It’s Elementary is a series of essays on topics in education and education policy. The main focus is on education finance in New York State, but general research findings in education and education policy issues in several other states are also discussed. John Yinger, Professor of Economics and Public Administration at the Maxwell School, Syracuse University is the author of most of these essays, although a few are written by or co-authored with other scholars.

Liberation theology emerged as a prominent feature of religion and politics in the 1960s. Since the beginning, detractors have noted the overtly Marxist tendencies within this ideology. This thesis introduces the core concepts and presuppositions of liberation theology itself, and then focuses on specific and varied allegations concerning any influence the Soviet Union may have had on its formation and propagation. Particular weight is lent to the testimony of Lieutenant General Ion Mihai Pacepa, formerly the head of Romanian dictator Nicolae Ceauşescu’s national intelligence service and the highest-ranking defector ever received from the Soviet Bloc. Executive Order 13211, promulgated in 2001, requires the federal government to consider the impact of federal action on energy independence as part of the George W. Bush’s National Energy Policy. This law review examines whether EO 13211 was used to curtail environmental protection and natural resource conservation. The article begins with a review of the procedure required of federal agencies under EO 13211 and its associated documents. The paper then examines case law and published federal rulemaking proceedings and examines how federal agencies apply tests to evaluate the potential energy effect. The frequent metaphor of Tunisia as an island requires reevaluation. An island demands continuity unto itself, a feature that Tunisia distinctly lacks. Despite higher than usual levels of ethnic and religious homogeneity, Tunisia has historically maintained low levels of local-national interaction and accommodation. This analysis examines how the post-independence government of Habib Bourguiba sought to coax rural and agrarian communities into participation in the national identity and thereby promote continuity throughout the country via disruptive, large-scale government projects as part of the “modernity drive.” Specific attention is given to agricultural cooperatives and land collectivization in the 1960s. Small business success drives the health of a local economy. The problem of this three phase mixed methods study was to encourage entrepreneurship by identifying the resources that support business startup and growth. In the first qualitative phase, the city business resource webpage was observed and 10 entrepreneurs were interviewed to identify which business resources were used for their recent startups. Using the data from the interviews, a survey instrument was developed for the Small Business Subcommittee (SBS) that was used in the second quantitative phase which included 351 business owners; 35% were women and 65% were men. Aid conditionality has emerged as a dominant tool by donor countries in nation building efforts in the developing world. Unfortunately, this strategy has encountered obstacles in achieving substantive change. The purpose of this paper is to investigate possible modifications and augmentations to aid conditionality regimes that could more easily induce political development in recipient countries. To provide a background against which to plan changes, the paper documents important determinants of political change, including public opinion, donor self-interest, and unconscious biases. The paper also evaluates possible malleable policy factors, including adoption speed, proportionality, outcome-based provision, and donor co-ordination. While much of …

The report analyzes changes in five domains -- food retail, food insecurity and food benefits, institutional food, food and nutrition education, and diet-related health conditions -- in East Harlem from before the election of Michael Bloomberg through the first two years of the de Blasio Administration. Its goal is to assess the ways in which food environments in East Harlem have improved, stayed the same, or worsened in this 15-year period in order to inform setting food policy goals for the next 5, 10 or 15 years.

Using a mixed methods approach and expanding on the literature on immigrants' transnational civic engagement, this research explores the paths and barriers to Mexican immigrant civic, economic, political, and social engagement in both immigrants' communities of origin in Mexico and communities of residence in Oregon, a relatively new destination for Mexican immigrants. The majority of the adult Mexican population only arrived to the state of Oregon over the last 15 years. Today Latinos represent the largest racial-ethnic minority, twelve percent of the state population, with Mexicans making up 90 percent of this Latino population. Most of the Mexican immigrants in …

Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

The Impact Of Research And Development On Economic Growth And Productivity In The U.S. States, Luisa Blanco, Ji Gu, James E. Prieger

Research and development (R&D) has a large effect on both state output and total factor productivity (TFP) in the long run. Our estimates for the private sector of the U.S. states from 1963 to 2007 show that the R&D elasticity averages 0.056 to 0.143. The implied returns to state Gross Domestic Output (GDP) from R&D spending are 82% to 211%. There are also positive R&D spillovers, with 70% to 80% of the total returns accruing to other states. We also find that states with more human capital have higher own- and other-R&D elasticities, and those in lowest tier of economic …

The purpose of this study was to observe and analyze the process of regional climate adaptation planning and the role of stakeholder deliberation in decision making about adaptation actions. It employed a case study approach based on one of three total study sites of an international, multidisciplinary grant titled, “METROPOLE: An Integrated Framework to Analyze Local Decision Making and Adaptive Capacity to Large-Scale Environmental Change”. The future of an estimated 20,000 Self Help Groups (SHGs) in Ethiopia is uncertain because they lack legal status and, therefore, are unable to access funds and service for their members. The Government of Ethiopia (GoE) does not recognize the SHGs as unique development groups, but only offers to register them as Micro and Small Enterprises (MSEs) or cooperative societies, which are solely economic entities that serve more narrow functions than SHGs do. There has not been any coherent explanation for why the SHGs need a formal status, but should not register as anything but SHGs. From May to August …

The international community has agreed upon another set of goals for the next 15 years. On the table are no less than 169 objectives and 17 Sustainable Development Goals (SDGs). The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year. Cities are increasingly taking the lead in tackling global issues like climate change, financial regulation, economic inequality, and others that the federal and state governments have failed to address. Recent media accounts have accordingly praised cities as the hope of our globally networked future. This optimistic appraisal of cities is, however, undermined by local governments’ cramped legal status. Under the doctrine of home rule, local governments can often only act in matters deemed “local” in nature and cannot regulate “statewide” issues that may have impacts beyond local borders. Numerous U.S. government agencies are involved in developing and implementing U.S. policy toward Korean Peninsula events, trends, and developments. Those studying U.S. government policies toward this region need to pay particular attention to the role played by U.S. Congressional committees in this policymaking. Congressional committees are responsible for approving new legislation, revising existing legislation, funding U.S. government programs and conducting oversight of these programs. Center for Public Service (CPS) helped the City of Brookings respond to public concerns and opposition to suggestions for a City annexation of the adjacent community of Harbor. The City and CPS agreed to a consulting study in which CPS assessed the public service situation in the City and Harbor area, and then modeled and analyzed two annexation scenarios. Development of the annexation scenarios was especially complex. Annexation law and procedures, urban renewal requirements and assessments, three types of special districts, decaying water and sanitary infrastructure, state revenue shared funds, and unique transient tax and tourism fund use all combined …

School Choice Demonstration Project

Louisiana, a state whose educational performance has lagged behind national averages for decades, began its experiment with publicly financed scholarships for students to attend private schools in 2008. The pilot version of the Louisiana Scholarship Program (LSP) was expanded statewide with the passage of Act 2 of the 2012 Louisiana state legislative session. Nearly 10,000 students applied to the expanded program in 2012-13, with roughly 5,000 applicants receiving scholarships. The program has continued its rapid expansion every year since then, with nearly 7,500 scholarships awarded in the 2014-15 school year.

Thanks to fifteen community volunteers who worked, debated, and brainstormed on the Dayton Together Charter Development Committee, we are releasing a draft charter—the Dayton Metro government. Our model is a Council-Manager government, incorporating professional management that has served our communities well for a century. It includes a mayor voted on by all 535,000 residents, one at-large countywide council seat, and 9 geographic districts, with the mission of bringing the community together to tackle shared opportunities and challenges.
