Organizations play key roles in modern societies. The importance of organizations for a society requires an understanding of organizations. In order to fully understand public organizations, it is necessary to recognize how organizational settings affect subjects of organizations and organizing. Although public and private organizations interrelate with each other, the two types are not identical. In this dissertation, I attempt to describe public organizations in their own setting by discussing three important topics in public organization theory: (1) innovation adoption in the public sector; (2) representative bureaucracy; and (3) decline and death of public organizations.

his article explores the effect of organizational culture on engagement with advocacy activities, both traditional and electronic. The Competing Values Framework offers a model for understanding how organization's culture influences behavior. Using a sample of nonprofit providers from across the country, the author hypothesized that organizations that use electronic advocacy tools are more involved with advocacy activities of all types. A paper and pencil survey was used to collect data on organizational culture, advocacy tools and techniques, perceived effectiveness of the advocacy tools, policy goals, organizational sustainability goals as well as barriers and facilitators of electronic advocacy. The mid-1990s brought sex offenders to the forefront of policy issues due to several highly publicized cases of abduction, sexual assault, and murder involving children. Following these cases, a number of sex offender management policies were passed to quell public concern over the safety of children due to sex offenders. Most notably, these new sex offender management policies mandated the creation of publicly available registries of sex offenders and enacted residence restrictions that forbid sex offenders from residing within certain distances from areas where children commonly congregate.

Given these realities, the present study identifies characteristics of internal and external variables that influence international and U.S. faculty turnover intentions in a large public South Eastern research university.

Social well-being indices measure how fishing communities are likely to be affected by social-ecological perturbations, and are a significant tool to identify the primary issues influencing communities’ sustained participation in fishing activities. In an attempt to further our understanding of how communities are affected by such perturbations, we have developed a rapid assessment methodology to test the external validity of a set of well-being indices that measure community vulnerability. Although natural gas has been praised as a clean and abundant energy source, the varying impacts and uncertainties surrounding the process of extracting natural gas from unconventional sources, known as horizontal high-volume hydraulic fracturing (HVHF) or “fracking,” have raised important concerns. The practice of HVHF is expanding so quickly that the full impacts are not yet known. There is a lack of African American representation in the Department of Defense's (DoD's) Senior Executive Service (SES) Corps. In 2011, only 11.4% of the DoD's SES members were African American. This disparate representation is problematic because it contradicts the creation of a diverse workforce, which in turn limits opportunities for African Americans to join the elite DoD SES Corps. Workers who are lesbian, gay, bisexual, transgender, and queer (LGBTQ)-identified have always been a part of the workplace in the United States, yet there has been a lack of awareness about how to advocate for the needs of these people. This lack of awareness was challenged by Congresswoman Bella Abzug. The quality of care in nursing homes has been evaluated from many varying perspectives, but few studies have analyzed quality in light of complaints made to state survey agencies by residents, their family members, or other individuals interacting with the nursing home. This study analyzed complaints, investigation of complaint allegations, and complaint-related deficiency citations to determine their effect, if any, on the quality of care in nationwide nursing homes. The research examined the impact of the pace requirement of the 2010 program integrity legislation at a single graduate institution to gauge its potential for fulfilling the legislation’s stated purpose of increased likelihood of student success. The study determined that there have been changes in registration behavior (particularly in course drop behavior that reduces the number of credits calculated as attempted each semester) since the case institution introduced the pace requirement in Fall 2011. This author examines subjective indicators of well-being as they relate to the happiness movement, a global effort to create a new economic paradigm. The essay focuses on the prominent international institutions that are developing happiness metrics as well as agencies exploring the use of happiness data for crafting supportive public policy. A definition of happiness metrics, based on international institutions, identifies the primary questions that compose perceived happiness and how this data can be used.
