This research note estimates the economic impact resulting from JumpStart Inc. investment in start-up companies in Northeast Ohio. JumpStart is a business development organization or, more specifically a venture-development organization that funds high-growth businesses and ideas, works with their founders to develop the businesses into venture-ready entities, and celebrates Northeast Ohio's early-stage company successes.

Avoiding The Issue, Jennifer Alexander

This article explicates the meaning of race and its institutionalization within public administration theory and practice. An argument is presented that conceptualizations of administrative responsibility in public administration have oversimplified or ignored what Gunnar Myrdal described more than 50 years ago as ``the American dilemma.'' Racism is an integral and often invisible component of the customary morality--a historically constructed system of meaning that establishes the customs and practices of a people. The author demonstrates that, within public administration theory, administrative responsibility originates in customary morality. The High-Tech Sector In Northeast Ohio: Baseline Report, Ziona Austrian, Jill S. Taylor

This study uses several indicators to measure the strengths and weaknesses of the high-tech sector in Northeast Ohio (NEO) in comparison to the U.S. High-tech industries are analyzed in terms of employment, average wage, gross regional product (output), and productivity. High-tech occupations are analyzed in terms of employment. Research and development activity is analyzed by examining trends in industry R&D funding and academic R&D expenditures.

This article analyzes the ethical codes within public budgeting literature to demonstrate the need for a professional ethic that fosters an expanded sense of role responsibility. Drawing on examples of discretion exhibited by state and local budgeting administrators, the article argues that a number of administrative activities fall into a gap of the academic literature. Responsible budgeting decisions must be tied to an understanding of how administrative activities affect the collective welfare. A pedagogy of public budgeting that considers the ways in which institutional forces and the long-term public interest inform administrative action more adequately prepares budgeting administrators to understand …

Administrative Discretion: Can We Move Beyond The Cider House Rules, Jennifer Alexander, Samuel Richmond

The authors use a novel, The Cider House Rules, as a framework to examine legitimate administrative action when execution of a law will result in harm. Four political values that have informed administrative dissent are reviewed: publicity, utility, democracy, and liberty. The authors identify questions to serve as guidelines for front-line administrators when deciding to exercise discretion in opposition to a political mandate. The questions offer checkpoints for considering whether administrative action in opposition to mandate is ethical. The authors extend the logic of the new public service by arguing that administrators are responsible for protecting liberty because liberty is …

Nonprofit organizations play a pivotal role in recent efforts to devolve public responsibilities to lower levels of government and other sectors. The capacity of these organizations to serve as the public safety net, however, has come under question. This multiphase research project focused on the impact of welfare reform on community-based nonprofits in Cuyahoga County, Ohio. The study includes surveys, focus groups, and a case study.
