A Trainwreck In The Making: The Alaska Railroad Right-Of-Way, John W. Pletcher, Mia E. Manney

This Article argues that the Ninth Circuit erred in Alaska Railroad Corp. v. Flying Crown Subdivision Additions Nos. 1 & 2 Property Owners Ass'n by recognizing an exclusive use easement that permits the Alaska Railroad Corporation to unilaterally exclude private property owners from non-interfering uses of the right-of-way. Drawing on common law easement principles reaffirmed in Marvin M. Brandt Revocable Trust v. United States, the Article demonstrates that exclusivity must be conferred through specific language in a creating instrument and cannot be implied from federal railroad legislation. Rapid climate change in the Arctic has accelerated the loss of sea ice, threatening the survival of one of Alaska's most vital species: the bearded seal. In 2012, the National Marine Fisheries Service (NMFS) listed the bearded seal as "threatened" under the Endangered Species Act (ESA). Ten years later, the agency designated approximately 174 million acres of occupied critical habitat for the seals on the northern coast of Alaska, along the Bering, Chukchi, and Beaufort Seas. NMFS reasoned that a large designation was necessary to account for the dynamic and seasonal nature of sea ice. In 2024, however, the U.S. …

This Note supports a framework for climate governance that transforms carbon tax revenues into equal per‑capita cash distributions for all United States residents: a green universal basic income (UBI). It examines how the institutional structure of the Alaska Permanent Fund Dividend (PFD) can guide the design of a federal resource‑based dividend. By combining economic analyses of efficiency and distribution with legal scholarship on political salience and administrative design, the Note uses Alaska's PFD as an empirical case study to connect two often separate literatures. BACKGROUND: CSF immunoglobulin (IgG) often informs diagnosis in CNS inflammatory disease- qualitatively (oligoclonal bands; OCBs), or quantitatively (CSF: serum IgG: albumin, e.g. IgG index). Most US laboratories estimate excess CSF IgG using linear models, most in Europe, Reiber's hyperbolic model - the latter often also incorporated into CSF pathogen-specific immunoreactivity calculations. We compared Reiber hyperbolic and linear approaches.

METHODS: Required data were available for 1,872 samples, Lyme-specific data for 1,365. We compared linear and Reiber's hyperbolic models to determine which better describes normal CSF: serum IgG/albumin, assessed correlations with OCBs using ROC analysis and compared Lyme-specific antibody indices (AI) by …

Multivariate assessment profiles contain two conceptually distinct sources of variation: overall level and profile shape. Existing approaches recover some aspects of this structure, but none jointly establishes the replicability of latent pattern dimensions and provides a principled, population-referenced summary of person profile differentiation independent of overall level. We introduce the Aggregated Latent Profile Index (ALPI), a variance-weighted Euclidean distance that quantifies the degree to which an individual’s profile departs from a flat population reference within a bootstrap-validated latent profile space. Background: Paediatric tuberculosis (TB), particularly drug-resistant TB (DR-TB), is associated with significant mortality. However, the global burden of childhood TB remains poorly understood.

Methods: We analysed incident cases, deaths, and age-standardised incidence and mortality rates among children (0-14 years) with multidrug-resistant/rifampicin-resistant tuberculosis (MDR/RR-TB) and extensively drug-resistant tuberculosis (XDR-TB) using the Global Burden of Disease (GBD) 2021 database. Data were stratified by age, sex, region, country, and HIV/AIDS status. Annual and average annual percentage changes were assessed using joinpoint regression analysis. Background: This study evaluated the role of target vessel (TV) lumen origin and fenestration gap (FG) distance between the endograft and the aortic wall on TV outcomes following fenestrated-branched endovascular aortic repair (FB-EVAR) for postdissection thoracoabdominal aortic aneurysms (PD-TAAAs).

Methods: A multicenter review of prospectively and retrospectively collected data of patients undergoing FB-EVAR for PD-TAAAs between 2013 and 2023 was performed. As global fisheries stocks have decreased due to overfishing and climate change, artificial reefs have gained significant attention. In addition to providing or restoring habitat, artificial reefs may serve as carbon capture sinks and potential climate mitigation strategies. The Rio Grande Valley (RGV) Reef is an artificial reef located in the northwestern Gulf of Mexico off the coast of Texas. The RGV Reef area spans 1,650 acres and is comprised of hundreds of groupings of recycled and pre-formed materials ranging from low relief (1–2 ft) to high relief (8–30 ft) reef structures. Breast cancer (BC) accounts for 1 in 3 (or 30%) of all new female cancers each year and is the most common malignant cancer in women in the United States. Since the 1990s, there has been a 44% decrease in BC, but there is still a significant gap between certain groups in terms of mortality rates. Connected Julia sets of polynomials generally correspond to laminations, sets of chords of the unit disc that reflect the dynamics of the Julia set. If the circle is measured in revolutions and the polynomials studied are of degree $d$, then the dynamics on the lamination is given by the covering map $\sigma_d(t) := td \pmod 1$ where chords are mapped by their end points. Every lamination has at least one laminational invariant set, which is loosely an invariant complementary component of the lamination. That set has a significant impact on the shape of the Julia set. In this GCEL no-grounds nonrenewal holdover, the court granted reargue but adhered to its prior order dismissing the petition. The landlord, claiming the small landlord exemption, had failed to provide direct and beneficial ownership information required by RPAPL § 741(5-b). The court found the motion to reargue was effectively a motion to amend an already-dismissed petition and therefore failed to satisfy CPLR 2221, which requires showing that the court misapprehended the facts or law.

Social media has fundamentally transformed how narratives are produced, contested, and disseminated, enabling competing interpretations of the same event to spread rapidly across networked populations. Understanding how narratives gain traction over others in these environments is critical for addressing misinformation, supporting informed public discourse, and designing effective counter-messaging strategies. This article advances the concept of multispecies mutualistic resilience to analyze how human and more-than-human communities in Myanmar's Irrawaddy Delta navigate ecological rupture under conditions of extractive infrastructure and climate crisis. Drawing on ethnographic research in the Ywar Thit village tract, including life-story and semi-structured interviews, digital ethnography, and analysis of vernacular cultural texts, we examine how deltaic communities attune to kaing grasses (Saccharum spontaneum) as land-making agents and vernacular indexical signs of alluvial transformation, and the Irrawaddy River as a living semiosic and material force. Background: Mitochondrial dysfunction is a critical therapeutic target in amyotrophic lateral sclerosis (ALS). Oxaloacetate (OAA) is a promising candidate therapy as it crosses the blood brain barrier, reaches motor neurons, and enhances mitochondrial bioenergetics with positive preclinical data in ALS.

Methods: We conducted a prospective, phase 1B, dose escalation study using a standard 3+3 design to assess the safety profile and determine the maximum tolerated dose. Dose-limiting toxicity (DLT) was defined as any serious adverse event (SAE) requiring hospitalization or any adverse event (AE) attributed to OAA that required discontinuation of the medication. As a result, many organizations rely on fragmented methods such as spreadsheets, shared documents, email chains, and manual record keeping to manage budgets, reimbursements, and financial reports.
