The U.S. Census Bureau’s latest Small Area Income and Poverty Estimates (SAIPE), released in December 2012, show an increase in poverty in Oregon and nationwide from 2010 to 2011. During this period, the nation’s poverty rate rose from 15.3 percent ( /- 0.1 percent) to 15.9 percent ( /- 0.1 percent), while the rate in Oregon rose sharply from 15.8 percent ( /- 0.3 percent) to 17.3 percent ( /- 0.4 percent). Both the national and state increases are statistically significant. In 2011, Oregon had the sixteenth highest rate of poverty (tied with Oklahoma) among the fifty states and the …

Paying any tax is an unwelcome burden, but in Ireland many have a particular aversion to taxes on their homes. We are not alone in this. Elsewhere, taxes on homes are also unpopular; witness the People's Initiative to Limit Property Taxation which forced the California state government to cut property taxes. Nevertheless, residential property taxes remain an almost universal feature of developed countries because of compelling economic arguments for them. This report reviews an Oregon research effort to develop an Oregon Access Management Best Practices Manual. In particular, this research effort develops a resource to help transportation professionals quantify safety and operational effects of various access management strategies, provide measurable criteria to evaluate these access management techniques, and identify data collection practices necessary to successfully perform these assessments. It is the expectation that this manual can be used by engineers, decision makers, and educators to help the transportation community better understand the appropriate application of access management strategies and how to quantify benefits of the various access management options. The purpose of this needs assessment is to investigate the needs, interests, and opinions of mature residents of Hingham, Massachusetts, relating to their aging experiences and needs for age-related services. This assessment was undertaken by the Gerontology Institute of the McCormack Graduate School at UMass Boston on behalf of the Town of Hingham Department of Elder Services (hereinafter referred to as the Department of Elder Services). The focus of this report is on Hingham residents aged 60+ (referred to here as “Seniors”) and residents aged 45-59 (referred to here as “Boomers”). The grant provides OYSP an opportunity to create a transportation based curriculum during the Summer ‘08 program with the ultimate purpose of increasing minority interest and hopefully eventual employment in transportation related fields. The goal of this grant was to take the technological innovations for deploying survey instruments to mobile phones, developed under a previous OTREC grant, and publish them as globally accessible mobile applications (apps) for use in a variety of transportation planning settings. To combat unsustainable transportation systems characterized by reliance on petroleum, polluting emissions, traffic congestion and suburban sprawl, planners encourage mixed use, densely populated areas that provide individuals with opportunities to live, work, eat and shop without necessarily having to drive private automobiles to accommodate their needs. Despite these attempts, the frequency and duration of automobile trips has consistently increased in the United States throughout past decades. While many studies have focused on how residential proximity to transit influences travel behavior, the effect of workplace location has largely been ignored.

This project was intended to provide relevant curriculum on bicycle and pedestrian transportation that can be used by planning and engineering faculty to integrate these topics into their course offerings. We developed a module-based curriculum for bicycle and pedestrian planning and design that is current, relevant to practice, and adaptable for use in a variety of course offerings in engineering and planning departments. We also procured 33 new publications for the Millar Library to support coursework on this topic. The work of urban church planters is often hindered by high levels of stress. Stress may be viewed as a process that involves stressors and an individual’s perceptions of both the level of threat and his or her ability to deal with the threat. The long term and the short term consequences of stress can be attenuated through appropriate coping strategies such as problem solving, prayer, and seeking social support. Recent empirical evidence indicates that exposure to nature is also very effective, a strategy that might be especially beneficial to urban church planters and their ministries. This chapter tells the story of policing, crime, and the search for legitimacy over the past two decades in Los Angeles and New York City. Throughout this complex political, normative, and legal landscape, crime rates dropped dramatically in each city to levels not seen since the early 1960s. The chapter begins with a discussion of the evolution of policing in the two cities, assessing reciprocal and dynamic changes that reflected both the crises of crime epidemics and crises within the police. In 1974, Norman Krumholz boldly called on planners to advocate for equity in public resource allocation and administrative practices. In 2010, the Obama administration’s HUD-DOT-EPA Sustainable Communities Initiative—specifically in the form of the Sustainable Communities Regional Planning Grant

(SCRPG)—renewed this call for equity. But our review of the responses by thirteen grantees proved disappointing. The plans put forth by award winners recycle many of the activities from the Cleveland Policy Plan (CPP) without employing its overarching mission. Individuals and families experiencing homelessness in Washington County are a growing community challenge. Services provided to the homeless population have tended to focus on providing support in cases of emergency, and by doing so are unlikely to address the root causes of homelessness. There is a growing recognition nationally that concentrating on provision of emergency services might be both inefficient and unnecessarily expensive. The North Williams Traffic Safety Operations Project, overseen by the Portland Bureau of Transportation (PBOT), was proposed in 2010. With an initial budget of $370,000, the project was designed to reduce conflict between buses, bicycles and motor vehicles on North Williams Avenue and improve the overall safety and accessibility of the street. As is common practice, PBOT’s first step in this project was to organize a stakeholder advisory committee (SAC) of interested business owners, neighborhood association representatives, residents, and key stakeholders living or working along North Williams Avenue who would be tasked with advising the city on the project. The regional transportation planning process in the United States has not been easily opened to public oversight even after strengthened requirements for public participation and civil rights considerations. In the effort to improve the public review of regional transportation plans, this paper describes the construction of a proof-of concept web-based tool designed to analyze the effects of regional transportation plans on accessibility to jobs and other essential destinations. The tool allows the user to analyze disparities in accessibility outcomes by demographic group, specifically income and race, as required by civil rights-related planning directives. On September 12, 2012 the United States Department of Justice (DOJ) filed a complaint in the Federal District Court for Oregon asserting that the City of Portland has engaged in a pattern and practice of unnecessary or excessive force against persons experiencing a mental health crisis. This survey is the result of a settlement agreement between Portland’s City Council and the DOJ which specified the Portland Police Bureau (PPB) develop a means of assessing public perceptions.
