Sexual exploitation and abuse (SEA) by humanitarian workers are some of the most serious failures of protection and are grave violations of the responsibility of humanitarian personnel to do no harm. Whereas instances of SEA are not a new occurrence, the pervasiveness of this phenomenon was only exposed to the public eye in 2002 following allegations of SEA by aid workers against refugees and displaced women and children in West Africa. Acknowledging that the problem was global, the Inter-Agency Standing Committee (IASC) Task Force on Protection from Sexual Exploitation and Abuse (PSEA) was established in 2002 with the short-term purpose …

This article argues despite opportunities to learn valuable strategic lessons from Denmark’s effort in the Afghanistan War (2001–14), Danish civil authorities implemented a comprehensive approach policy that failed to establish a bridge to lessons learned by the military. Denmark’s experience in the Afghanistan War demonstrates promises and perils of lessons learned processes.

In many parts of the U.S., rents and housing prices are rising faster than household incomes. Low-income families have always been stretched to pay for housing without sacrificing other necessities. In recent years, housing costs have become a larger source of financial stress for middle-income families. While homeownership has been the primary channel for wealth building in the U.S., two recent trends raise questions about whether this is a viable strategy. First, many homeowners suffered severe financial losses due to housing price declines during the Great Recession (2007-2009). This small-scale ethnographic study looks at the how queer women living in Florida imagine navigating family building decisions under the current climate of policies such as a lack of federal non-discrimination protections and the largely unregulated use of assisted reproductive technologies. The rising adoption of bike-sharing systems brings significant benefits to individuals and society as a whole. However, whether these benefits are distributed throughout society in a fair manner is still an open question. This study presents a methodological framework for assessing the equity performance of bike-sharing systems, with Coast Bike Share system in southern Tampa as a case study. The framework integrates three different datasets: bike-sharing infrastructure, individual travel itineraries and individual sociodemographic attribute data. With these datasets, we model individual accessibility to activity locations using bike-sharing as the mode of transportation by analyzing the “walking-cycling-walking” process of a bike-sharing …

The Quality Improvement Center for Workforce Development (QIC-WD) partnered with the Virginia Department of Social Services (VDSS) in 2017 to conduct research examining the efficacy of technology interventions aimed at reducing child welfare staff turnover and improving child welfare outcomes. Virginia is a state-supervised, countyadministered child welfare system. The state elected to study the implementation of and outcomes from job modernization technology interventions in 18 localities. These 18 localities represent a workforce of approximately 450 of the state’s 2,200 frontline staff. In partnership with the City of Virginia Beach, the Old Dominion University research team of Drs. Michelle Covi, Wie Yusuf, Gail Nicula, Daniel Richards and Afi Anuar developed and executed a program for public engagement meetings using the ASERT (Action-oriented Stakeholder Engagement for a Resilient Tomorrow) framework to solicit resident engagement with and input into the City’s Comprehensive Sea Level Rise and Recurrent Flooding Response Plan, now known as Sea Level Wise.

Cities are spatially diverse, with enclaves of particular demo- graphic groups, clusters of businesses, and pockets of low-income individuals living amid affluence.

This essay presents data from New York City to illustrate the importance of measuring and addressing neighborhood characteristics that affect Sup- plemental Nutrition Assistance Program (SNAP) participation and the purchasing power of SNAP benefits: pockets of “eligible-but-not-enrolled” in- dividuals, proximity between SNAP participants and jobs, and variations in food prices across neighborhoods.

It concludes with 5 exam- ples of how addressing these community-scale issues can increase SNAP participation and food access.

In “Deliberating Public Policy Issues with Adolescents,” the authors described what they determine to be an unsuccessful attempt at deliberative pedagogy on the topic of immigration in three high school classrooms that differed demographically. Specifically, the authors observed that students failed to engage with evidence, stuck with their initial viewpoints, and only listened politely to those with different views, rather than interacting across differences to reach consensus. While student positionality, as the authors suggest, is important to take into account, there may be ways to reorient deliberations on “wicked problems” such as immigration, which are by their nature prone to …
