In an increasingly interconnected and technological global environment, ignorance of Africa is no longer acceptable. This, especially from major political leaders. Yet, examples of such ignorance are evident in the current American presidential campaign. Neither the Republican nominee Donald J. Trump nor the democratic nominee Hillary R. Clinton has articulated any concrete vision for an African policy.

The 6MSP, presided by the Netherlands, marked the first formal meeting of the Convention after the adoption of the Dubrovnik Action Plan, a five-year action plan that provides a roadmap for States Parties to implement and universalize the Convention.

Perceptions Regarding Public Safety In Portland’S Humboldt Neighborhood, Kris R. Henning, Greg Stewart

The Portland Police Bureau (PPB) has partnered with Portland State University (PSU) to develop new strategies for improving public safety and police-community relations. The initiative seeks to provide residents with greater voice in where police work in their neighborhood and what steps the police take to address public safety concerns. The current report presents the findings from a household survey conducted in Portland's Humboldt neighborhood. Residents' top concerns were gun crimes, gang activity, and traffic safety. The majority of residents support increased foot patrols by officers and community meetings as a means for reducing crime and strengthening police-community relationships.

This project argues that, in the wake of the 2007-09 financial crisis, the United States (US) and European Union (EU) are doubling down on finance-led domestic growth strategies and that this is their goal in constructing a transatlantic financial regulatory regime. The regime’s goal privileges the input of industry actors over other civil society actors. The construction of this regime is in response to pressure from emerging markets and to service domestic industry actors after the financial crisis. Public participation is becoming a more common characteristic of constitutional drafting processes around the world, and Africa has not been an exception in this regard. This paper seeks to survey several of the public participation processes undertaken in a number of African nations, in order to examine the methods followed and the effects produced by such processes. For that purpose, I have analyzed the constitutional drafting efforts in South Africa, Uganda, Eritrea, Zimbabwe, Rwanda, Kenya, and Egypt. School Choice Demonstration Project

Eliminating the Louisiana Scholarship Program (LSP) was proposed as a way to improve the financial situation of the Louisiana Department of Education budget in the current fiscal environment. A study released by the School Choice Demonstration Project (SCDP) found that the net fiscal impact on the Louisiana Department of Education budget would likely be an overall cost increase. In this study, we consider the effects that the removal or reduction of the program would have on individual districts. Districts would receive additional revenue from the state for affected students, but districts would also incur additional costs to educate these students. …

Persons with disabilities can achieve a greater degree of freedom when they have full access to a variety of transit modes, but this can only be achieved when the pathways to transit – the infrastructure and conditions in the built environment – allow full access to transit stops, stations, and vehicles. Since passage of the Americans with Disabilities Act (ADA) in 1990, many transit agencies and governmental jurisdictions have made significant progress in this area. This report examines existing methods of benefit-cost analysis (BCA) in two areas, transportation policy and transportation planning, and suggests ways of modifying these methods to account for travel within a multimodal system. Although the planning and policy contexts differ substantially, this report shows how important multimodal impacts can be incorporated into both by using basic econometric techniques and even simpler rule-of-thumb methods. Case studies in transportation planning focus on the California Department of Transportation (Caltrans), but benchmark California’s competencies by exploring methods used by other states and local governments. This study explores a series of events that occurred in the spring of 1876. The relationship between the Indianapolis city government, the Marion County Courts, the Indianapolis Police Department, and the African American community came together to usher in changes never before envisioned. The Indianapolis Police Department (IPD) was formed in 1855, then disbanded 12 months later in a political dispute. From 1857-to-1876, the IPD was all white. These changes took place as the Reconstruction era was coming to a close. The first Ku Klux Klan was at its apex, terrorizing black communities, and Jim Crow was coming into its …

Community colleges are playing an increasingly important role in national and local postsecondary education and economic development policy arenas. These two-year institutions educate 46 percent of American undergraduates, including the majority of African American, Hispanic and Native American undergraduate students. However, community colleges are failing to graduate students, particularly students of color (AACC, 2012). Given the national demand for graduates, policymakers are struggling to help more under-represented groups succeed and complete their college degrees.
