The Characterization and Radiometric Calibration for Remote Sensing Annual Meeting (CALCON)
The goal of the Global Space-Based Inter-Calibration System (GSICS) and the future Climate Absolute Radiance and Refractivity Observatory (CLARREO) missions are to provide consistent calibration coefficients across satellite platforms in order to provide reliable, climate-quality retrievals. A calibration transfer that ties hyper-spectral radiances to an absolute, or traceable, calibration reference is preferred. Hyper-spectral data can be used to easily account for the varying spectral bands of operational sensors. Currently, GSICS uses the well-calibrated Infrared Atmospheric Sounding Interferometer (IASA) hyper-spectral radiances to calibrate geostationary satellite (GEO) IR radiances. To date, no such hyper-spectral instrument has been used as a direct GEO …

Test And Assessment Of A New Quantum Cascade Laser At 23 Μm For Applications In The Longwave Infrared Region, Jinan Zeng, Leonard Hanssen
The Characterization and Radiometric Calibration for Remote Sensing Annual Meeting (CALCON)
The total outgoing longwave radiation emitted from the earth-atmosphere system to the outer space is in 3 - 100 µm wavelength band. Development of satellite instrumentations for the outgoing longwave radiation depends on material study, sensor research, and instrument tests in the wavelength region of interest. Beyond 20 µm, the availability of a laser source with the average output power > several mW is a challenge in the commercial market. In the presentation, we report the results of testing and assessing a quantum cascade laser (QCL) at 23 µm (430 cm-1) with average power < 1 mW. It operates in a pulsed multimode around LN2 temperature in a cryostat. The QCL at 23 µm has been installed successfully, and was tested using a LiNbO3 pyroelectric detector with some preliminary results. To further stabilize the output of the laser in the cryogenic temperature, a recommended transfer line and a vertical withdrawal container are equipped to the laser cryostat. And a more sensitive and efficient detection is required to measure the output power using a focusing optics for the beam divergence of 60° and 40° in vertical and horizontal directions, respectively. To improve detection, a blocked impurity band (BIB) detector is planning to be applied in the next test, as well as a Deuterium Triglycine Sulfate (DTGS) pyroelectric detector that is recommended by the manufacturer. The test results of the QCL at 23 μm will be compared with that of the power output at the same wavelength from a synchrotron radiation facility. Eventually, it will be integrated with the Complete Hemispherical Infrared Laser-based Reflectometer (CHILR) and the Infrared Laser-based Gonio-reflectometer (ILGR) at NIST to support measurement in the longwave infrared region.

Characterization Of Small Industrial Temperature Sensors, Harri Latvakoski, Shane Topham
The Characterization and Radiometric Calibration for Remote Sensing Annual Meeting (CALCON)
Space Dynamics Laboratory (SDL) has observed, over several years of work with various blackbodies, significant unexplained calibration drifts in the small industrial temperature sensors used in these blackbodies. These variations can exceed the sensor specifications reported by the manufacturer. With a mandate to build more accurate calibration sources with tens of milliKelvin accuracy, SDL began an effort to understand the calibration drifts in these temperature sensors. The primary testing involved repeatedly cycling PRTs and thermistors from a variety of manufacturers through a range of temperatures in a thermal bath. The bath temperature was measured with a secondary standard PRT probe. …

The Characterization and Radiometric Calibration for Remote Sensing Annual Meeting (CALCON)
The Cross-track Infrared Sounder (CrIS) sensor was launched on the Suomi NPP spacecraft October 28, 2011. The CrIS sensor is a Michelson interferometer with a 3 x 3 detectors for each of three spectral bands: LWIR 650-1095 wavenumbers, MWIR 1210-1750 wavenumbers and SWIR 2155-2550 wavenumbers. The CrIS sensor is performing very well and is generally exceeding the noise, radiometric and spectral performance requirements for its primary weather sensing mission. However, for climate change applications it becomes useful to push the radiometric calibration accuracy to the highest possible accuracy. The CrIS sensor is not actively temperature controlled so the sensor temperature …

The Characterization and Radiometric Calibration for Remote Sensing Annual Meeting (CALCON)
The Global Precipitation Measurement (GPM) Microwave Imager (GMI) program delivered the GMI Instrument to Goddard Space Flight Center early 2012. Currently, the GMI instrument is undergoing observatory-level integration and test. Goddard Space Flight Center plans to launch the GMI in 2014 aboard the GPM spacecraft with the Dual-frequency Precipitation Radar, affording better correlation of active and passive measurement techniques. The GMI will fly in a 65 degree inclination orbit and is intended to become the calibration standard for radiometer precipitation measurements.
The GMI Instrument calibration design includes unique features to limit calibration errors that have been observed with previous radiometers. …

Relative Trends Of Airs And Iasi Radiometric Calibrations, Denis Elliott, H. H. Aumann
The Characterization and Radiometric Calibration for Remote Sensing Annual Meeting (CALCON)
This study will examine possible relative trends in the radiometric calibrations of AIRS and IASI. The stability of the AIRS calibration in window channels over tropical oceans has been shown by Aumann to be 5 mK/yr or better using 10 years of data. IASI data have been available for five years, and during IASI’s time in operation there have been significant El Niño and La Niña events. Those events introduce additional uncertainty into trend determinations that are more significant for IASI because of its shorter time in operation. When IASI and AIRS are directly compared in a double difference, the …

