This report reviews an Oregon research effort to develop an Oregon Access Management Best Practices Manual. In particular, this research effort develops a resource to help transportation professionals quantify safety and operational effects of various access management strategies, provide measurable criteria to evaluate these access management techniques, and identify data collection practices necessary to successfully perform these assessments. It is the expectation that this manual can be used by engineers, decision makers, and educators to help the transportation community better understand the appropriate application of access management strategies and how to quantify benefits of the various access management options. This OTREC educational proposal links experiential and transportation education from the University of Oregon with minority youth during the Summer ‘08 two-week session of the Oregon Young Scholar’s Program (OYSP). The grant provides OYSP an opportunity to create a transportation based curriculum during the Summer ‘08 program with the ultimate purpose of increasing minority interest and hopefully eventual employment in transportation related fields. The goal of this grant was to take the technological innovations for deploying survey instruments to mobile phones, developed under a previous OTREC grant, and publish them as globally accessible mobile applications (apps) for use in a variety of transportation planning settings. This study represents a first attempt to answer a few of the questions that have arisen concerning multimodal transportation investments and the impacts of mode shifts on the business community. This research aims to merge the long history of scholarly work that examines the impacts of the built environment on non-work travel with the relatively new interest in consumer spending by mode of travel. This empirical study of travel choices and consumer spending across 89 businesses in the Portland metropolitan area shows there are important differences between the amounts customers spend on average at various businesses by their mode of …

To combat unsustainable transportation systems characterized by reliance on petroleum, polluting emissions, traffic congestion and suburban sprawl, planners encourage mixed use, densely populated areas that provide individuals with opportunities to live, work, eat and shop without necessarily having to drive private automobiles to accommodate their needs. Despite these attempts, the frequency and duration of automobile trips has consistently increased in the United States throughout past decades. While many studies have focused on how residential proximity to transit influences travel behavior, the effect of workplace location has largely been ignored.

This project was intended to provide relevant curriculum on bicycle and pedestrian transportation that can be used by planning and engineering faculty to integrate these topics into their course offerings. We developed a module-based curriculum for bicycle and pedestrian planning and design that is current, relevant to practice, and adaptable for use in a variety of course offerings in engineering and planning departments. We also procured 33 new publications for the Millar Library to support coursework on this topic. This study examined the effectiveness of an Emergency and Defensive Driving Techniques Course by measuring the students' visual and perceptual skills. The final analysis involved 117 students who participated in Eastern Kentucky University's (EKU) Traffic Safety (TRS) 233. Records were obtained through the Traffic Safety Institute and contained no identifying information. Records obtained included a generic unique identification number, gender, pre-test scores and post-test scores.

In 2009, the US government spent more than $42 billion on the federal-aid highway program. Most of this money was raised from motor vehicle taxes, whose proceeds are deposited in the highway trust fund. Federal motor vehicle user taxes flow into the fund and aid expenditures flow out from it to build and maintain highways and other transportation infrastructure. With so much money at stake it should be no surprise that expenditure decisions are the subject of intense political debate. The regional transportation planning process in the United States has not been easily opened to public oversight even after strengthened requirements for public participation and civil rights considerations. In the effort to improve the public review of regional transportation plans, this paper describes the construction of a proof-of concept web-based tool designed to analyze the effects of regional transportation plans on accessibility to jobs and other essential destinations. The tool allows the user to analyze disparities in accessibility outcomes by demographic group, specifically income and race, as required by civil rights-related planning directives. The study described in this paper evaluated and tested a new strategy to enable emergency response vehicles (EVs) to navigate through congestion at signalized intersections more efficiently. The proposed strategy involves the use of vehicle-to-vehicle communication to send messages to alert vehicles to the approach of the EV and to provide specific instructions on maneuvering to allow the EV to proceed through congested signalized intersections as quickly as possible. This thesis introduces the problem of the continually increasing demand for road transportation in large urban areas. Associated problems and their possible solutions have been described and linked together in a wider context. Thereafter, a framework for the application of the multicriterial decision making method is introduced in order to help to find the best solution. The proposed framework evaluates alternatives and their potential impacts with respect to nine criteria. In 1959, the Minnesota Department of Highways (MHD), renamed the Minnesota Department of Transportation (MnDOT) in 1976, commenced the construction of Interstate 35W proceeding North from Richfield through South Minneapolis to Lake Street (the Richfield-Minneapolis segment) which razed more than 50 square blocks of homes and businesses. The segment of this vast project built between Stevens Avenue South and Second Avenue South, completed in 1967, was part of the National System of Interstate and Defense Highways enacted by Congress in 1956. In the context of sustainable transportation systems, previous studies have either focused only on the transportation system or have not used a methodology that enables the treatment of incomplete, vague, and qualitative information associated with the available data. This study proposes a system of systems (SOS) and a fuzzy logic modeling approach. The SOS includes the Transportation, Activity, and Environment systems. The fuzzy logic modeling approach enables the treatment of the vagueness associated with some of the relevant data.
