We examine how different welfarist frameworks evaluate the social value of mortality risk reduction. These frameworks include classical, distributively unweighted cost–benefit analysis—i.e., the “value per statistical life” (VSL) approach—and various social welfare functions (SWFs). The SWFs are either utilitarian or prioritarian, applied to policy choice under risk in either an “ex post” or “ex ante” manner. We examine the conditions on individual utility and on the SWF under which these frameworks display sensitivity to wealth and to baseline risk. African youth face deep challenges in attaining success in the USA today. Opportunities for academic and economic success are limited, constrained by today’s neoliberal conservatism in public policy and facing a harsh environment for getting a foothold in employment. This report documents the risks such youth face for becoming gang-involved, drawing forth original quantitative and qualitative study of risk factors and perspectives of key local and national leaders on community needs, assets and ideas for service supports that are likely to protect African youth, and help them reach adulthood with their futures intact.

This research examined the impact of South Carolina's in-state preference policies on the economy of the state. To achieve this purpose, the research sought to answer the question: what are the impacts of implementing the in-state procurement preference policies on the economy of the state of South Carolina? The question was answered by using seven economic indicators: jobs, personal income, real disposable income, output (sales), Gross State Product (GSP), value added and state's population. So much of global health governance focuses intensely on a brief moment in the human lifespan—from a safe birth to infant and child survival. Yet, with all the attention to this early window of life (infancy to age five), the opposite end of the life spectrum is comparatively neglected. The Millennium Development Goals (MDGs) do not mention a healthy lifespan or a healthy old age. This inadequate attention to the older years of the life appears to be a glaring omission given the universal challenges posed by aging societies. During Fiscal Year 2013, the first year of the Massachusetts Community Mediation Center (CMC) Grant Program, 15 community mediation centers across the state were awarded state operating grants. This report documents and evaluates the progress of the CMC Grant Program towards its goal of expanding the use of community mediation as an affordable public service for Massachusetts citizenry. The status of program implementation is analyzed, and the program’s success is assessed through its impact on the stabilization and effectiveness of the funded community mediation centers as measured by, among other things, their delivery of high quality mediation services, efforts to …

In just 30 years microfinance has transformed from a credit-based rural development scheme that has claimed to reduce poverty and empower poor women, to a $70 billion financial industry. In the process, the traditional NGO-led model has given way to commercialized institutions, resulting in an increased emphasis on profitmaking. This has also led to confusion in the sector around its mission: is it to alleviate poverty and empower poor women or simply to provide the "unbanked" with access to formal sources of finance? Gentrification of urban neighborhoods is part of an ongoing restructuring of the city, linked to the emerging occupational structure of the service economy and the remaking of built environments that were created for a production economy. It is the name given to processes in which commodification and reinvestment accompany the in-migration of professional and managerial workers, often displacing prior residents and giving altered spatial form to inequality.

The evaluation includes an aggregate evaluation and State-specific evaluations. This report describes the State-specific Evaluation Plan for the Massachusetts demonstration as of December 16, 2013. The evaluation activities may be revised if modifications are made to either the Massachusetts demonstration or to the activities described in the Aggregate Evaluation Plan (Walsh et al., 2013). Lobbyists have a large influence on political and policy matters in the state legislature and executive branch. Reform proponents naturally see the oversized influence of lobbyists as a problem. This capstone addresses the work-­‐life conflict facing employed caregiver parents with special needs children by 1) identifying what employed parents of children with disabilities need from their employer in order to achieve a work-­‐life balance that improves economic security and emotional well-­‐being, and 2) evaluating how well policies address those needs. An investigation of work-­‐family conflict and stress among parents of special needs children is conducted by examining the current literature and conducting interviews with caregivers to explore their work-­‐life balance needs. Sibling relationships are some of the longest-lasting relationships people experience, providing ample opportunities to build connections across the lifespan. For siblings and people with intellectual and developmental disabilities (I/DD), these connections take on an increased significance as their families age and parents can no longer provide care. This paper presents findings from a qualitative study that addresses the question, “How do siblings support each other after parents no longer can provide care to the person with I/DD?” Findings in this study suggest that siblings with and without disabilities experience reciprocity as a transitive exchange, which occurs through the creation of …

This report describes implementation of the Homelessness Prevention Project of the Family-to-Family Program in Boston over nearly three years: January 1, 2011 and October 31, 2013. The project intended to help families to avoid imminent loss of their housing units. It selected participants that had good prospects for long-term housing and income stability. Project staff thought that modest financial assistance plus case management would enable these families to regain and perhaps even improve their personal and economic circumstances. The Oak Foundation provided major financial support for the project.

It was held in accordance with Article 11 of the Convention and pursuant to the decisions of the 2009 Second Review Conference and the 2012 Twelfth Meeting of the States Parties (12MSP).

From that bipartisan discussion emerged policy priorities for the 77^th Session of the Nevada Legislature. This report examines the degree to which the region’s elected senators and assembly members advanced these priorities and represented the interests of Southern Nevada in state government.
