This project was intended to provide relevant curriculum on bicycle and pedestrian transportation that can be used by planning and engineering faculty to integrate these topics into their course offerings. We developed a module-based curriculum for bicycle and pedestrian planning and design that is current, relevant to practice, and adaptable for use in a variety of course offerings in engineering and planning departments. We also procured 33 new publications for the Millar Library to support coursework on this topic. In addition, a proposal to pilot a faculty development workshop was funded, allowing us to provide training and resources to transportation …

In 2012, Drive Oregon and the Portland Development Commission (PDC) commissioned the Northwest Economic Research Center (NERC) to undertake a study of Oregon’s existing EV cluster. This report has two goals: define what we mean when we talk about an EV cluster in Oregon, and characterize and measure the existing EV cluster in order to identify Oregon’s strengths and opportunities.

Beginning in the mid-1970s, U.S. suburbs started to experience many of the same problems typically associated with earlier inner-city decline including accelerating income decline, increasing family poverty, falling housing prices, growing income polarization, escalating crime, and increasing racial and ethnic diversity.

Conventional wisdom often lays the blame for neighborhood decline on who moves in and who moves out. This is understandable, as neighborhood migration is easily observable. It is the hypothesis of this research, though, that the less visible disinvestment of capital from suburban neighborhoods is an initial cause of suburban decline that precedes and coincides with the more observable …

As the case with most countries across Latin America, unprecedented migration to urban areas has strained city infrastructure systems. More particularly, the region faces a pressing crisis of water security, where rapid urbanization has outpaced water sector development. This thesis addresses the water infrastructure reform in El Alto and La Paz, Bolivia, focusing on strategies to better promote water access for the peri-urban poor. The research investigates the level of progressivity of water service expansion and pricing regimes: in other words, does the present model of water distribution positively improve the lives of the poorest groups? In 1974, Norman Krumholz boldly called on planners to advocate for equity in public resource allocation and administrative practices. In 2010, the Obama administration’s HUD-DOT-EPA Sustainable Communities Initiative—specifically in the form of the Sustainable Communities Regional Planning Grant

(SCRPG)—renewed this call for equity. But our review of the responses by thirteen grantees proved disappointing. The plans put forth by award winners recycle many of the activities from the Cleveland Policy Plan (CPP) without employing its overarching mission. The North Williams Traffic Safety Operations Project, overseen by the Portland Bureau of Transportation (PBOT), was proposed in 2010. With an initial budget of $370,000, the project was designed to reduce conflict between buses, bicycles and motor vehicles on North Williams Avenue and improve the overall safety and accessibility of the street. As is common practice, PBOT’s first step in this project was to organize a stakeholder advisory committee (SAC) of interested business owners, neighborhood association representatives, residents, and key stakeholders living or working along North Williams Avenue who would be tasked with advising the city on the project. Issues related to gentrification and its primary consequence, the displacement of vulnerable populations from their homes and communities, are rightly considered among the most pressing social concerns faced by urban communities. Portland, Oregon has seen many of its neighborhoods undergo the gentrification transition, especially in traditionally Black neighborhoods. The Boise neighborhood lies within Northeast Portland's Albina district, which has served as the cultural and commercial heart of Portland's Black community for generations. In the 1990 Census, over 70% of the population of Boise (situated within Multnomah County Census tract 34.02) were Black, while 26% were White. By 2010, those figures …

Policing, Crime, And Legitimacy In New York And Los Angeles: The Social And Political Contexts Of Two Historic Crime Declines, Jeffrey Fagan, John Macdonald

This chapter tells the story of policing, crime, and the search for legitimacy over the past two decades in Los Angeles and New York City. Throughout this complex political, normative, and legal landscape, crime rates dropped dramatically in each city to levels not seen since the early 1960s. The chapter begins with a discussion of the evolution of policing in the two cities, assessing reciprocal and dynamic changes that reflected both the crises of crime epidemics and crises within the police. The regional transportation planning process in the United States has not been easily opened to public oversight even after strengthened requirements for public participation and civil rights considerations. In the effort to improve the public review of regional transportation plans, this paper describes the construction of a proof-of concept web-based tool designed to analyze the effects of regional transportation plans on accessibility to jobs and other essential destinations. The tool allows the user to analyze disparities in accessibility outcomes by demographic group, specifically income and race, as required by civil rights-related planning directives. Young Professionals As Ambivalent Change Agents In New Orleans After The 2005 Hurricanes, Renia Ehrenfeucht, Marla Nelson

After the 2005 hurricanes, newcomers arrived in New Orleans to help rebuild the city. The influx of one identifiable group, young professionals and postgraduates, raised hopes and concerns that New Orleans would gentrify. Based on semistructured interviews with 78 young and mid-career professionals, this paper examines how the young professionals approached an ambivalent situation where they were working to rebuild a better city while retaining its distinct cultural qualities, given that their presence itself contributed to the cultural change. In September of 2012, the City of Boise‘s Parks and Recreation Department asked the Department of Community and Regional Planning to assist with a survey intended to be able to provide a glimpse of the use of the greenbelt on a typical week and weekend day. Greenbelt users were interviewed at three different locations on the greenbelt on Tuesday, September 18, and Saturday, September 22. The locations were chosen by Boise Parks and Recreation and represented downtown (Anne Frank Memorial), and respectively 2.5 miles east (Warm Springs) and west (Veterans Park) of downtown. Home-Delivered Meals provision, also known as Meals-on-Wheels, is a volunteer-staffed activity for which little strategic planning is performed. We develop a Memetic Algorithm to solve the Home Delivered Meals Location Routing Problem. This planning model addresses facility location, allocation of demand to facilities, and design of delivery routes, while balancing efficiency and effectiveness considerations. The case study presented on a large data set shows how trade-off curves, which are very useful for decision making, can be obtained by the method developed.

The purpose of this study is to identify, analyze, and describe the social outcomes that may be affected by the environmental risks generated by infrastructure projects; to examine the ways in which vulnerability and exposure to hazards may increase risk in neighborhoods over time; and to examine the implications of addressing the exacerbation of exposure to natural hazards within the traditional environmental justice framework. Climate change, understood as a statistically significant variation in the mean state of the climate or its variability, is the greatest environmental challenge of this generation (Intergovernmental Panel on Climate Change, 2001). Marshfield is already being affected by changes in the climate that will have a profound effect on the town’s economy, public health, coastal resources, natural features, water systems, and public and private infrastructure. This study examines the implementation of social goals through government action and the context and relations of agencies charged with demonstrating and enforcing equality in transit. Specifically, I explain complexities involved in the top-down federal mandate to demonstrate equal transit service for minority communities and low income residents. Institutional entrepreneurship by local government agencies influenced the legislation and regulation that they were charged to enforce. The local Metropolitan Planning Organizations (MPOs), created to enable a local voice in major capital road projects, acquired new institutional capabilities as federal agencies tasked them with implementing new social goals.
