This research examines citizen acceptance of tolls and road pricing, and specifically focuses on determinants of the individual’s expressed willingness-to-pay tolls to use a tunnel express lane that would be free of traffic delays. We answer the research question “What factors influence citizens’ willingness-to-pay tolls” by empirically estimating a four factor model of willingness-to-pay: (a) direct benefit to the respondent; (b) relative cost over time; (c) community concern; and (d) political and environmental liberalism. We use data about citizen perceptions from the Life in Hampton Roads Survey, a survey of residents of Hampton Roads, Virginia. We find that willingness-to-pay is …

Uninsured and underinsured people living with Human Immunodeficiency Virus/Acquired Immune Deficiency Syndrome (HIV/AIDS) are able to utilize federally funded AIDS Drug Assistance Programs (ADAPs) to cover the price of their HIV-related medications. In Kentucky, this program also provides support services through social workers, a dedicated pharmacist, and medications by mail order. With the Affordable Care Act, many patients previously covered by the Kentucky AIDS Drug Assistance Program (KADAP) will be newly eligible for Medicaid and will no longer receive services through KADAP. There is concern that people in this situation will be at a disadvantage without these services and, in …

While leading the rest of the country in population growth, immigration, and increasing ethnic and linguistic diversity, Nevada’s mostly Latin American population experiences high poverty, low educational attainment, and high employment. As a result, Nevada has increasingly high numbers of English Language Learner students (ELLs) – students who speak a language other than English at home – and show low educational attainment compared to their English speaking counterparts. This baseline assessment was undertaken by Handicap International in October 2014 in all five governorates of Gaza. The focus of the survey was to collect baseline data related to the knowledge, attitudes, and practices regarding Explosive Remnants of War (ERW) contamination in communities impacted by the recent conflict.

The survey consisted of two parts: quantitative data collection comprising 459 individual questionnaires and qualitative data collection of 4 focus groups. The Night Vision and Electronic Sensors Directorate (NVESD) has recently developed a sensor system, named “Hammerhead,” capable of discriminating between explosives and explosive-related compounds in water at concentrations of 10-100 parts per trillion. The sensor discriminates between different compounds using a biologically inspired fluorescent polymer sensor array, which responds with a unique fluorescence quenching pattern during exposure to various explosives.1 The sensor achieves sensitivities of 10-100 parts per trillion by employing a preconcentrator upstream of the sensor inlet, which traps explosives from water flowing over it, then releases the explosives at elevated concentrations during thermal desorption. From the President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI) under the Bush Administration, to the Global Health Initiative launched by President Obama in 2009. Self-defensive war uses violence to transfer risks from one’s own people to others. We argue that central questions in just war theory may fruitfully be analyzed as issues about the morality of risk transfer. That includes the jus ex bello question of when states are required to accept a ceasefire in an otherwise-just war. In particular, a “war on terror” that ups the risks to outsiders cannot continue until the risk of terrorism has been reduced to zero or near zero. So much of global health governance focuses intensely on a brief moment in the human lifespan—from a safe birth to infant and child survival. Yet, with all the attention to this early window of life (infancy to age five), the opposite end of the life spectrum is comparatively neglected. The Millennium Development Goals (MDGs) do not mention a healthy lifespan or a healthy old age. Specifically, related to Kentucky, the goal of this research is to determine if public assistance caseloads are equitable across nine geographic regions. Horse racing is a well-known sport and the part of the horse industry best known to the public; however, there is little information on the health status and health needs of people who work in this business. Past research shows that the thoroughbred worker population faces a myriad of health challenges. Swanberg et al. (2013) studied demographics, working conditions, and health of Latinos who work on thoroughbred farms in the United States by analyzing phone interviews, face-to-face interviews, and injury logs. In response to a dual problem of critical water scarcity and rapid population growth, leaders of metropolitan Las Vegas implemented a region-wide, internationally marketed sustainability campaign. Preliminary studies found that, while sustainability policy attains its rhetorical goals, solutions initiated not only perpetuate but also purposefully expand the original dual problem to justify continuous water resource acquisitions. To examine this sustainability conundrum constructed by leadership—problem-perpetuation rather than problem-resolution—a critical examination in resource management asked two basic questions: what is being sustained and by what means?