The Thermal Infrared Sensor (TIRS), designed and built at NASA Goddard Space Flight Center (GSFC), is one half of the two-sensor Landsat Data Continuity Mission (LDCM) platform. TIRS data will extend the data record for thermal observations from the heritage Landsat sensors, dating back to the launch of Landsat 4 in 1982. The two-band (10.8 and 12.0 μm) pushbroom sensor with a 185 km wide swath and 100 m spatial resolution uses a staggered arrangement of quantum well infrared photodetector (QWIPs) arrays. Regular views of an on-board variable blackbody source and deep space via a rotating scene select mirror will …

The Characterization and Radiometric Calibration for Remote Sensing Annual Meeting (CALCON)
The Visible Infrared Imager Radiometer Suite (VIIRS) was launched last year aboard the Suomi NPP satellite. The high quality of the radiometric data can be attributed to thorough pre-launch spectral response characterization by the vendor and validation using the Spectral Irradiance and Radiance Responsivity Calibrations Using Uniform Sources (SIRCUS) facility provided by the National Institute of Standards and Technology (NIST). The GOES-R program is similarly developing an imaging radiometer, the Advanced Baseline Imager (ABI), which has six of its 16 channels in the visible and near infrared wavelength range and which roughly match six channels of VIIRS. Much like VIIRS, …

The Characterization and Radiometric Calibration for Remote Sensing Annual Meeting (CALCON)
Terra and Aqua MODIS, key instruments for NASA’s Earth Observing System missions, have operated continuously for more than 12 and 10 years respectively. The science products generated from MODIS data are used worldwide in studies of the Earth’s ocean, land, and atmosphere systems. As the sensors age well past their prime design life of 6 years, understanding the instrument on-orbit performance is imperative to continued production of high quality calibrated data. The 16 thermal emissive bands (TEB), covering wavelengths from 3.5 to 14.4 μm with a nadir spatial resolution of 1-km, use on-board blackbody (BB) and space view observations on …

Cross-Calibration Over Desert Sites: Description, Methodology And Operational Implementation, Philippe Gamet, Sophie Lachérade, Bertrand Fougnie, Patrice Henry
The Characterization and Radiometric Calibration for Remote Sensing Annual Meeting (CALCON)
Radiometric cross-calibration of Earth Observation sensors is a crucial need in order to guarantee or quantify the consistency of measurements from a given sensor with measurements from other sensors. In this context, many applications are concerned about possible radiometric bias between sensors. Twenty desert sites, selected in a previous study, are revisited and their radiometric profiles are described for the visible to near infrared spectral domain. Therefore, acquisitions by various sensors over these 20 desert sites are collected into a dedicated database, SADE, defined to manage operational calibrations and the required SI-traceability. A cross-calibration method over desert sites is detailed. …

Pseudo Invariant Calibration Sites (or PICS) have been in use for the past 15 years for long term trending of optical satellite radiometric stability. Those PICS in the Saharan desert have shown the best stability and have been used to show the long term stability of many satellite systems with precision of less than 3% in the visible and infrared. While the use of PICS for trending purposes has been of great value, these sites also have the potential for use in absolute calibration such that sensor performance can be assessed without requiring long periods of time. This paper reports …

Developing And Implementing An Explicit School Improvement Agenda, Michele Bruniges
2009 - 2019 ACER Research Conferences
School improvement is a high-stakes enterprise, as difficult as it is important. While the broad agenda of school improvement is unassailable, the concept has become entangled with debates about the use of standardised assessment data for the purposes of public accountability. The risk of this is that data per se are devalued in the eyes of teachers. Effective use of data by teachers is, however, the crux of school improvement. For student outcomes to improve, teachers need an accurate understanding of individual students’ strengths and weaknesses. Moreover, they need the capacity to translate this understanding into improved conditions for teaching …

The Characterization and Radiometric Calibration for Remote Sensing Annual Meeting (CALCON)
ROSAS (Robotic Station for Atmosphere and Surface) has been used since 1997 in the site of LaCrau, in South East of France, to perform ground truth campaigns. The principle of these campaigns is to characterize the optical properties of the atmosphere through measurements of the solar extinction, sky radiance and upwelling radiance of the ground, simultaneously to the satellite overpass. The data are automatically processed, in order to calibrate the photometer and estimate the bidirectional reflectance distribution function of the site. This allows to simulate the top of atmosphere radiance in the geometric conditions of any satellite over-passing the site. …

The Specular Array Radiometric Calibration (Sparc) Technique As A Vicarious Methodology For Accurate Inter-Sensor Calibration, Stephen Schiller, John Silny, Martin Taylor
The Characterization and Radiometric Calibration for Remote Sensing Annual Meeting (CALCON)
Current in-flight inter-sensor vicarious calibration methods either rely on extended stable instrumented calibration sites that allows prediction of at-sensor radiance at the time of the image collect or with pseudo-invariant sites that allow transfer of the calibration from one sensor to another based on available spectral shape information of the sites surface reflectance. In the first case it requires measurements of the spectral surface reflectance and atmospheric properties that match the time and the view geometry of the site by the sensors under calibration. The second approach requires that the sensors image the pseudo-invariant site with not only the same …

Light, nutrient availability, and flow are strong factors controlling the elemental composition and biomass of epilithon in temperate stream ecosystems. However, comparatively little is known about these relationships in tropical streams. We investigated how gradients of light and nutrient availability, seasonality, and habitat influenced epilithon biomass, chlorophyll a, and nutrient ratios in montane streams of Trinidad, West Indies. We sampled 4 focal tributaries of a single river, 2 of which had canopies experimentally thinned, every other month over a 2-y period to observe temporal dynamics and light effects on epilithon. We also sampled 18 sites across Trinidad’s Northern Range Mountains …
