Transportation infrastructure is critical for our communities and economies, but the roadways we depend on for travel have significant negative impacts on wildlife populations. Roadkill is the most visible consequence, with tens of millions of animals injured or killed on Oregon’s roadways each year. Beyond direct mortality, transportation corridors fragment habitat and can alter wildlife behavior, creating barriers that disrupt wildlife movement and access to critical resources, contributing to population declines. Despite these challenges, opportunities exist for mitigation, including the use of wildlife crossing structures, autonomous animal detection systems, and smarter project siting. If “no action” is the alternative for the federal government, it will be up to the states to develop measures to counteract this challenge. These measures — in response to a trend in Supreme Court rulings that restrict or deny federal environmental action without explicit congressional approval – could include, among other things, new air and water quality standards, fishing restrictions, and changes to water allocations in our rivers. Transit-Oriented Development And Affordable Housing: Lessons From Portland, Nathan Mcneil

The seminar will cover surveys of residents at recently built Transit-Oriented Developments (TODs) focused on affordable housing sites. This study builds off of an ongoing partnership between Portland State University and the Portland Metro regional government to understand the travel choices of people who move to recently constructed Metro supported TODs. Since 2018, Metro has focused their TOD investment on affordable housing; this survey, conducted in 2024, offers a lens into how TOD works for these low-income Portlanders, how their travel differs from prior TOD residents, and what opportunities exist to improve the TOD - affordable housing combination.

In 2024, PBOT and Travel Portland, in partnership with sparks+sullivan, teamed up to develop a wayfinding strategic plan. In 2025, with grant funding from Travel Oregon, the team launched a short-term pilot wayfinding system to help people explore Portland as a pedestrian: the Downtown Portland Walking Route. In the original "Fight, Flight, Freeze" (FFF) report, the Evicted in Oregon researchers reported on the experiences of tenants who faced eviction during the COVID-19 pandemic and their access to resources. This brief provides updated analysis, now including 121 tenants with eviction experiences in Oregon. The analysis includes 13 new focus groups with tenants in both rural and urban Oregon, focusing on the type of support they received while navigating eviction. These groups represent tenants from diverse backgrounds.

Using the fight-flight-freeze framework, we analyzed tenants' reactions to eviction. We also report the resources they accessed after being threatened with eviction …

This paper argues that the emergence of new frontiers of smart transformation, such as underground spaces, can pose significant challenges to the implementation of “smart” technological solutions. Exploring the case of Singapore’s Digital Underground initiative, we show that elements such as material complexity, co-ordination between stakeholders, and the availability of appropriate regulatory and administrative frameworks can problematize the implementation of subterranean smart initiatives. By considering multistake-holder perspectives on these “more-than-technological” factors, this paper offers lessons for urban planners, policymakers, and developers in cities around the world that are keen to leverage technology to unlock the potential of underground space.

Extreme heat events, intensified by climate change, pose critical challenges to public health, infrastructure, and workforce resilience. Despite the urgency of these challenges, there is no systematic framework to identify workforce adaptive capacities that can help build regional heat resilience. This study introduces a novel large language model assisted approach, using task-level data from the O*NET dataset, to identify workforce capacities that enhance heat resilience. By defining heat-solution tasks as activities mitigating heat impacts, protecting public health, or improving infrastructure, we classify heat-solution occupations and dual-impact occupations, which are both vulnerable to heat and critical to heat resilience. The concept of "coolness" (清涼) embodied fundamentally different bodily and cultural experiences in Chinese and Western traditions. With the introduction of Western-style summer resorts by foreign missionaries in the 1890s, these divergent understandings converged and clashed in new spatial forms. This study examines Mokanshan (莫干山), located in Zhejiang province and recognized as one of the Republican era’s “Four Great Summer Retreats” (民國四大避暑地), as a paradigmatic case of transnational leisure. Initially developed by missionaries as a health-oriented retreat, a transnationally managed enclave, and a nostalgic “overseas home” for expatriates, Mokanshan reflected a hybrid model of modern leisure shaped by foreign institutions. …

This phenomenological case study examines the role of empowerment within the “Sisters Lifting as We Climb Network” through the experiences of Black women participants in Pittsburgh, Pennsylvania. Utilizing in-depth semi-structured interviews, the research investigates the organization's origins, evolution, and social support mechanisms that foster empowerment, as well as participants' experiences with programs and activities over the past nine years. Additionally, the study identifies areas for organizational improvement to further enhance participant empowerment.

This dissertation consists of three essays in economic history, unified by a focus on one of America's earliest transportation infrastructures, the canal system, in nineteenth-century New York. Each chapter explores a different aspect of the state's transformation: its economy, politics, and finance, each of which helped construct New York as the Empire State.

The first chapter studies the economic impact of canals on economic modernization from three aspects: sectoral transition, urbanization, and banking development. Contrary to much of the modern literature finds transportation infrastructure leads to decentralization, I find the opposite-evidence of centralization.
