This Comprehensive Economic Development Strategy (CEDS) is the outgrowth of a long running effort by the John S. Watson Institute for Public Policy at Thomas Edison State College (Watson Institute) to support economic and community development in New Jersey with a particular focus on urban areas in need of revitalization. The Watson Institute was previously awarded a United States Economic Development Administration (USEDA) grant to complete an economic analysis of the North Central New Jersey Region. The USEDA approved that analysis and awarded additional funds to continue our work, culminating in this CEDS plan.

The current report will discuss an impact assessment of the AVR project. The impact assessment was made possible via the administration of the Pre & Post-Impact Assessments (PIA) survey. The PIA survey was designed for two purposes. Firstly, it was designed to establish a baseline on; i) the levels of community knowledge regarding small arms and SGBV, ii) the perceived prevalence of armed violence in the targeted regions, iii) the safety perceptions within the targeted communities, and iv) the knowledge within the targeted communities of appropriate reporting and security structures. Landmine and Cluster Munition Monitor provides research and monitoring for the ICBL and the CMC and is formally a program of the ICBL-CMC. It is the de facto monitoring regime for the Mine Ban Treaty and the Convention on Cluster Munitions. It monitors and reports on States Parties’ implementation of, and compliance with, the Mine Ban Treaty and the Convention on Cluster Munitions, and more generally, it assesses the international community’s response to the humanitarian problems caused by landmines, cluster munitions, and other explosive remnants of war (ERW). For UNMAS, 2014 was the year of transparency, accountability and compliance. UNMAS proved itself to be an efficient, respected and trusted service provider for impacted communities, humanitarian responders, affected states and the United Nations system.

This year, a Monitoring and Evaluation (M&E) Mechanism, established to measure progress of the Strategy of the United Nations on Mine Action 2013-2018 and to reinforce the United Nations impact in mine action, was launched across all UNMAS programmes.

This report details UNMAS achievements in 2014, the result of hard work, commitment and innovation.

• Establish appropriate safety procedures;

The Charter Development Committee will be co-chaired by Paul Leonard and Dan Foley. It will work with the Dayton Together Initiative (“Dayton Together”) to develop a draft Charter for the single county charter government, the Dayton-Montgomery County Metro Government or “Metro Gov”. A separate Charter Advisory Committee (“Advisory Committee”) wills then review and offer constructive feedback to the Development Committee beginning in mid-July.

This student comment examines the efficacy of marijuana being regulated by the Food and Drug Administration. The author discusses and applies potential FDA regulatory models that could be used to regulate marijuana. The comment concludes marijuana could be easily regulated under the current Food and Drug Administration regulatory scheme and suggests that marijuana should be regulated in a manner akin to tobacco rather than as a drug.

This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? We investigated whether and how a juvenile’s history of experiencing sexual abuse affects public perceptions of juvenile sex offenders in a series of 5 studies. When asked about juvenile sex offenders in an abstract manner (Studies 1 and 2), the more participants (community members and undergraduates) believed that a history of being sexually abused as a child causes later sexually abusive behavior, the less likely they were to support sex offender registration for juveniles. Yet when participants considered specific sexual offenses, a juvenile’s history of sexual abuse was not considered to be a mitigating factor. This was true when participants …
