Ridership response to changes in a bus route’s span of service—the start time of the first trip to the end time of the last trip each day—was examined specifically for hours that were not altered by a change in the span of service. Data were obtained for 39 routes from nine transit agencies in the western United States that experienced changes in the span of service without any other types of changes to enable the largest known analysis of such data from American transit systems. This report examines regional perceptions of transportation related issues from the 2016 Life In Hampton Roads survey (LIHR 2016) conducted by the Old Dominion University Social Science Research Center. Data from prior years is also provided when available to show comparisons in responses over time. Responses were weighted by city population, race, age, gender, and phone usage (cell versus land-line) to be representative of the Hampton Roads region.

In order to perform their duties, airline pilots must have no clinical diagnosis of mental illness or any substance use disorder. However, provisions have been in place since the 1970s that provide for a return to work for airline pilots with alcohol problems. To date, over 5,000 airline pilots have undergone rehabilitation for Alcohol Use Disorder (AUD) and successfully returned to work. An important gap in the literature remains with regard to what extent improvements in cognitive performance may be experienced by airline pilots who complete treatment and to what extent age influences the amount of change. Silence Is Golden: Railroad Noise Pollution And Property Values, Jay K. Walker

This paper uses a unique dataset containing property values and manually collected noise measurements in Memphis, Tennessee to estimate the impact of train noise pollution on commercial and residential property values. Results show that a residential property exposed to 65 decibels or greater of railroad noise results in a 14 to 18 percent decrease in property value. Once a 65 decibel measure is included, there is no additional impact on price of distance to the closest railroad crossing. For commercial property, neither crossing proximity nor noise level significantly affect property value. The results provide evidence of a negative externality that …

The purpose of automated traffic light systems is to safely and effectively manage the flow of vehicles through (usually) urban environments. Through the use of wireless-based communication protocols, sets of traffic lights are increasingly being connected to larger systems and also being remotely accessed for management purposes, both for monitoring and emergency purposes. The Bowersox Daugherty (1987) logistics strategy typology (Process Strategy, Market Strategy, and Information Strategy) is an important conceptual framework for studying logistics/supply chain management strategy and its role on logistics/supply chain management outcomes. The purpose of this research is to empirically apply the typology in Peru and compare the findings with the previous research conducted in Guatemala. The three Bowersox/Daugherty dimensions are used to define the construct Overall Logistic Strategy (OLS), and then, the OLS was used to measure Organizational Competitiveness (COMP) through two intervening variables LCE (Logistics Coordination Effectiveness) and CSC (Customer Service Commitment). As government budgets get tighter, there has been considerable public outcry about the continued investment in public mass transit systems and their financial viability. Amid this outcry, a number of studies have been conducted to determine which factors influence the use and efficiency of publiclyfunded mass transit systems. These factors include population density and less sprawl (or greater urban compactness). However, their impact on mass transit usage is somewhat contradictory in that the heavy concentration of populations in the urban area and greater compactness is believed to increase mass transit usage due to a bigger number of potential passengers. Public agencies contract out to pursue a variety of goals. But, these goals cannot be realized if the performance of contractors is not assessed and monitored. This study examines the state of performance measurement and contract monitoring in the U.S. transit agencies. We focus on three research questions: (1) What monitoring capacity exists within transit agencies? (2) What monitoring methods are used by transit agencies? (3) What performance measures are tracked by transit agencies? We find monitoring units are common in a third of agencies in the study. This research aims to fill gaps in existing multi-modal performance measures for transportation and land use systems:

1. As a supplement/replacement of traffic-centric measures such as LOS, travel delay;
2. Recent federal and state legislations put more emphases on using of performance measures in transportation planning & operation: MAP-21, Oregon Job and Transportation Act (OJTA);
3. Existing performance measures for transportation and land use systems, although now numerous, have their own limitation (Table 1), and leave important aspects and policy areas uncovered, for example, the balance of transportation investment between different modes and across geographical areas as mandated by OJTA

All transportation systems have the ability to transform human settlement patterns, which can affect a range of social, economic and environmental issues. Considering investments in rail infrastructure have increased in recent decades (Bureau of Transportation Statistics, 2007; Israel & Cohen-Blankshtain, 2010), it is important for planners and researchers to understand how these rail systems influence land use, metropolitan development patterns, and population migration. A Cracking Methodology To Assess Fracture And Fatigue Properties Of Asphalt Concrete Mixtures Using Overlay Tester, Victor M. Garcia

Several highway agencies have either implemented or considered implementing performance tests to predict the cracking potential of asphalt concrete (AC) mixtures in the laboratory setting. One such test, the Overlay Tester (OT) test, measures the number of cycles to failure of the AC specimens by simulating the opening and closing of the cracks induced by daily temperature variations and high tensile strain generated by the traffic load. The variability of the OT test results is expressed as a major concern in reliably characterizing the cracking potential of the AC mixes.

The survey was designed to provide information that would help the City of San Jose assess the success of the event, guide the planning for future Viva CalleSJ events, and inform potential funders and community partners about the benefits of Viva CalleSJ. This study examines public preferences for two revenue options—fuel taxes and tolls—to finance transportation infrastructure in an urban area with the use of the results of a survey of residents of the Hampton Roads region of southeastern Virginia. Specifically, the study addresses two related research questions: (a) To what extent do residents support instituting tolls, increasing the fuel tax, or both? (b) What roles do self-interest and ideological beliefs play in support of increasing the fuel tax, imposing tolls, or doing both?
