As interest in urban agriculture sweeps the country, municipalities are struggling to update, code to meet public demands. The proliferation of urban livestock—especially chickens, rabbits, bees, and goats—has posed particular regulatory challenges. Scant planning scholarship on urban livestock focuses mostly on how cities regulate animals, but few studies attempt to characterize urban livestock, ownership and management practices in the US in relation to these regulations. Our study addresses this gap. At present 37 U.S. states have passed Renewable Portfolio Standards (RPS) or have a legislative driven goal that supports investment in renewable energy (RE) technologies. Previous research has identified economic, governmental, ideological and infrastructural characteristics as key predictors of policy adoption and renewable energy deployment efforts (Carley, 2009; Davis & Davis, 2009; Bohn & Lant, 2009; Lyon & Yin, 2010). To date, only a few studies have investigated the target levels of renewable portfolio standards. The Government Performance and Results Act (GPRA) of 1993 requires government agencies to conduct performance measurements of their contractors for purposes of evaluation and comparison. To be most meaningful, performance comparisons need to consider all relevant characteristics that are of importance to the agency. Yet, bounded rationality theory states that managers of complex programs may have insufficient time and resources to consider all potentially relevant factors. Therefore, metrics used for decision making need to incorporate all relevant factors before the information is provided to decision makers.

The purpose of this study was to investigate what issues youth are facing in the city of Jeddah, Saudi Arabia and to examine how these issues can be brought to the forefront for decision-makers' agendas. Additionally, the study determines whether the concept of youth civic engagement "youth councils" could help to address youth issues and identify the constraints to implementing such a policy proposal. A number of mainline Protestant denominations engage in direct lobbying and grassroots advocacy efforts with Congress on behalf of the poor and other marginalized groups. This study explores the work of three specific denominations the Presbyterian Church [PC(USA)], the United Church of Christ (UCC), and the United Methodist Church (UMC), as religious special interests. Specifically, the study explores how they facilitated their policy agendas on Capitol Hill during the 110th Congress (2007-2008). This question is answered primarily through interviews with and surveys of the professional staff engaged in this work during that session. This research seeks to explain budgetary transparency practices of individual US counties by examining the extent of information sharing with constituents via their websites. There are 3,138 counties and county-equivalents in the United States. This study evaluates a random sample of 400 US counties where 19% of the represented counties having populations of 100,000 or more residents, matching the same ratio of counties with populations of 100,000 or more residents nationally. We create a four-level categorical dependent variable measuring budget transparency. Using an ordered probit analysis with six independent variables we are able to explain the probability of counties having …

The urban/rural divide is pervasive in policy-making in Nebraska. In this nonpartisan state, coalitions based on spatial identity or whether the legislator is urban or rural seem to have greater weight than party especially in the creation of economic development policy. Often, economic development policies include locational considerations which give areas such as rural areas and economically distressed areas greater weight when distributing program funds. In my study, I investigate whether constituency or party has a greater impact on the legislative behavior of Nebraska state legislators when voting on economic development and environmental legislation. School Choice Demonstration Project

The revenue study is based on Fiscal Year 2010‒11 (FY11) data for each of 30 selected states plus the District of Columbia (D.C.). Traditional school districts and public charter schools were analyzed and aggregated “statewide.” For each state, one to three “focus areas” were selected based on larger concentrations of charter students – most focus areas are large cities, some are metropolitan counties. Traditional school districts and charter schools were analyzed separately in each focus area. We investigate relationships between environmental governance and water quality in two adjacent growing metropolitan areas in the western US. While the Portland, Oregon and Vancouver, Washington metro areas share many common biophysical characteristics, they have different land development histories and water governance structures, providing a unique opportunity for examining how differences in governance might affect environmental quality. We conceptualize possible linkages in which water quality influences governance directly, using monitoring efforts as a metric, and indirectly by using the change in the sale price of single-family residential properties. Governance may then influence water quality directly through riparian restoration resulting from …

The Center for Social Policy (CSP) is continuing its ongoing evaluation role with HOPE VI, a federally funded program operated by the United States Department of Housing and Urban Development. HOPE VI allows public housing authorities to apply for funding to redevelop severely distressed housing developments. The Old Colony development is currently the most physically distressed site in the Boston Housing Authority’s federal portfolio, with aged systems and infrastructure and high annual energy and water costs. This project began in January 2014.

The more than 35,000 nonprofit organizations in Massachusetts employ 20% of the state’s workforce and serve as a vital part of the social safety net. Many of these organizations face challenges concerning fiscal sustainability. Funding often covers current services with little surplus to address organizational capacity issues. Successful public-nonprofit partnerships are key to building a resilient nonprofit sector. This study contributes to the nonprofit sector’s knowledge of how best to engage with policymakers at the state and local level.
