This quantitative correlational study examined factors affecting the mental health quality of life (MHQoL) of 911 dispatchers in Greater Richmond, Virginia. Dispatchers frequently experience psychological strain due to exposure to traumatic calls, demanding workloads, and inconsistent organizational support. Leadership is a crucial factor in shaping well-being, yet the influence of covenantal empowerment (CE)—a model emphasizing mutual support, shared accountability, and relational trust—on dispatcher mental health remains underexplored. Operational Responsibility In Ai Governance: A User-Centric Liability Framework, Zhengyang Chen

Who bears responsibility when artificial intelligence systems cause harm? This question has become central to AI ethics and governance. Most existing approaches focus on developers, yet this faces serious practical and theoretical problems. Drawing on tort law, agency law, and philosophy of technology, this paper argues that AI should be understood as an instrument whose outputs remain the responsibility of human operators rather than developers. We call this 'user-centric governance.' Placing accountability with deployers promotes public trust by creating clear lines of responsibility, a concern that governance approaches have often overlooked. The Fund for Responding to Loss and Damage (FRLD), established at COP28 in 2023, represents a historic diplomatic breakthrough in multilateral climate finance, yet its design reflects the compromises necessary to secure political agreement rather than a just institutional architecture. This thesis evaluates the FRLD and two prominent reform proposals—the Bridgetown Initiative 3.0 and Esther Duflo's Grand Bargain—against a novel framework that provides a more precise way to evaluate the “justness” of different arrangements. This study examines how implementation gaps shape public trust in transnational exchange programs, using the J-1 Summer Work Travel (SWT) program as a case in a U.S.–China context. The SWT program, a U.S. government–regulated cultural exchange initiative, is designed to promote cultural exchange through a well-established regulatory framework. It operates through a multi-actor governance system involving government agencies, nonprofit sponsors, employers, and intermediary organizations across national boundaries.

Who is enlisting in Fiscal Year 2025, and what state-level characteristics are associated with military enlistment rates, service selection, and recruit quality? This study documents the geographic landscape of U.S. military accessions during a period of recruiting recovery, filling a gap in the literature by providing a current, empirical description of who enlists and from where in today’s All-Volunteer Force. This thesis examines how two decades of efforts to abolish chhaupadi have shaped the everyday conditions under which women and girls experience menstruation in western Nepal. Chhaupadi, commonly understood as menstrual seclusion, has been addressed through Supreme Court directives, national policy, criminal law, municipal implementation instruments, hut demolition campaigns, public health programming, and rights-based advocacy. Yet the practice has persisted, adapted, and in some cases moved into less visible spaces. In late 2025, weekly trade publication Variety Magazine reported on the announcement of a new acting talent in Hollywood: Tilly Norwood. Norwood is an industry outsider and the pet project of Eline Van der Velden, who unveiled the actress’ existence to the world at the Zurich Film Festival. The announcement quickly gained media coverage while Van der Velden has since faced cyclical backlash from Hollywood trade unions, which does not seem entirely without reason. Putnam (2000) believes economic empowerment of individuals in and from low-income communities can result in positive impacts to community dynamics, such as a reduction of disparities and enhance social cohesion. Learning To Get Out Of The Wing - The Motivations Of Learners Incarcerated In Québec Provincial Prisons, Frédérick Armstrong

41 men and women incarcerated in the Québec provincial prison system were asked why they enrolled in educational activities. Relying on self-determination theory’s to describe and categorize their motivations, we found that most respondents had extrinsic motivations to participate in educational activities and that only three respondents could be described as intrinsically motivated. Respondents joined programmes to escape boredom, to receive financial compensation or to receive some other benefits; not for the pleasure of learning. These results are different from other research reporting that a majority of incarcerated learners were intrinsically motivated. After addressing this contrast and arguing that it …

The usage of peremptory strikes in jury selection have led to several issues over the course of American history. Since their inception in English Common Law, their ethically questionable use has led the United States Supreme Court to rule on them repeatedly, most notable in 1986’s decision Batson v. Kentucky. This case allowed attorneys to challenge the opposing counsel if they suspected that jurors may have been removed from the venire due to their race and reinstate them if such discrimination was present. This study examines menstrual product access and distribution practices in Mississippi county jails. It highlights the impact of period poverty as a critical yet underexplored public health and human rights issue within the corrections system. While existing research documents widespread inequities in access to menstrual products women’s healthcare in the correctional system, limited attention has been given to menstrual health at the local jail level. Using a mixed-methods approach, this study combines qualitative interviews with jail correctional staff and quantitative survey data from formerly incarcerated women to better understand institutional practices and lived experiences.

It’S Up To The States: The Role Of State-Based Safety Net Programs In Maternal Health Outcomes, Brooklyn Hall

This thesis explores the relationship between state-based safety net programs and maternal health outcomes in the United States. Using the case studies of five states, namely Mississippi, Alabama, Wisconsin, Minnesota, and California, this research examines how variations in programs such as Medicaid, the Earned Income Tax Credit (EITC), Temporary Assistance for Needy Families (TANF), and Paid Family Leave (PFL) influence maternal mortality rates and overall maternal health outcomes. The analysis shows that states with more generous and comprehensive safety net programs, like California and Minnesota, tend to report lower maternal mortality rates.
