Proposals to subject welfare recipients to periodic drug testing have emerged over the last three years as a significant legislative trend across the United States. Since 2007, over half of the states have considered bills requiring aid recipients to submit to invasive extraction procedures as an ongoing condition of public assistance. The vast majority of the legislation imposes testing without regard to suspected drug use, reflecting the implicit assumption that the poor are inherently predisposed to culpable conduct and thus may be subject to class-based intrusions that would be inarguably impermissible if inflicted on the less destitute. This article examines social science relevant to public engagements and identifies the challenges to the goal of meaningful public input into science and technology policy. Specifically, when considering “which forms, features, and conditions of public engagement are optimal for what purposes, and why?” we find social science has not clarified matters. We offer a model to guide systematic research that defines and empirically connects variations in features and types of public engagement activities to specifically defined variations in effective processes and outcomes. In February of 2011, the United Way of Treasure Valley (UWTV), in partnership with Saint Alphonsus Health System and St. Luke’s Health System, contracted with Boise State University to conduct a community assessment in the Treasure Valley (primarily Ada and Canyon Counties), which is home to approximately 40% of the state’s population. A community assessment is a process of gathering, analyzing, and reporting information about the needs of the community and the capacities or strengths that are also currently available to meet those needs.¹ The report that follows details the findings of the Treasure Valley community assessment.

Immigration regulation is defined here as any policy that has the objective of encouraging or discouraging immigration. There are two major categories of immigration regulation: those policies that directly affect the inflow of immigrants and those that influence the everyday lives of immigrants and processes related to the acquisition of legal permanent residency or citizenship. Water which is safe to drink straight from the tap is taken for granted by many Canadians, despite the fact that access to safe drinking water is far from universal. Across the country, many communities endure conditions unimaginable to most Canadians: water accessed through pipe systems causes gastrointestinal illness, must be boiled prior to consumption or not used at all, and these drinking water advisories can last anywhere from a few days to several years. Over the past 30 years there has been an increase in socioeconomic inequities between Black and White persons in the United States. Some research suggests that political ideology, which in turn impacts political competition levels, may at least partially explain these disparities, though the body of academic literature in this area is sparse. Little is known about how Black political ideology is formed by perceptions of inequality. Recently, the Centers for Medicare and Medicaid Services (CMS) ranked all hospitals based on Medicare readmission rates for heart attacks, heart failure, and pneumonia. CMS offered subsidies to hospitals ranked in the 4th quartile to develop community support services to reduce the problem of potentially preventable readmissions (PPRs). CMS cited 4 of the 5 hospitals in Prince George's County in the 4th quartile. Human Immunodeficiency Virus (HIV) remains a serious public health issue, and many social factors are involved in virus transmission and treatment. The current conceptualization of how HIV status disclosure and perceived stigma of HIV diagnosis interact is undeveloped. This study was based on social cognitive theory and tested hypothesized positive relations between HIV serostatus disclosure, social support, and self-efficacy. In addition, self-rated HIV stigma was examined as a potential mediating variable. Participants were 109 HIV positive, mostly White gay men recruited via an online bulletin board. In this research, I employed content analysis using the constant comparative method to examine and comment on the rhetoric of public policy and its audiences of specialists and generalists in the context of participative government. I examined the specific case of the Child Nutrition Reauthorization Act (CNR) by comparing technical report texts from 2004 and 2010 to reveal and contrast their specialist and generalist features. Unique attributes of the rhetoric of public policy are discussed, particularly authorship and recursion. I organized the research findings into physical features, affective features, and cognitive features according to Carliner's framework of information design (2000). …
