The dramatic rise in the number of civilian casualties from explosive ordnance (EO) since 2013 has triggered a debate in the mine action (MA) sector about the effectiveness of explosive ordnance risk education (EORE) (often shortened to risk education – RE). This rapid appraisal of EORE approaches, capacity, coordination and resources examines how the EORE sector is responding to new and emerging EO threats and violent operating environments to identify EORE good practices and potential needs. This report, based on document review and interviews with MA stakeholders conducted between mid-May and mid-June 2019, summarizes the research findings.

This article argues Norway’s minor role in the Afghanistan War (2001–14) included opportunities to learn about the evolution of military deployments over the course of a prolonged counterinsurgency-focused conflict, the civilian and military dynamics, and the political challenges of contributing to such a conflict.

In many parts of the U.S., rents and housing prices are rising faster than household incomes. Low-income families have always been stretched to pay for housing without sacrificing other necessities. In recent years, housing costs have become a larger source of financial stress for middle-income families. While homeownership has been the primary channel for wealth building in the U.S., two recent trends raise questions about whether this is a viable strategy. First, many homeowners suffered severe financial losses due to housing price declines during the Great Recession (2007-2009). Sexual exploitation and abuse (SEA) by humanitarian workers are some of the most serious failures of protection and are grave violations of the responsibility of humanitarian personnel to do no harm. Whereas instances of SEA are not a new occurrence, the pervasiveness of this phenomenon was only exposed to the public eye in 2002 following allegations of SEA by aid workers against refugees and displaced women and children in West Africa. This article argues despite opportunities to learn valuable strategic lessons from Denmark’s effort in the Afghanistan War (2001–14), Danish civil authorities implemented a comprehensive approach policy that failed to establish a bridge to lessons learned by the military. Denmark’s experience in the Afghanistan War demonstrates promises and perils of lessons learned processes.

This article analyzes Australia’s contribution to the Afghanistan War from 2001 to 2014. It recommends policymakers and practitioners consider applying a whole-of-government approach, embedding personnel in coalition headquarters, and limiting reliance on Special Forces soldiers in future interventions.

This article argues West Point responded to the changing strategic environment from the end of the Cold War through the post-9/11 period by innovating its curriculum. Over the past several decades, however, the academy’s educational model has remained remarkably stable, rooted in an enduring commitment to a rigorous liberal education as the best preparation for officers confronting the inherent uncertainties of future wars.

The rising adoption of bike-sharing systems brings significant benefits to individuals and society as a whole. However, whether these benefits are distributed throughout society in a fair manner is still an open question. This study presents a methodological framework for assessing the equity performance of bike-sharing systems, with Coast Bike Share system in southern Tampa as a case study. The framework integrates three different datasets: bike-sharing infrastructure, individual travel itineraries and individual sociodemographic attribute data. With these datasets, we model individual accessibility to activity locations using bike-sharing as the mode of transportation by analyzing the “walking-cycling-walking” process of a bike-sharing …

This small-scale ethnographic study looks at the how queer women living in Florida imagine navigating family building decisions under the current climate of policies such as a lack of federal non-discrimination protections and the largely unregulated use of assisted reproductive technologies. Despite the federal legalization of same-sex marriage in the United States in 2015, state and county legislations continue to vary greatly on the extent of support they will provide for LGBTQ families. The Quality Improvement Center for Workforce Development (QIC-WD) partnered with the Virginia Department of Social Services (VDSS) in 2017 to conduct research examining the efficacy of technology interventions aimed at reducing child welfare staff turnover and improving child welfare outcomes. Virginia is a state-supervised, countyadministered child welfare system. The state elected to study the implementation of and outcomes from job modernization technology interventions in 18 localities. These 18 localities represent a workforce of approximately 450 of the state’s 2,200 frontline staff. The intervention is occurring in multiple phases: (1) transcription services; (2) a mobility technology application; and (3) a Comprehensive …

In partnership with the City of Virginia Beach, the Old Dominion University research team of Drs. Michelle Covi, Wie Yusuf, Gail Nicula, Daniel Richards and Afi Anuar developed and executed a program for public engagement meetings using the ASERT (Action-oriented Stakeholder Engagement for a Resilient Tomorrow) framework to solicit resident engagement with and input into the City’s Comprehensive Sea Level Rise and Recurrent Flooding Response Plan, now known as Sea Level Wise.
