In 1990, the Americans with Disability Act (ADA) was enacted to support disabled Americans as they sought to procure equality in society and the workplace. Despite these intentions, full implementation of the ADA has been fraught with court challenges and legislative amendments. As it currently stands, it is unclear as to how the judicial system is collectively interpreting a qualified disability. The priority shift from community policing to homeland security in local police departments in the United States has threatened the relationships and successes established by community policing, though little empirical research explored the relationship between funding and implementation of homeland security versus community policing objectives among local law enforcement agencies. Educational systems are complex adaptive systems (CAS). The macroeffects of an educational policy emerge from and depend on individual students' reactions to the policy. However, educational policymakers traditionally rely on equation-based models, which are deficient in reflecting the work of microbehaviors. The Federal Aviation Administration (FAA) has developed the Runway Safety Program (RSP) to address these concerns and improve the safety of the National Airspace System (NAS). There was a long history of Jim Crow laws in the State of Georgia, which permeated in social, educational, and economical ways that prohibited African American business owners from competing for the state contracts. This thesis explains how national media shape Indian foreign policy toward Pakistan. I use empirical research to explore the contribution of national media to the formulation of policy during the 1999 Kargil War and 2001 Agra Summit between India and Pakistan. I created a database of news articles in the leading national English newspapers—The Times of India and Hindustan Times and then coded and analyzed them.
