Existing studies that focus on personal exposure to or the deposition dose of particulate pollution in developing regions are limited. Hence, in this study, as a first step, we present results on how people spend their daily time in Metro Manila, Philippines. This information is critical to assessing personal exposure to and the deposition dose of particulate pollutants. We found that people spend less time at home on workdays than weekends (52% versus 70%), the fraction of time spent at work/school increases with age until retirement, adult males spend less time at home than females (18% versus 28%), and people …

This is the first of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center created methods to assemble various outcome measures about participating NYCHA MAP developments. The team also utilized statistical procedures to select a matched comparison group of NYCHA housing developments not participating in MAP. “City Greenways” is a concept proposed as a part of Portland’s 2035 Comprehensive Plan, which calls for a citywide network of park-like pedestrian and bicycle friendly streets crisscrossing the city at roughly three-mile intervals. This research establishes several approaches to measure the transportation network impact of the “City Greenways” and relate bicycle network measures to economic and social equity outcomes. Expanding upon existing literature, we derived three sets of bicycle accessibility measures (BAMs). Diverse forms of conservation and development are transforming the material landscapes and related livelihoods of communities in rural places around the world. While many studies focus on changing protected area governance and ecotourism efforts associated with nature protection, other studies focus on residential development in areas experiencing amenity migration. We use a comparative political ecology approach that draws on key insights from the political ecology literature, first, on neoliberal protected area expansion, and, second, on exurbia that highlight the dynamics of competing rural capitalisms and reterritorialization in areas experiencing amenity migration to explore these coupled conservation and development dynamics. Contemporary evaluations of accredited planning education performance have eschewed the principles and methodologies of formal program evaluation and performance management. This dissertation tests hypotheses that this contributes to the lack of social equity and justice commitment, content, and inquiry on the part of accredited graduate planning degree programs, their clients, and administrators. The organizations, resources, and processes involved in the purveyance of accredited graduate planning education were conceptualized as a singular, evaluable program and illustrated in a series of program logic models. School District Enrollment Forecast Reports

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for Portland Public Schools (PPS). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the number of PPS students by housing type, and annual forecasts of enrollment for a 15 year horizon, from 2018‐19 to 2032‐33. Enrollment forecasts were prepared under high, middle, and low scenarios for the District. Forecasts for attendance areas by place of residence and for individual schools are consistent with the middle district‐wide forecast.

Oregon, like all states across the U.S., has faced challenges in recruiting and retaining a diverse construction workforce. In 2011, the Oregon Bureau of Labor and Industries and the Oregon Department of Transportation partnered to fund the BOLI/ODOT Highway Construction Workforce Development Program, which is intended to improve the stability and diversity of the highway construction workforce by promoting recruitment and retention of apprentices. New York City’s Landmarks Preservation Commission has an admirable history of protecting the city's historic character. Increasingly in recent years, the commission has backed away from proactively designated sites of historical, architectural, or cultural significance as city landmarks. At the same time, the commission has shown greater deference to the owner of a property when deciding whether to designate, and to the wishes of the owners of designated properties in matters of regulation, notwithstanding that owner consent is nowhere in the landmarks law. This thesis explores 1) the ways that three Vietnamese infrastructure development projects undermine their cities' climate change adaptation goals and 2) the political and economic forces driving these developments. In-depth interviews highlight four main perspectives of planners and decision makers, which explain why these infrastructure projects often undermine cities' climate resilience goals. I describe how the mainstream climate change adaptation planning approach, with its emphasis on participatory planning, good governance and green growth, implicitly reinforces the neoliberal growth model, even as it seeks to ameliorate the inequality and ecological destruction that such a growth model creates. In recent years research and planning efforts to enhance the conditions and opportunities for active transportation modes have increased significantly; however, these efforts have primarily focused on pedestrians and bicyclists. Skateboarding and other alternative modes of mobility remain an untapped potential for healthy and sustainable travel. This research addresses numerous knowledge gaps in the literature on utilitarian skateboarding under the larger umbrella of active transportation. Vertical equity and the maximization of farebox revenue are important but conflicting goals in the development of fare policy in the United States. Reducing fares for low-income riders reduces revenue for a transit agency, while increasing fares could disproportionately impact lower-income riders. This paper details this conflict, explores strategies that could account for both goals, and evaluates fare programs in the United States. Two types of low-income strategies are discussed: first generation strategies and targeted subsidy strategies.
