ITF Enhancing Human Security (ITF) is a humanitarian, non-profit organization specializing in land mine clearance, eradication of explosive remnants of war and other impacts from conflict.

Established by the Government of the Republic of Slovenia in March 1998, ITF’s initial purpose was to help Bosnia and Herzegovina in the implementation of the peace agreement and to provide assistance and support in post-conflict rehabilitation. Since its inception, ITF has been continuously developing and enhancing its mission by expanding the scope of its activities and geographic area. Landmine Monitor 2016 provides a global overview of the landmine situation. Landmine Monitor covers mine ban policy, use, production, trade, and stockpiling, and also includes information on contamination, clearance, casualties, victim assistance, and support for mine action. The report focuses on calendar year 2015, with information included up to November 2016 when possible.

This 2016 edition of To Walk the Earth in Safety highlights the United States programs, managed primarily by the Office of Weapons Removal and Abatement in the U.S. State Department’s Bureau of Political-Military Affairs (PM/WRA), that keep weapons and ammunition out of the wrong hands and assist nations in clearing landmines and unexploded ordnance (UXO).

This chapter starts with various definitions of child abuse and neglect, focusing on the approach adopted by Nevada legislators and comparing it with competing definitions. Next, this report examines child abuse and neglect rates in Nevada and tracks the progress the state has made toward achieving its goals related to child welfare outcomes, including child protection and safety, child permanency, and child well-being. Current and immediate information about the increasingly unpredictable weather conditions are needed to augment conventional knowledge in local communities. Policy analysis on climate information services (CIS) provisioning in the agriculture sector is vital and warranted. This paper describes the global and national CIS policies as well as the institutions involved in provisioning through the characterization of pathways from data generation to dissemination. Further, it identifies the various intermediary users of the CIS and how CIS are ultimately disseminated to the municipal agricultural offices and the farmers. Secondary data sources were searched. The Cully neighborhood is situated in the Northeast quadrant of Portland, Oregon. It is 2.75 square mile plot of land and home to roughly 13,000 people. In addition to being one of the most diverse neighborhoods in Portland, it is the most densely populated, with the smallest amount of parkland per capita. Over the last two decades, home value has increased 203% in Cully, compared to a 90% citywide increase. Amidst these development trends are stories of incredible resilience, resistance and activism from the affected community. Background: Overdose deaths, specifically related to opioids, have been identified as a public health problem both nationally and in the state of Maine. Overdose Education and Naloxone Distribution (OEND) is an innovative model of patient education that has been shown to be effective in increasing knowledge of overdose risk and has the potential to help reduce opiate related overdose deaths.

Methods: A 28-item web-based survey examining clinician attitudes, OEND practices and characteristics was distributed to 196 Maine based physicians with a Drug Enforcement Agency waiver to prescribe burprenorphine/naloxone. 2017 marked the 20-year anniversary of the signing of the Anti-Personnel Mine Ban Convention, which laid the ground for coordinated mine action efforts worldwide. This treaty has become a reference agreement in both the humanitarian and disarmament fields. Today still, it provides an example of how international law can effectively contribute to a safer and more secure world. It is in this spirit that the GICHD continues to promote the universalisation and implementation of the different treaties relevant to mine action. In fact, supporting national partners towards the timely fulfilment of convention obligations and completion targets remains a priority.

Caring4Carlisle (C4C) is a community initiative aimed at addressing the social, emotional, spiritual and physical health of Carlisle residents. Community Health Network Areas (CHNAs) were created by the Massachusetts Department of Public Health in 1992. There are 27 CHNAs in the Commonwealth, and Carlisle belongs to CHNA 15. In July of 2016, Carlisle was awarded a planning grant ($20,000) from CHNA 15 to engage in a community needs assessment process with the intention of identifying priority community health needs to be addressed in Carlisle.

What is the importance of political speechmaking? Do state governors discuss presidential priorities? This study addresses these questions by analyzing the contents of annual State of the State addresses given by governors from 2012 to 2014 during the presidency of Barack Obama. A descriptive paper provides evidence that governors primarily discuss employment and economic issues in their addresses, are discussing greater number of policy issues than in previous decades, and are delivering their address before the presidential State of the Union message. In 2005, the government announced the relocation policy of public agencies to non-capital regions. The main purpose of the policy was to decentralize population in the SMA (Seoul Metropolitan Area) through building regional competitiveness. The transfer of 98% of the public institutions was completed in April 2017 (MOLIT 2017). This thesis examines the effects of France’s educational social cohesion policies, Zones d’Education Prioritaire (ZEP schools) and L’Agence nationale pour la cohesion sociale et l’égalité des chances (Acsé). I argue that these policies affect access to education for working-class descendants of immigrants; however, France’s republican ideology inhibits the extent to which equitability can be established between working-class descendants of immigrants and the majority population. Though a quantitative and qualitative data analysis, I scrutinize trends in education access and the labor market over the 2000s. The report results demonstrate the dependence low-income Oregon families have on the six federal programs and the challenges families face when attempting to access federal resources. The barriers to access are often structural in that they are embedded in the procedures and structure of the program. Based on its analysis, the report presents a series of reforms and support activities that Oregon state agencies and nonprofits could adopt to improve family access for each program.

The Political Determinants Of Food Security: Democracy, Decentralization, And Federalism, Catherine E. Schmitt-Sands

Food security is partially determined by politics. This dissertation examines three political determinants of food security: democracy, decentralization, and federalism. Each one is operationalized and tested quantitatively against food security using a dataset of all countries from 1990 to 2011, although each model employs a different subset of the dataset. Democracy is divided along two dimensions: political rights and civil liberties. Both are significant positive predictors of food security. Increases in civil liberties are more consistently and strongly associated with food security than increases in political rights.

As a result, there is a risk that local governments do not receive critical intelligence that would allow them to collaboratively prevent catastrophic terrorist attacks. From 2004 to 2015, the health sector in Nigeria was substantially underfunded despite the existence of a federal health policy committing 15% of the national budget to health care financing. The purpose of this narrative and phenomenological study was to explore the nature and significance of economic claims made in this policy. The central research question examined the extent to which these economic claims were perceived to be realistic, attainable, and successful in meeting their intended policy objectives and impact.
