Distributed solar energy is growing rapidly in Virginia, and prices are dropping. If these trends continue, the state has the potential to meet a significant percentage of its electricity needs via distributed solar, supporting thousands of jobs and achieving substantial economic benefits in the process. However, reaching these targets will require the continuation of a positive policy and regulatory environment. This includes the removal of several remaining policy barriers, particularly related to shared / community solar, and avoiding some of the negative policy changes that have slowed distributed solar in other states.

Between 2006 and 2022, the New York City Housing Authority (NYCHA) attempted to address the fiscal and infrastructural crises in public housing through a number of controversial privatization strategies. This contested push occurred alongside the pervasive role of policing in public housing. The New York Police Department utilizes several policing strategies specific to NYCHA communities, collaborating with the housing authority in the management of public housing residents. This dissertation consists of three essays on urban/local public finance, specifically residential property tax assessment and the provision of local public services. A general theme of the essays is the interplay between local financial policies and housing markets. Both revenue (tax) and expenditure policies can have significant effects on housing prices which can, in turn, have feedback effects on current and future revenues and expenditures. This dissertation comprises three essays that investigate different facets of environmental hazards and their implications for policy and governance. While each essay examines a different topic area, they are all linked by examining how entities respond to incentives at the intersection of environmental risk and public policy. Each chapter informs a distinct literature within environmental policy and utilizes different methodologies to examine largely unexplored research questions.

A novel dataset and documentation containing spatially allocated estimates based on analysis of the 2017-21 ACS PUMS for counties in the State of Oregon. Analysis was performed by iterative adjustment to the ACS weights such that results were consistent with selected tables generated from the full ACS sample published by the US Census Bureau. The data are delivered in two pipe-delimited text files. Each row represents one county, and columns represent standard data fields described in the codebooks. Cummings. The LeDroit Park Initiative, spearheaded in the late 1990s by then-Howard University President H. Patrick Swygert and Ms. Jamie Gorelick, Vice Chair of the Federal National Mortgage Association (Fannie Mae), aimed to renovate and redevelop Howard University-owned properties within the LeDroit Park area. An analysis of opinion poll data on housing issues. The article finds that Americans generally believe that their community needs more housing of all types, but are more closely divided about whether such housing should be in their own neighborhoods. The article further finds that members of minority groups, lower-income Americans, and younger Americans are more pro-housing than older, affluent whites.

Over 1700 complete streets policies have been adopted by state and local government; these policies typically provide that streets shall be designed to benefit all users, not just motorists. This article analyzes some complete streets policies, and concludes that even above-average policies are often too vague and underfunded to significantly change the status quo. The article suggests a variety of reforms that might make complete streets policies more effective.

Riverview Community Park began as an illegal DIY skatepark in the Maymont neighborhood of Richmond, Virginia. Now, although it is a city park, it is still entirely managed by volunteer community groups (skateboarders, the neighborhood Civic League, and a community garden) who view the park as a creative, experimental community-led spatial project. Due to a dearth of communication between the three groups, the park has suffered political strife between the groups and a chaotic physical atmosphere. The thesis investigates helicopter flight patterns, demographic correlations, and the potential for drones to provide a less invasive and more cost-effective aerial support system. This qualitative study examines redevelopment and historic preservation in the Lincoln Street Historic District of Gary, Indiana. Established in 1906 by the United States Steel Corporation, Gary grew as a major industrial center before experiencing decades of disinvestment, abandonment, and renewed interest from commercial investors. Despite the district’s architectural and cultural significance, its historic structures and surrounding neighborhoods continue to face deterioration and redevelopment pressures.

The first chapter analyzes how Premier League games in London impact demand for the city’s bike-sharing system. Bike-sharing systems affect mode choice for within-city transportation. Using bike rental data from Transport for London, this chapter exploits the plausibly-exogenous timing of Premier League games to identify how proximity to stadiums affects demand for London’s bike-sharing system. Results indicate games at Stamford Bridge (stadium) cause a 24.36% increase in the number of bike trips arriving within 0.5km of the stadium, with effects diminishing as distance increases. In contrast, games at London Stadium decrease nearby bike-sharing use and may actually crowd out would-be …

A central theme of Singapore’s “City in Nature” vision is framed through biophilic urbanism, or efforts to harmonize biodiversity and urban development through built, social, and political design. The central discourses of Singapore’s biophilic urbanism have revolved around flora-centric paradigms, including habitat conservation, greening spaces, and access to natural capital. Mobility directly impacts access to opportunities for all protected classes; however, transportation planning and public transit agencies and housing authorities rarely coordinate affordable housing and the transportation system planning decisions. This lack of coordination often leads to mismatches between access to opportunities and affordable housing. Safe access to employment, quality schools, and healthcare represent a few of the many factors that may influence housing choice. Our interdisciplinary team refined an app prototype, MyAmble, to gather data related to quantity of transportation disadvantage and latent demand, and to identify psycho-social-economic corollaries. MyAmble utilizes a traditional travel diary format but expands the type of trips measured to include 1) completed trips, 2) missed trips, and 3) latent travel demand. The app also measures the real-time perceived impact of transportation behaviors (realized and latent) on participants’ physical health, mental health, social engagement, and employment/academics. Finally, the app has a text-messaging feature, Travel Buddy, that is used to increase participant engagement and retention over longitudinal data collection. The project …
