This study analyzes the public's role in the regional water planning process that took place in the State of Georgia from 2009 to 2011. Specifically, this dissertation analyzes the extent to which a 'consensus-based' water planning process occurred by 1) examining the public participation plans that governed how the public was to contribute to the plan and policy formation, and 2) analyzing the public comments that were submitted at public meetings and commenting periods. Police officers acting in their official capacity are subject to being sued in federal court pursuant to 42 U.S.C. §1983 for violating constitutional rights under the color of law. Using data obtained in a larger study on police crime in the United States, names of more than 5,500 nonfederal sworn law enforcement officers who were arrested during the years 2005-2011 were checked against the civil case party master name index of the federal courts’ Public Access to Courts Electronic Records (PACER) system. A clear lesson of the Ebola epidemic in West Africa is the need for strong public health systems globally, including in the United States. Ebola has highlighted the dangers of weak public health systems, from the immense shortage of health workers in West Africa to the budget cuts at the U.S. Centers for Disease Control and Prevention. In response to Ebola and the broader threat of infectious disease, President Obama has proposed a $6.2 billion supplemental funding request to Congress. We investigated whether and how a juvenile’s history of experiencing sexual abuse affects public perceptions of juvenile sex offenders in a series of 5 studies. When asked about juvenile sex offenders in an abstract manner (Studies 1 and 2), the more participants (community members and undergraduates) believed that a history of being sexually abused as a child causes later sexually abusive behavior, the less likely they were to support sex offender registration for juveniles. Yet when participants considered specific sexual offenses, a juvenile’s history of sexual abuse was not considered to be a mitigating factor. This was true when participants …

The existing Partial Guidelines for Implementation of Articles 9 & 10 of the WHO Framework Convention for Tobacco Control includes a strategy for regulating tobacco products to reduce their attractiveness, but does not yet provide any guidance for reducing either the toxicity or the addictiveness of tobacco products. Health Information Exchanges (HIE) provide the electronic movement of health-related information among organizations according to nationally recognized standards. The goal of health information exchange is to facilitate access to and retrieval of clinical data to provide safer, timelier, efficient, effective, equitable, patient-centered care. HIEs are becoming integral parts of the national healthcare reform efforts, chiefly owing to their potential impact on cost reduction and quality enhancement in healthcare services. The West African Ebola epidemic is a humanitarian crisis and a threat to international security. It is not surprising that isolated cases have emerged in Europe and North America, but a large outbreak in the United States, with its advanced health system, is unlikely. Yet the handling of the first domestically diagnosed Ebola case in Dallas, Texas, raised concerns about national public health preparedness. What were the critical health system vulnerabilities revealed in Dallas, and how can the country respond more effectively to novel diseases in a globalized world?

At the core of the present Ebola crisis in West Africa is a lack of global health leadership. WHO should be the global health leader, following its constitutional charge, yet it is significantly under-resourced, having a direct effect on its rapid response capacity. The Organization's response to this crisis has been constantly behind, from low funding appeals to its delay in declaring this outbreak to be a Public Health Emergency of International Concern under the binding International Health Regulations (2005) (IHR). The ELP Team obtained the insights of 15 key business leaders, industry experts as well as public policy organizations on these important issues and their impact across the Commonwealth. The Supreme Court’s historic June 2012 ruling regarding the Affordable Care Act (ACA) in National Federation of Independent Business v. Sebelius set the stage for a massive federalism battle over Medicaid expansion in the United States. The original language of the Act was intended to nationalize Medicaid by having every state expand their program’s eligibility to all individuals up to 138% of the federal poverty level. This would have significantly reshaped Medicaid, a joint federal-state health insurance program, into a universal entitlement for all low-income citizens. This research aims to examine the relationship between population change and college readiness in Nebraska. Nebraska as well as three counties: Box Butte County, Lancaster County, and Scotts Bluff County were used as locations for this study. The process for analyzing the relationship is done in three parts. First, data was collected from the Nebraska Department of Education about high school variables such as teacher characteristics and attendance rates. Next, U.S. Census Bureau data was used to create socio-economic standards for the various locations. The purpose of this qualitative, hermeneutic phenomenological study was to examine the impact of a faith-based approach to reduce recidivism. The theoretical frameworks guiding this study included the belief system and self-efficacy theories. Participants consisted of a convenience sample of 21 former mentors of the Marinette-Menominee Jail Outreach. The setting was a Christian non-profit organization serving the Marinette and Menominee County Jails located in rural northern Wisconsin and the Upper Peninsula of Michigan. Semistructured interviews, surveys, and a focus group provided data to illuminate common themes.
