The Short-Term Effects Of The Kalamazoo Promise Scholarship On Student Outcomes, Timothy J. Bartik, Marta Lachowska
Upjohn Institute Working Papers
In order to study whether college scholarships can be an effective tool in raising students’ performance in secondary school, we use one aspect of the Kalamazoo Promise that resembles a quasi-experiment. The surprise announcement of the scholarship created a large change in expected college tuition costs that varied across different groups of students based on past enrollment decisions. This variation is arguably exogenous to unobserved student characteristics. We estimate the effects of this change by a set of “difference-in-differences” regressions where we compare the change in student outcomes in secondary school across time for different student “length of enrollment” groups. …

The production of isolated high-energy photons accompanied by jets has been measured in deep inelastic ep scattering with the ZEUS detector at HERA, using an integrated luminosity of 326pb -1. Measurements were made for exchanged photon virtualities, Q 2, in the range 10 to 350GeV 2. The photons were measured in the transverse-energy and pseudorapidity ranges 4

The Characterization and Radiometric Calibration for Remote Sensing Annual Meeting (CALCON)
Over the last two decades the size and complexity of focal plane arrays have increased significantly. At the same time array specifications are typically cast in terms of detector response, PSF, uniformity, noise, and frame rate derived from simulations of the sensor. FPAs are tested and calibrated for meeting these specifications. Our past test experience during many programs (Clementine, Brilliant Pebbles, EKV and SM3) suggests that this approach does not fully evaluate the ability of the FPA to perform in the actual system. The Characterization and Radiometric Calibration for Remote Sensing Annual Meeting (CALCON)
Space Grade Spectralon® (SGS) has become a standard tool for on-board satellite instrument calibration and verification schemes. This paper provides an overview of the development process, a comprehensive history of the development of SGS, its space qualification, and characterization and degradation studies performed to date. SGS material properties and failure mechanisms are also discussed. The current state of the art and best-practice use of sintered PTFE materials in space is described, including critical findings that drive methodology and design guidelines. The Characterization and Radiometric Calibration for Remote Sensing Annual Meeting (CALCON)
The Missile Defense Transfer Radiometer (MDXR) was designed to calibrate infrared collimated and flood sources over the fW/cm^2 to uW/cm^2 power range from 3 um to 28 um in wavelength. The MDXR can operate in three different modes: as a filter radiometer, a Fourier-transform spectrometer (FTS)-based spectroradiometer, and as an absolute cryogenic radiometer (ACR). Since 2010, the MDXR has been used to make measurements of the collimated infrared irradiance at the output port of five different infrared test chambers at several facilities. This essay was written for “Supreme Mistakes: Exploring the Most Maligned Decisions in Supreme Court History.” A symposium on the worst Supreme Court decision of all time risks becoming an exercise best described by Claude Rains’s memorable line in Casablanca: “Round up the usual suspects.” Two things saved this symposium from that fate. First, each of the usual suspects was appointed defense counsel, which made things more interesting. Second, a new face found its way into the line-up: Erie Railroad v. Tompkins. In this article written for a law-review symposium in response to a presentation on the infamous 1927 U.S. Supreme Court opinion in Buck v. Bell, Edward J. Larson argues that, at the time that the case was decided, eugenics was on the incline, not the decline. In the 1920s, the American scientific and medical community broadly backed eugenic remedies for various forms of mental illness and retardation. Legislatures, lawyers, and jurists took their cue from this scientific and medical consensus. Absent any question that the statute at issue in Buck v. When thinking about Dred Scott, the issue is not how do we “rehabilitate” the opinion. The goal of scholarship here is to understand the opinion, place it in the context of its own time, and explain its enduring significance. After that, we may praise or damn it, and rehabilitate it or condemn it. No one today likes the Dred Scott opinion or the result. But, this article argues that Professor Daniel A. Farber is so incensed by the opinion that he vastly overstates its historical significance including incorrectly blaming Chief Justice Taney for causing the Civil War. This article rejects …

