This report describes collaborative efforts undertaken by the Town of Marshfield Council on Aging (COA) and the Center for Social and Demographic Research on Aging (CSDRA), within the Gerontology Institute at the McCormack Graduate School, University of Massachusetts Boston. Beginning in Fall 2017, these organizations partnered to conduct a study to investigate the needs, interests, preferences, and opinions of the Town’s residents age 50+, and also of participants at the Marshfield COA/Senior Center. Engineers play a vital role in society and contribute positively to economic growth in various areas, including energy, transportation, telecommunications, and others. In the United States of America, these areas are monitored by public policies that are set by policy actors—mainly lawyers, public administrators and social scientists—at legislative and regulatory levels. In these domains, engineers have a reduced voice with key decision makers on critical engineering issues, and their input is very limited. Their lack of involvement results in costly unintended consequences, affecting both the interest of the profession and the interest of the nation.

This dissertation aims at explaining the difference in the degree of e-participation across countries using institution and technology variables. It further looks at how the factors differ in their influence across the three levels of e-information, e-consultation, and e-decision making. Institutional and technology variables are identified using the literature review of offline and online public participation (or e-participation). Using the policy feedback theory and Giddens’ structuration theory a conceptual model depicting the complex relationship between institutional and technology variables is developed. The dimensions of digital divide, namely ICT affordability and skills, are found to be the most important explanatory variables. …

In 2015, 78% of Detroit's city council was African American--the highest percentage in the country. For decades, there had been an assumption in the academic and activist fields that a legislative body with such a high percentage of minority presence would produce incredible policy gains for that group (i.e. African American Detroiters). Instead, the council passed no Black racial policy. In a city where there were ostensibly no barriers for passing racial policy -- there were no subsequent policy gains. Though running contrary to existing scholarship, Detroit is not an anomaly; it is an indicator of the larger trend.

Transnational networks are growing in prevalence and importance as states, nongovernmental, and intergovernmental organizations seek to meet climate change goals; yet, the organizations in these networks struggle between the global, technical and local, contextual sources of power, authority, and knowledge used to influence decision-making and governance. According to NOAA (2018), the U.S. spent a record $306 billion on weather and climate disasters in 2017, up nearly $100 billion from the previous record in 2005 following Hurricane Katrina. From unprecedented rainfall and flooding from Hurricane Harvey in Houston, Texas, to ravaging wildfires and devastating mudslides near Santa Barbara, California, cities across the U.S. are grappling with how to better prepare for and recover from catastrophic natural disasters. These events bring into focus the need to prepare for similarly unprecedented events in Portland.

The Institute for Sustainable Solutions is spearheading an initiative to make it easier and more affordable for Portland homeowners to construct a second house on their property—increasing housing options in a city with some of the fastest rising rents and lowest vacancy rates in the nation.

Called “accessory dwelling units” or ADUs, these small backyard homes can be used by family members or rented out to others in the community. They provide more affordable housing options while reducing pollutants that cause climate change.

This article explores how the Financial Health Analysis Tool can bridge the gap between the capacity of grantmakers to conduct financial analysis and the need to incorporate financial considerations into both grantmaking and ongoing engagement with grantees.

The tool presents four years of key financial indicators in graphs and charts that create a kind of dashboard of a nonprofit's financial health over time. This small set of simple metrics highlights patterns and trends that can help grantmakers and nonprofits see how the financial management of an organization is advancing its mission and strategy.

The closing space of civil society around the world over the last decades has created profound challenges for funders. Many analyses of how to respond to this reality focus on advocacy and promoting enabling policy environments. Few consider key practices of resilient funders that enable them to continue to operate under shifting political circumstances.

Increased adaptive capacity along three dimensions – varied procedures, multiple strategies, and an adaptive environment – promotes the flexibility to weather the shocks and stresses of tightening restrictions and increasing violence.
