A potent combination of declining population growth and economic stagnation has led many citiesand metropolitan regions to rethink how to reinvigorate their communities. The Midwest is a primeexample of this trend. According to the Chicago Council on Global Affairs, “the Midwest cannot hopeto keep up with other regions or international competitors without a vital entrepreneurial sector.”1 TheCouncil notes that “immigrants, risk takers by nature, are unusually successful entrepreneurs, morethan twice as likely as native-born Americans to start their own firms.”2 As a result, immigration is oneof the strategies to which communities are repeatedly turning to fuel economic growth. The movement to end the suffering caused by cluster munitions succeeded not only in establishing a legal ban in the form of the 2008 Convention on Cluster Munitions (CCM), but also in decisively reshaping the global perception of these weapons. Over the past decade, the awareness-raising and political mobilization surrounding cluster munitions have led to an understanding among states that any use would be associated with unnecessary human suffering and would most certainly provoke considerable international criticism. Developing nations have been slow to develop and implement cybersecurity strategies despite a growing threat to governance and public security arising from an increased dependency on Internet-connected systems in the developing world and rising cybercrime. Using a neorealist theoretical framework that draws from Gilpin and Waltz, this qualitative case study examined how the government and private sector in Jamaica viewed the state of cybersecurity in the country, and how the country was currently developing policy to respond to cyber threats. What Robert Bellah calls ‘expressive individualism’ has led to unprecedented social legislation in America and expanded government employment since the 1960s, helping to produce a generous supply of public services, policy entrepreneurs, and clientele groups. The legal scholar Lawrence M Friedman notes that ‘the right to be ‘oneself,’ to choose oneself, is placed in a special and privileged position.’ As a consequence, ‘achievement is defined in subjective, personal terms, rather than in objective, social terms.’ When the claims of expressive individualism are considered in tandem with the increasing reach of the modern social service state, a case may be made …

Concerns have recently been raised that US federal agencies may sometimes avoid regulatory review by the White House Office of Information and Regulatory Affairs (OIRA). In this article, we assess the seriousness of such potential avoidance, and we recommend a framework for evaluating potential responses. After summarizing the system of presidential regulatory oversight through OIRA review, we analyze the incentives for agencies to cooperate with or avoid OIRA. We identify a wider array of agency avoidance tactics than has past scholarship, and a wider array of corresponding response options available to OIRA, the President, Congress, and the courts. Years of decline in Montgomery County have brought concerns how we got where we are and how we improve our situation. Proposed solutions like collaboration have threatened local control, this in a community that came together in 1913 to work our way out of the worst disaster we’ve ever faced. Deliberative forums on the issue of economic development will not be easy. We remind participants that the objective of these forums is to begin to work together for the common good and local control.

Innovative forums that integrate citizen deliberation into policy making are revitalizing democracy in many places around the world. Yet controversy abounds over whether these forums ought to be seen as authentic sources of public opinion and how they should fit with existing political institutions. How can civic forums include less powerful citizens and ensure that their perspectives are heard on equal terms with more privileged citizens, officials, and policy experts?