This essay focuses on three aspects of the Dred Scott opinion: its effort to ensure that blacks could never be citizens, let alone equal ones; its deployment of a "limited government" argument for a narrow interpretation of Congress's enumerated power over the territories; and its path-breaking defense of property rights against government regulation. These constitutional tropes of racism, narrowing of federal power, and protection of property were to remain dominant for another seventy-five years. We present a general discussion of the BAE Systems real -time missile HITL (Hardware-in-the-Loop) simulator developed over many years. The HITL is used to evaluate the flight performance of the missile under guided flight. The missile tracking and guidance section are left intact except for the front-end optical section that is replaced with a digital scene with reticle signal injection scheme. The appropriate functions such as the point spread function, sensor response function, and a gyroscope model replace the optical section, which includes the dome, spinning or non-spinning telescope, the reticle, and the detector. For almost a decade, the NYC Department of Parks and Recreation GreenThumb program has collected data about hundreds of New York City community gardens citywide to understand how these gardens function. Building on a data set that includes surveys and interviews conducted periodically with garden representatives since 2003, GreenThumb and USDA Forest Service researchers have conducted a new round of community garden interviews examining membership, programming, partnerships, and motivations for gardening. The Characterization and Radiometric Calibration for Remote Sensing Annual Meeting (CALCON)
The ASTER Instrument is one of the five sensors on the NASA’s Terra satellite on orbit since December 1999. ASTER consists of three radiometers, VNIR, SWIR and TIR whose spatial resolutions are 15 m, 30 m and 90 m, respectively. Unfortunately SWIR stopped taking pictures since May 2008 due to the offset rise caused by the cooler temperature rise, but VNIR and TIR are taking Earth pictures of good quality. TIR has five bands whose center wavelengths are 8.3 mm, 8.6 mm, 9.1 mm, 10.6 mm and 11.1 mm. TIR experienced responsivity degradation. Band 12 (9.1 mm) decreased 40 % …

The Cross-track Infrared Sounder (CrIS) on the Suomi National Polar-orbiting Partnership (NPP) satellite has been operating since January, 2012. We present our findings of the on-orbit spectral stability and radiometric performance of the CrIS. We also report on the geolocation accuracy with respect to the Visible Infrared Imager Radiometer Suite sensor.

The Characterization and Radiometric Calibration for Remote Sensing Annual Meeting (CALCON)
The NPOESS Preparatory Project (NPP) spacecraft was launched on Oct. 28, 2011, and began the commissioning phase of several of its instruments shortly thereafter. One of these instruments, VIIRS, was found to exhibit a gradual but persistent decrease in the optical throughput of several bands, with the near-infrared bands being more affected than those in the visible. This paper will discuss the sequence of events and activities which identified the cause of the optical degradation and the current and expected future state of the optics.

This keynote paper makes the case that the pursuit of ‘school improvement’ is insufficient to address the challenges facing us if the world is to make available equitable, effective learning systems for all its citizens. A set of drivers of change are explored. It is argued that a ‘split screen’ approach is needed by system leaders and policy makers in which, while school improvement must continue to be pursued, simultaneously a ‘learning ecosystem’ should be created. Archives of meteorological satellite imagery are recognized as valuable resources of the long-term Earth observations needed for characterization of the climate and detecting climate change. These applications require that the sensors on different satellites be calibrated to a consistent scale, and that the calibrations be maintained over the instruments' lifetimes. Because the visible-channel imagers on nearly all meteorological satellites have no on-board calibration capabilities, external calibration targets must be used for these wavelengths. The Moon appears regularly behind the Earth in the space-viewing margins of the field of regard of geostationary orbiting satellites, and lunar images are captured by chance …

The GOES N-Q (13-15) imagers built by ITT EXELIS have an improved optical design that allows them to view the Sun directly without safety concerns. However due to significant stray light before and after eclipse periods, data around local midnight was previously not taken when the Sun was within 6o of the Earth disc (and not eclipsed). ITT EXELIS & NOAA/NESDIS have developed a stray light removal algorithm for all imager thermal channels, which can correct data as close to 1o from the Sun to an RMS error of less than 2K (for a 3.9μm 300K scene, the error is …

Uniform radiometric calibration of satellite sensors is vital to the scientists and researchers around the world that use the satellite retrieved properties to study the Earth’s climate. In order to consistently calibrate sensors that have varying degrees of onboard calibration over time, an invariant target approach is needed. Fortunately, all satellite sensors are able to view deep convective clouds (DCC), which are bright, nearly-isotropic solar diffusers that can be easily identified via a simple infrared (IR) brightness temperature threshold.
