Just War Theory And Coercive Non-Proliferation: Ethically Evaluating Nuclear Prevention Efforts, P. Walker Jacklin

This thesis examines the ethics of coercively addressing non-nuclear states who are attempting to acquire nuclear weapons. Nuclear weapons pose a serious danger on a global scale, so ethical analysis should balance these consequences with the coerciveness of state intervention. Just War Theory provides a useful framework that balances these considerations.  Using the criteria of Just War Theory, this thesis examines two 21st century non-proliferation operations: Operation Orchard and Operation Midnight Hammer. I find that Operation Orchard fails the criteria of Just War Theory, while Operation Midnight Hammer satisfies the criteria. Making this determination is ethically risky, however, because our …

Minimum Parking Requirements (MPR) are municipal zoning ordinances mandating a set number of off-street parking spaces for new developments. Since the 1950s, MPR has been the near-universal way American municipalities supply parking, though growing criticisms since the late 1990s have targeted the policy for distorting development patterns, imposing high costs, and subsidizing personal vehicle use. Beginning in the early 2010s and increasingly in the early 2020s, cities and counties across the United States have moved to reform or eliminate MPR. This study examines how educational attainment shapes immigrants’ experiences with the U.S. naturalization process, with a focus on how education influences confidence, access to resources, and the ability to manage bureaucratic demands. While the legal requirements for naturalization are standardized, the ability to navigate them varies widely across individuals. Applicants’ experiences reveal that the U.S. naturalization process is often more complex and unequal than it may appear. This research was conducted through five semi-structured interviews with naturalized citizens of varying levels of higher education. This professional portfolio documents the integration of my academic learning, practicum experience, and personal transformation throughout the Master of Social Work program at the University of Montana. Drawing from trauma‑informed, anti-oppressive, and culturally responsive frameworks, I demonstrate competency across micro, mezzo, and macro levels of practice, with particular emphasis on ethical decision-making, ADEI engagement, community assessment, policy analysis, research-informed practice, and collaborative leadership. This report examines the development, performance, and impact of the Massachusetts Community Mediation Center Grant Program during its first 12 years, covering fiscal years 2013 through 2024. Established under Massachusetts General Laws Chapter 75, Section 47, the Grant Program provides operational and programmatic funding to qualified community mediation centers offering free or low-cost dispute resolution services through trained community volunteers. The Massachusetts Office of Public Collaboration at the University of Massachusetts Boston administers and evaluates the program.

Over the period examined, the Commonwealth’s annual appropriation increased from $650,000 in FY2013 to approximately $3.2 million in FY2024. This investment stabilized community …

In Santa Cruz County, too many youth have issues with substance use and abuse. These issues extend beyond Santa Cruz County, but the county exhibits trends similar to those observed nationwide. Community members face challenges related to knowledge and the ability to organize effectively. The YEAH unit (Youth Empowerment Action for Health) and CPP (Community Prevention Partners) are working to address youth substance use, but need help from community members in the smaller jurisdictions across the county. In times of political polarization, we are well-advised to heed Spinoza’s injunction, “Not to lament, not to curse, but to understand.” Understanding can be facilitated by ideas about the archetypal structures of political choice. This paper offers a systems theoretic analysis of a set of such archetypes focusing solely on their structures and not advocating any specific political positions. In 2007, almost twenty years ago, the Magnuson-Stevens Act changed the landscape of fisheries management in the US. Through the establishment of Fisheries Management Councils (FMCs), it paved the way for top-down management approaches that helped the government combat nationwide declines or collapses in fish stocks. Among the myriad responsibilities of the FMCs was the expectation that amendments to existing fisheries management plans would be a necessity to adapt to modern circumstances. Systemic barriers and biases within institutions and policies affect how African American fathers engage with Children and Family Services (CFS). Energy poverty in the U.S.-Mexico border region remains understudied, and much of the existing literature overlooks the lived experiences of households in this region. This thesis examines the lived experiences and coping strategies of residents in El Paso and Laredo, Texas, while also analyzing the sociodemographic variables associated with electric disconnection in Brownsville, Texas. The study employs a mixed-methods design that combines a quantitative ZIP code-year panel of electric disconnections in Brownsville, Texas from 2015 to 2024 with 14 qualitative interviews conducted with residents in El Paso and Laredo, Texas who had experienced electric disconnections or shutoff notices. Findings from a survey with 7910 Singapore Life Panel members reveal that awareness of the Lasting Power of Attorney (LPA) was relatively high, but actual uptake remained low, with only one in three having made an LPA and pronounced gaps among lower socioeconomic groups. Despite this, attitudes towards LPA were generally positive, with perceived benefits centered on peace of mind and reducing burdens on family members. A major barrier to adoption is the misconception that children automatically have the legal authority to make decisions if parents lose mental capacity. This report shows that so-called “irregular” Latinos are an essential part of the

workforce. Beyond community spending, consumer activity, and taxes paid

(including tax benefits that many will never benefit from), it is important to

remember that we are talking about people— human beings with stories, families,

difficult choices, and dreams. I hope that in the near future, when we are able to

dream big again, this analysis will sustain our advocacy for systems that truly reflect

our (Latino) contributions to the Commonwealth and beyond.

Deferred Action for Childhood Arrivals (DACA) is an administrative program that protects young immigrants from deportation while granting them access to education and employment. DACA recipients face challenges in accessing resources due to their temporary status and the unpredictability of immigration laws, leading to mental health risks from stigma, anxiety, and fear of deportation. However, little research has examined how DACA's instability and immigration politics affect psychological well-being and access to services over time.
