Medicaid Home Community Based Services (HCBS) program reimbursement rate policy plays a critical role in the rate determination and influences the type of care services received by program recipients. This qualitative case study evaluated the impact of the reimbursement rate policy on the quality of care received by Medicaid HCBS program beneficiaries. The practice-focused question for this study was from the Office of Rates and Reimbursements management perspective on how the state can implement an effective alternative reimbursement rate policy to achieve value-based care services that would result in better healthcare outcomes. The accuracy of industrial robots, typically on the order of several millimeters, has inhibited their adoption in advanced aerospace manufacturing applications, such as robotic machining. For this reason, extensive investigations have been conducted to develop solutions to improve their accuracy. These solutions can be categorized into offline and online compensation strategies, both of which have advantages and limitations. Offline compensation has been shown to improve the accuracy of industrial robots by two to three orders of magnitude; however, the sensitivity of these solutions to environmental changes and external disturbances can degrade their performance. Impact-Free Gaits For Planar Bipeds: Changing Walking Speed And Gait, Aakash Khandelwal, Nilay Kant, Ranjan Mukherjee

Mechanical and Aerospace Engineering Faculty Research & Creative Works

The problems of changing the walking speed and stride length of impact-free gaits for point-foot planar bipeds are addressed. The impact-free gaits are designed using an approach developed in prior work. It is shown that the impulse controlled Poincaré map (ICPM) approach can be modified to transition between orbits defining gaits with different walking speeds, and the continuous controller can be changed during the swing phase to transition between gaits that have distinct stride lengths. The effectiveness of the approaches is demonstrated using simulations carried out on a five-link biped.

Cover crops are widely recognized for improving soil health and promoting sustainability in agricultural systems. Despite the increasing use of monitoring tools like aerial imagery, their application in evaluating summer-planted cover crops in the Great Plains remains limited, hindering effective management strategies. Fall-planted cover crops provide long-term environmental benefits, including enhanced soil quality and erosion control; however, understanding their short-term effects on soil properties is crucial for encouraging adoption. This study assessed summer- and fall-planted cover crops across Nebraska, integrating aerial imagery and soil health analyses.

In recent years, social media platforms have grown increasingly complex in how they invite, intersect with, and influence third-party speech. This complexity lies in stark contrast to the simplicity of the statute that governs those very platforms: Section 230 of the Communications Decency Act. AI inventions, from ChatGPT to self-driving taxis, have taken the world by storm. Many of these inventions are protected by patents, and the number of AI patents is rapidly growing. Yet a large number of AI patents are flawed, prone to invalidation in court. This Comment argues that many AI patents were granted on legally flawed grounds, pursuant to United States Patent and Trademark Office (USPTO) regulations that systematically departed from controlling case law. The existence of these flawed patents poses a growing problem. Courts may invalidate the patents, upsetting expectations of an important, nascent industry. On the other hand, …

Skeletal muscle mass and function are critical components of overall health and quality of life. Advanced age is associated with skeletal muscle disease characterized by a loss of muscle mass, function, and quality. Indeed, low muscle mass and function is associated with poor disease outcomes and greater mortality, greater incidence of falls, and a high fiscal and societal cost. Aging contributes to a decline in skeletal muscle health through several intrinsic and extrinsic mechanisms including impaired nutrient sensing, mitochondrial dysfunction, inflammation, physical inactivity, and proteostatic imbalance. This paper explores a restorative-type intervention with a high school student who is suspended from school for repeated threats to other students. Throughout the paper, we explore the use of restorative practices in the context of science teaching. Science in process and content is used in tandem with various restorative practices to provide the student a lens through which to better understand what led to her suspension, learn science content, and find perspective change in the process as it pertains to her developing sense of self. In August 2021, an insurgency spearheaded by violent suicide campaigns saw the return of the Taliban to power in Afghanistan. A claimed four thousand suicide bombers remain a strategic asset at the hands of the Taliban and other extremist groups with extensive technical and logistical capabilities and a strong deterrence against their rivals. A fluid flow conditioning apparatus having a plurality of flexible microstructures that reduce flow losses within a conduit. The plurality of microstructures is affixed to an insertion plate-type flow conditioner. One or more ends of the microstructures are secured to internal walls of the flow conditioner. The microstructures are configured to move and flex in response to static and dynamic pressure exerted onto the microstructures by the fluid flow. A metals-based additive manufacturing machine and method are disclosed. The machine and method include a hybrid temperature monitoring system. The hybrid temperature monitoring system includes a Raman spectrometer, a single-element ultrasound transducer, and a phased-array ultrasound pair. The hybrid temperature monitoring system can generate a real-time three-dimensional temperature map of the melt pool and optionally a portion of the metal powder base and/or a formed portion of a desired artifact. The real-time three-dimensional temperature map can be used for optimizing the metals-based additive manufacturing process in real-time or during subsequent process runs.

The breathing monitor collects breathing data from a patient that indicates a breathing pattern of the patient. Ewing’s sarcoma is an aggressive pediatric bone cancer that has low five-year survival rates, primarily due to metastatic disease and resistance of recurring tumors to traditional treatment options; therefore, novel treatment options are needed. The compound cannabidiol (CBD) has been shown to reduce cell viability, migration, and invasion in several tumor types, though the cellular mechanism of action is not well understood.
