-established basic public good. These opportunities to judicially promote the public good remain available even in our age of political polarization, hostility, fragmentation, and distrust.

Where such important opportunities exist, and where it is otherwise constitutionally permissible and generally prudent to do so, courts should feel …

State-Sanctioned Displacement: An Interstate Examination Of Felon Disenfranchisement, Claudia Leonor Mar 2023

State-Sanctioned Displacement: An Interstate Examination Of Felon Disenfranchisement, Claudia Leonor

Richmond Public Interest Law Review

In his dissent of New State Ice Co. v. Liebmann, Justice Louis Brandeis referred to the constituent states of the country as “laboratories for democracy.” He noted that, as sovereign entities within the United States, states are empowered to “try novel social and economic experiments without risk to the rest of the country.” In postbellum American society, states have grappled with Reconstruction and the concomitant dismantlement of a caste system hinging on racism. In convening constitutional assemblies, the states experimented with racism and succeeded. In Southern jurisdictions, racial animus enabled the creation of constitutional frameworks and legislation that would have …

Python Patrol: Combatting The Problem Of Evasive Non-Native Snakes In Florida, Jessica Rooke

Richmond Public Interest Law Review

The Florida hotspot of non-native invasive species has long been recognized as a fascinating, yet perplexing environmental issue since the late 1900s. After decades of patchwork efforts by the federal and state government, it has become clear that a more holistic approach must be taken to help eradicate the Burmese Pythons that have overtaken Southern Florida. This article highlights the prior efforts taken federally and state-wide to combat this issue and assesses the current gaps in these efforts and what must be done to achieve a more holistic approach. Other states are used as points of comparison in regard to …

How California's Racial Justice Act Of 2020 Protects Criminal Defendants From Racial Discrimination And Why The Equal Protection Clause Is Not Enough, Hannah Laub Mar 2023

How California's Racial Justice Act Of 2020 Protects Criminal Defendants From Racial Discrimination And Why The Equal Protection Clause Is Not Enough, Hannah Laub

Richmond Public Interest Law Review

The Equal Protection Clause should prevent racial discrimination in the criminal legal system, yet Black people and people of color are disproportionately arrested, prosecuted, and incarcerated in the United States. This is partially due to the heavy evidentiary burden required to demonstrate an Equal Protection violation and the failure of the Supreme Court to ease that burden in McCleskey v. Kemp. With federal law largely ineffective, states such as California have passed legislation to provide more robust civil rights protections. This article explores how the Equal Protection Clause fails to provide a remedy for criminal defendants who experience racial discrimination …

The Influence Of Gmos On The Composition Of The Gut Microbiome, Shawnia Rakhshani, Hailey Wight

Celebrating Scholarship and Creativity Day (2018-)

Genetically modified organisms have been used for decades in agriculture across the world. The use of GMOs has been advertised as a solution to many agricultural issues. However, people have raised concerns about GMOs reshaping human health, and more importantly, the composition of the gut microbiome. The gut microbiome has a vital role in human health through digestion, immune abilities, and protection against disease-causing bacteria. If any disturbances occur in the microbiome, it can have negative effects on an individual’s overall health and wellbeing. Our paper investigates the pros and cons of ingesting GMOs in relation to our human gut …
